In order to thoroughly implement the "Implementation Opinions of Minhang District on Strengthening Talents Leading High-quality Development" (Min Weifa [2022] No. 15), after research, it is decided to carry out the acceptance of applications for the "Chunshen Pyramid" talent housing subsidy in Minhang District in 2024, and the specific requirements are hereby notified as follows:
1. Applicable objects
Recognized by the District Talent Office, outstanding talents (academic, technical), elite talents (academic, technical), and young innovative talents who meet the classification and identification standards of outstanding talents in Minhang District.
Second, the subsidy method
There are two types of housing subsidies for talents: housing subsidies and rental subsidies.
(1) Housing purchase subsidy. For outstanding talents (academic and technical) who meet the application conditions, experts who enjoy special allowances from the State Council among outstanding talents, those who are selected for the Shanghai Overseas Talent Program, those who are selected for the Shanghai Oriental Talent Program Leading Project, the Shanghai Oriental Talent Program Entrepreneurship Project (Leading Entrepreneurship) (formerly Shanghai Leading Talents), and the Shanghai Oriental Talent Program Youth Program (formerly Shanghai Young Top-notch Talents), Those who are selected for the Shanghai Oriental Talent Program Entrepreneurship Project (Youth Entrepreneurship) (formerly Shanghai Youth Entrepreneurship Talents) will be given a certain monetary subsidy by the district finance for house purchase.
(2) Rental subsidy. For outstanding talents (academic, technical), outstanding talents (academic, technical), elite talents (academic, technical), and young innovative talents who meet the application conditions, the district finance will give a certain monetary subsidy for renting.
3. Application conditions
(1) Talents who apply for housing subsidies must meet the following conditions at the same time:
1. Outstanding talents (academic and technical) recognized and filed by the District Talent Office in 2024, experts enjoying special allowances from the State Council among outstanding talents, selected by the Shanghai Overseas Talent Program, selected candidates of the Shanghai Oriental Talent Program Leading Project, Shanghai Oriental Talent Program Entrepreneurship Project (Leading Entrepreneurship) (formerly Shanghai Leading Talents), Shanghai Oriental Talent Program Youth Project Selected (formerly Shanghai Youth Top Talents), Selected for the Shanghai Oriental Talent Program Entrepreneurship Project (Youth Entrepreneurship) (formerly Shanghai Youth Entrepreneurship Talent).
2. Applicants must have worked in an employer in Minhang District for at least 1 year (inclusive) and signed a full-time formal employment service contract with an employer in Minhang District for more than 3 years (inclusive).
3. The applicant, his spouse and minor children do not enjoy the relevant preferential policies for purchasing houses in Minhang District.
4. The property purchased is the only property right housing held by the talent, his spouse and minor children in Shanghai.
5. The time of purchase must meet the following requirements at the same time: (1) after the issuance of the "Chunshen Pyramid Talent Plan" (after February 26, 2022) ;(2) after obtaining the honor of talent recognition standards (national and Shanghai overseas high-level talents are exempt from this restriction).
6. Definition of purchase time: (1) For the purchase of first-hand pre-sold housing, the date of the advance notice registration certificate or real estate property right certificate shall prevail; (2) For the purchase of second-hand stock housing, the date of the real estate property right certificate shall prevail.
(2) Talents applying for rental subsidies must meet the following conditions at the same time:
1. Outstanding talents (academic, technical), outstanding talents (academic, technical), elite talents (academic, technical), and young innovative talents recognized and filed by the District Talent Office in 2024.
2. Applicants must sign a full-time formal employment service contract with an employer in Minhang District, and entrepreneurial talents should hold a business license for enterprises in Minhang District and a tax payment certificate for enterprises for more than one year (inclusive).
3. Applicants, their spouses and minor children do not enjoy the relevant preferential policies for buying and renting houses in Minhang District.
4. The applicant or his/her spouse and minor children will rent a house in Shanghai in 2023 (sign a rental contract) and pay the rent.
5. During the rental period covered by the subsidy, the applicant and his or her spouse and minor children have no property rights in Shanghai.
Fourth, the subsidy standard
(1) Outstanding talents (academic and technical) can subsidize a housing subsidy of up to 1.5 million yuan, and the employer needs to provide supporting facilities on a 1:1 basis, or enjoy a rental subsidy of 4,000 yuan/month.
(2) Outstanding talents (academic and technical) can enjoy a rental subsidy of up to 3,000 yuan/month.
Among them, experts who enjoy the special allowance of the State Council, those who are selected for the Shanghai Overseas Talent Program, those who are selected for the Shanghai Oriental Talent Program Leading Project, the Shanghai Oriental Talent Program Entrepreneurship Project (Leading Entrepreneurship) (formerly Shanghai Leading Talents), the Shanghai Oriental Talent Program Youth Project (formerly Shanghai Young Top-notch Talents), and the Shanghai Oriental Talent Program Entrepreneurship Project (Youth Entrepreneurship) (formerly Shanghai Youth Entrepreneurship Talents) can subsidize a housing subsidy of up to 750,000 yuan, and the employer needs to press 11. Support, or enjoy a rental subsidy of 3,000 yuan/month.
(3) Elite talents (academic, technical) can enjoy a rental subsidy of up to 1,000 yuan/month.
(4) Young innovative talents can enjoy a rental subsidy of up to 1,000 yuan/month.
(5) During the validity period of talent identification, the maximum period of enjoyment of rental subsidies shall not exceed 3 years, and the subsidies for renting in the previous year shall be accepted and issued every year;
5. Workflow
(1) Online application
Enterprises and institutions where talents who meet the application conditions shall log in to the Shanghai "All in One Network" platform to fill in and upload talent-related application materials online:
1. Application Form for Talent Housing Subsidy for "Chunshen Pyramid" in Minhang District (the application form will be automatically generated by the system after completing the online filling, and the application form will be signed and sealed electronically);
2. Applicant's valid identity certificate (resident ID card, Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents, passport, etc.);
3. Labor (employment) contract signed with enterprises and institutions in Minhang District;
4. Key pages of the purchase contract (address, amount, buyer, etc.), purchase invoice, real estate ownership certificate or advance notice registration certificate (required to apply for housing purchase subsidy)
5. 2023 rental contract (required to apply for rental subsidy, in which recognized fresh graduates, Minhang education reserve talents, and Minhang health reserve talents provide a rental contract for a total of 12 months from the beginning of employment);
6. Proof of marital status (required for married persons)
7. Household registration certificate of spouse and minor children (required for married and minor children);
8. The applicant's social security payment list, and the entrepreneur shall provide the tax payment certificate of the enterprise for more than one year (inclusive);
9. "Certificate of Shanghai Housing Inquiry Result" in "My Real Estate" of the application APP (including myself, spouse and minor children)
(2) Acceptance and review
The acceptance point shall review the application materials according to the application requirements. The applicant is responsible for the authenticity of the application materials.
(3) Approve the issuance
1. Review and record. The District Human Resources and Social Security Bureau shall review the application materials and housing conditions of the applicants, and submit them to the District Talent Office for approval.
2. Subsidy distribution. According to the approval results, the District Human Resources and Social Security Bureau will issue the housing subsidy to the employer's account, and the unit will issue it to the applicant.
6. Other matters
1. The housing subsidy will be accepted on a regular basis from 2024 onwards, and will be approved once a quarter. The opening hours of the 2024 application system are from April 11 to November 15, and the deadlines for batch acceptance are May 15, August 15 and November 15. Funds approved in the fourth quarter are disbursed in the first quarter of the following year.
2. After receiving the relevant subsidy, the employer shall pay it to the applicant in a timely manner. If it is found that the employer or talent himself has issued a false certificate, concealed the true situation, or failed to fulfill his responsibilities in the follow-up management, the qualification to apply for the talent settlement subsidy of the unit will be cancelled, and the individual who has already enjoyed the subsidy will be ordered to return the subsidy funds enjoyed during the violation period.
