On the afternoon of April 16, the study (expansion) meeting of the central group of the district party committee was held, and Yin Desheng, distinguished professor of East China Normal University and dean of the School of Economics and Management, was invited to give a special guidance report on "promoting high-quality development with new quality productivity". Li Qian, secretary of the district party committee, presided over the meeting and delivered a speech.
Focusing on the study and implementation of General Secretary Xi Jinping's important exposition on new quality productivity, combined with the new requirements, new characteristics and new situation of China's economic development, Yin Desheng gave an in-depth explanation of the vigorous development of new quality productivity from the aspects of artificial intelligence, high-quality development, digital transformation, etc., and elaborated on the basic path of new quality productivity to promote high-quality economic development, with clear context and profound connotation, which has strong guiding significance.
Li Qian pointed out that it is necessary to learn and understand General Secretary Xi Jinping's important exposition on new quality productivity, highlight the three keys of "innovation is characterized by innovation, the key is quality, and the essence is advanced productivity", conscientiously study and comprehend the profound connotation and core essence contained in it, and guide the innovative practice of promoting the high-quality development of Hongkou with a new Marxist theory of productivity.
Li Qian pointed out that it is necessary to find the key starting point for the development of new productive forces in Hongkou according to local conditions. Accelerate the transformation and upgrading of leading industries, continue to promote technological transformation, digital transformation and business innovation, and comprehensively improve the technological content and added value of the industry; seize the important opportunities of the industrial revolution, accelerate the development of digitalization, intelligence and green, focus on professional tracks and emerging fields, and continue to build strategic support for the industrial system; promote the innovation and transformation of all walks of life, break through path dependence, move forward to the new and qualitative improvement, and form new momentum and new vitality in various fields.
Li Qian stressed: It is necessary to promote a number of key reforms that are compatible with the new quality productive forces. Optimize the allocation of factors through reform, build a collaborative innovation mechanism among government, industry, academia and research, and systematically improve the supply and allocation of production factors; promote the agglomeration of factors through opening-up, actively integrate into the international network, and attract more international market players with high-tech content and high added value; upgrade the factors empowered by talents, smooth the virtuous cycle of education, science and technology, and talents, and lay a solid foundation for the development of new quality productivity and innovation to lead the high-quality development of Hongkou.
