On April 17, the Ministry of Human Resources and Social Security and other nine departments jointly issued the Action Plan for Accelerating the Cultivation of Digital Talents to Support the Development of the Digital Economy (2024-2026) (hereinafter referred to as the "Action Plan"), which will take about three years to carry out special actions such as cultivating, attracting, retaining and employing digital talents, and increase the effective supply of digital talents.

The Action Plan deploys six key projects, including the Digital Technology Engineer Cultivation Project, the Digital Skills Improvement Action, the Digital Talent International Exchange Activity, the Digital Talent Innovation and Entrepreneurship Action, the Digital Talent Empowerment Industry Development Action, and the Digital Vocational and Technical Skills Competition, and increases policy support from six aspects, including optimizing the training policy, improving the evaluation system, improving the distribution system, improving the investment level, smoothing the flow channels, and strengthening incentives and guidance.

The interviewed experts believe that the "Action Plan" has clarified the direction for the cultivation of digital talents from the top-level design to the practical exploration, which will help the system to solve the difficulties, build a large-scale, high-quality, well-structured, and reasonably distributed digital talent team, and form a digital talent agglomeration effect. At the same time, strengthening the cultivation of digital talents is also a necessary measure to alleviate the structural contradictions of employment, which is conducive to alleviating the structural contradictions, improving the quality of employment, and meeting the needs of enterprises.

Solidly carry out special actions such as cultivating, attracting, retaining, and employing digital talents

Digital talents play a fundamental supporting role in the development of the digital economy, and with the acceleration of the development of the digital economy and digital transformation, the digital talent gap in mainland China continues to widen. According to the latest Research and Development Report on Industrial Digital Talents (2023) released by Renrui Talent and Deloitte China, there is a gap of 25 million to 30 million digital talents in mainland China.

Closely following the needs of digital industrialization and industrial digital development, the Action Plan proposes to carry out special actions such as the cultivation, attraction, retention and use of digital talents in about three years, so as to enhance the independent innovation ability of digital talents, stimulate the innovation and entrepreneurship vitality of digital talents, increase the effective supply of digital talents, and form a digital talent agglomeration effect.

Focusing on new occupations in the digital field such as big data, artificial intelligence, intelligent manufacturing, integrated circuits, and data security, formulate and promulgate national occupational standards, develop training courses, and carry out standardized training and socialized evaluation by occupation, specialty, and level, and those who have obtained professional and technical grade certificates can be connected to identify the corresponding professional titles. On the basis of the implementation of the project, we will build a scientific and standardized training system and open up a new track for independent training of digital talents.

Advancing digital upskilling. Comprehensively implement the training model of skilled talents integrating engineering and learning, further promote the integration of industry and education, support industry enterprises, vocational colleges (including technical colleges, the same below), vocational training institutions, public training bases, skill master studios, etc., and strengthen the training of innovative and practical digital skilled talents.

Carry out innovation and entrepreneurship actions for digital talents. Support the construction of a number of digital economy entrepreneurship carriers and entrepreneurship colleges, deeply integrate the chain of innovation, industry, capital, talent and other resources, increase the intensity of entrepreneurship training for digital talents, and promote innovation and entrepreneurship of digital talents in the fields of artificial intelligence, information technology, intelligent manufacturing, e-commerce and other digital economy.

At the same time, we will support the construction of digital talent incubators, industrial parks, and human resource service parks in science centers and innovation highlands such as Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area, cultivate and develop a number of digital human resource service enterprises, and provide basic public services for personnel files for digital talent flow, job search, and employment.

In an interview with the Securities Times, Li Qiang, executive vice president of Zhaopin, pointed out that digital talents are the core support for the high-quality development of the digital economy in the mainland. The "14th Five-Year Plan for the Development of the Digital Economy" proposes that by 2025, the mainland's digital economy will account for 10% of GDP. To achieve this goal, we must transform the demographic dividend into a talent dividend, which requires vigorously cultivating digital talents and promoting the transformation and upgrading of the industrial structure with digital talents.

"From the perspective of the job market, strengthening the cultivation of digital talents is also a necessary measure to alleviate the structural contradictions in employment. There are structural contradictions in the mainland job market, and the number of talents recruited in the digital field is increasing, but the supply of high-quality talents is insufficient. Li Qiang pointed out.

Intensify the cultivation of interdisciplinary talents

Under the guidance of the new development concept, to promote the construction of digital China, it is necessary to face the future and frontier, pay attention to diversification and personalization, combine practice and practicality, base on new occupations and new majors, and attach importance to multi-level and all-round talent training.

The Action Plan points out that it is necessary to optimize the training policy, deepen the research and practice of new engineering in the digital field, strengthen the construction of related disciplines in the digital field in colleges and universities, and increase the training of interdisciplinary talents. Give full play to the role of vocational colleges, promote the upgrading and digital transformation of vocational education majors, and add a number of new majors in the digital field.

Clear channels for the flow of enterprise digital talent to colleges and universities, support colleges and universities in setting up mobile positions, attract qualified enterprise high-level digital talents to work part-time in accordance with regulations, and support and encourage qualified scientific research personnel in the digital field of universities and research institutes to innovate part-time and start enterprises on the job and off the job in accordance with national regulations.

Li Qiang believes that it is necessary to build a hierarchical and classified design digital talent cultivation structure to avoid homogeneity, such as research-oriented universities and institutes focusing on cultivating high-level innovative digital talents, comprehensive colleges and universities to cultivate cross-integration digital talents, and applied universities to cultivate specialized digital talents in the application field.

Wang Jing, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and CEO of Newland Technology Group, pointed out that it is possible to rely on the overall planning of industrial layout to build and operate a platform for the integration of industry and education, a network for resources, and a multi-center for practical training, so as to promote the organic connection of the education chain, talent chain, industrial chain, and innovation chain, and realize the "one skin" of talent training ecology such as schools, families, enterprises, research institutions, and practice institutions.

It is worth mentioning that with the in-depth development of the digital economy, more and more new digital occupations have emerged, and the "Occupational Classification Dictionary of the People's Republic of China (2022 Edition)" issued by the Ministry of Human Resources and Social Security has added a net of 158 new occupations, marking 97 digital occupations for the first time, accounting for 6% of the total number of occupations; The "Action Plan" proposes to improve the evaluation system, continue to release digital occupations, and dynamically adjust the professional settings of digital professional titles. Support all localities to add professional titles in digital fields such as artificial intelligence, integrated circuits, big data, industrial Internet, and data security according to the needs of industry development.

"Human resource service providers need to play the role of a 'bridge' and the advantages of data resources, gain insight into the supply and demand trends of digital talents in the job market, provide a basis for talent training decisions, promote school-enterprise cooperation to provide more internship opportunities for talents, and provide career development guidance and talent skills training to help talents improve their digital skills.
