First, we must promote the reform of the system and mechanism at a deeper level and continuously optimize the talent development ecology. Comprehensively consider and promote the reform of education, science and technology, and talent system as a whole, innovate the talent evaluation and incentive mechanism, optimize the evaluation method of professional titles, and smooth the channels for talent growth, especially around the needs of young scientific and technological talents, creatively introduce policies from multiple dimensions, and do a good job in implementation, encourage them to devote themselves to research and long-term accumulation, support them to take the lead and be the protagonist, and "store good water" and "cultivate good seedlings" for the strategic talent echelon.

It is necessary to coordinate talents and industries, focus on the "465" modern industrial clusters, especially the "5+X" future industries, compile and publish the catalog of talent needs in key industries, accelerate the construction of talent research consortiums, deepen the reform of talent development systems and mechanisms, and promote the seamless connection and organic integration of talents, projects and industries;
