In order to further promote the three-year action of tackling the root causes of production safety, further improve the quality of investigation and rectification of risks and hidden dangers, and continue to promote the dynamic clearance of major accidents, the Office of the Safety Committee of the State Council recently issued the "Notice on Learning and Making Good Use of the Judgment Standards for Major Accident Hazards", requiring all regions and relevant departments to fully understand the importance of the judgment standards for major accidents, effectively enhance the initiative and consciousness of learning and application, investigate and rectify major accidents with a stronger sense of responsibility, and resolutely prevent and curb major accidents.
The "Circular" pointed out that recently, the Office of the State Council Safety Committee sorted out and summarized the problems and hidden dangers found in the first quarter of the safety production inspection, and found that the problems such as failure to timely and accurately investigate and rectify the hidden dangers of major accidents are still prominent, exposing that the main responsible persons of some enterprises, safety production management personnel, and employees do not have enough study and grasp of the judgment standards for major accidents and hidden dangers, and do not have enough control and inspection; The identification is not in-depth, and the long-standing investigation of major accidents and hidden dangers cannot be investigated; some regulatory departments and law enforcement personnel do not take the criteria for judging major accidents as an important basis for law enforcement inspections, and on-site law enforcement inspections "avoid the important and make light of them"; the competent departments in some industries and fields do not organize the study and guidance and interpretation of the criteria for determining the potential dangers of major accidents, and do not publicize and implement them to the grassroots level.
The "Notice" requires that all regions and relevant departments should supervise and guide the production and business operation units to learn and use the judgment standards for major accident hazards into the accident hazard investigation and management system and the unit's safety production education and training plan and organize the implementation, and the investigation and management of major accidents should be reported to the departments responsible for the supervision and management of production safety and the staff congress or the workers' congress in a timely manner, and organize and carry out various forms of propaganda, through the "notice card", "poster", "pocket book" and other forms to create a good atmosphere for learning and making good use of the judgment standards for major accidents. Supervise and guide the socialized service institutions for production safety to strengthen the study and training of the standards for judging major accidents, and organize all professional and technical personnel to conscientiously study and master them in combination with the service objects, service scope, and service content, as a necessary skill for carrying out work. In the process of carrying out services for socialized service organizations in production safety, they should promptly point out the hidden dangers of major accidents in production and business operation units, put forward targeted rectification measures, and guide production and business operation units to implement rectification requirements. If the production and business operation entity has the potential dangers of major accidents listed in the judgment standards, and the entrusted production safety socialized service organization has not been investigated and discovered, administrative penalties shall be imposed in accordance with the relevant provisions.
The "Notice" emphasizes that it is necessary to learn and make good use of the judgment standards for major accident hazards as an important means of precise law enforcement and industry management. Safety committees at all levels should organize and carry out various forms of learning and publicity activities, promote relevant departments and production and business operation units to effectively improve the quality of risk and hidden danger investigation and management, use the judgment standards for major accidents and hidden dangers to unify the various inspection standards of production and business operation units, production safety socialized service institutions, and relevant departments, and promote the implementation of joint inspections by relevant departments, so as to optimize the business environment with the effectiveness of law enforcement inspections. Departments responsible for the supervision and management of production safety at all levels should conduct professional training, on-the-job training, technical competitions, Case file review and other activities, in the law enforcement team to create a strong atmosphere of learning and using the judgment standards for major accidents, promote the improvement of law enforcement personnel's ability to accurately enforce the law, carry out administrative law enforcement or supervision and inspection against the judgment standards for major accidents, and urge production and business operation units to master the judgment standards for major accidents, and if there are circumstances such as failure to take measures to eliminate major accidents, relevant measures should be taken in accordance with the law and administrative penalties should be implemented. The competent departments of industries and fields at all levels should organize relevant business staff to study the judgment standards for major accidents in their respective industries, and continue to strengthen the supervision and management of production safety and guidance and assistance for relevant production and business operation units.
The "Notice" requires that the relevant member units of the State Council Safety Committee should combine the actual situation of the industry to formulate and revise supporting documents such as the interpretation of the judgment standards for major accident hazards, inspection guidelines and guidelines, organize and carry out publicity and interpretation activities, standardize the work process of accident hidden danger investigation, and improve the quality of investigation and management. It is necessary to include the criteria for judging the hidden dangers of major accidents in the safety production training outline, assessment standards and examination question bank for relevant personnel organized and implemented by the department.
It is understood that the relevant member units of the State Council Safety Committee have sorted out and summarized the key factors such as "unsafe behavior of people", "unsafe state of things" and "safety management defects" that are easy to lead to mass deaths and injuries through in-depth analysis of major production safety accidents, and formulated and revised the judgment standards or key inspection items for major accidents in 51 industries and fields, which are used to better guide production and business operation units to carry out self-inspection and self-improvement of major accident hazards. Guiding relevant departments to carry out supervision, inspection, supervision and law enforcement has provided strong support for the prevention and containment of major accidents.
