According to statistics, in March 2024, there were 1,166 complaints of various types in the city's driver training industry, of which 1,065 were refund appeals (accounting for 91.3% of the industry's complaints).
The following 10 driving schools are ranked high in terms of complaint rate in March 2024.
Note: The complaint rate is based on the ratio of the number of complaints received by the Municipal Road Transportation Center in March 2024 to the number of training capabilities of the driving school.
Advice on learning to drive
1. Choose a driving school. Citizens can check the list of driving schools with training and business filing qualifications in Shanghai through the "Shanghai Motor Vehicle Driver Training Industry Website" (website: www.shjpxh.org.cn) and the WeChat public account "Shanghai Timing Driver Training Service Platform".
2. Registration process. Please go to the business service window set up by the driving school to register, and sign the "Shanghai Motor Vehicle Driving Training Service Contract (Model Text)" formulated by the Municipal Market Supervision Bureau in conjunction with relevant departments with the driving school, and agree on the contract period, training content, training hours, training service location, training fees, withdrawal refunds and liability for breach of contract and other contract elements. After signing the "Training Contract", pay the learning fee according to the contract, and properly keep the "Training Contract" and the invoice voucher of the training fee. Trainees have the right to refuse to pay fees other than those agreed in the Training Contract.
3. Confirmation of class hours. During the training, the trainees should sign in and out with their fingerprints on the on-board timing equipment, and sign on the "Teaching Log" (Training Manual) for confirmation.
After completing the training hours of each teaching part of the "Motor Vehicle Driving Training Teaching and Examination Syllabus", students should log in to the WeChat official account "Shanghai Timing Driver Training Service Platform" to confirm that all the hours are true and valid before making an appointment for the corresponding subject test.

4. Defend rights in accordance with the law. If citizens encounter problems with the quality of driving schools or instructors' teaching services in the process of learning to drive, please collect and retain relevant evidence, and report to their driving schools (you can inquire about the public complaint telephone number through the "Shanghai Timing Driver Training Service Platform"). In the process of learning to drive, if there is a dispute involving the performance of the terms of the training contract and the refund, the public should keep the relevant evidence (including but not limited to the "Training Contract", invoice vouchers, etc.), and can negotiate with the driving school to resolve it first. If the negotiation fails, it may also file an arbitration with the Shanghai Arbitration Commission or a civil lawsuit with the people's court in accordance with the terms of the training contract.

According to statistics, "online enrollment platform", "low price", "coach recommended by acquaintances" and "WeChat transfer to coach" are the most common keywords in recent complaints in the driver training industry. The precautions related to learning to drive are now reminded as follows:
- It is not recommended to sign up for learning to drive through various online platforms or mobile applications (such as Baidu search, "Qianmo learning to drive", "Yuankao Intelligence", "Douyin" and "Dianping", etc.).
- Do not use "low price" or "acquaintance introduction" as the preferred condition, and never privately hand over the cost of learning to drive to individuals such as instructors or intermediaries.
- If you do not register for driving at a qualified driving school in the city, or do not keep the "Training Contract" and training invoice voucher when registering, it is very easy to cause infringement and disputes, and it is difficult to ensure the quality of training services and the legitimate rights and interests of learning to drive, which will bring difficulties to subsequent rights protection.
