According to the investigation report, the project involved is a high-altitude cleaning service project for the satellite hall and supporting facilities of Shenzhen Airport, and the main construction content is the cleaning service of the outer surface of the roof of the satellite hall, the curtain wall inside the outer room, the indoor skin and the beam. Among them, the project contractor is Shenzhen Wanwu Airport Service Co., Ltd., and the subcontractor is Shenzhen Biyali Cleaning Service Co., Ltd.
According to the investigation report, the deceased Luo Mougen was a cleaner of Shenzhen Biyali Cleaning Service Co., Ltd., responsible for the high-altitude cleaning of the glass curtain wall of the project involved, and held the "Special Operation Certificate of the People's Republic of China", and the operation category was high-altitude operation.
The company was aware of Luo Mougen's two hospital admissions in 2023 for acute heart failure, coronary atherosclerosis, arrhythmia and other heart diseases, but still arranged for him to engage in dangerous work at height.
At about 0:10 on January 24, the company organized 4 groups of personnel to clean the glass curtain wall.
Because the curtain wall involved was curved and there was no seat belt attachment point, without taking safety protection measures to prevent falling from height, when Luo Mougen climbed to the fourth-order steel structure beam of the curtain wall involved in the incident through an aluminum ladder to carry out the operation of tying the horizontal lifeline at a high place, his body fell backwards, and his neck hit the second-order steel structure beam of the curtain wall involved during the fall, and rolled to the ground with a fall height of about 4.24 meters.

The investigation team determined that the "1.24" general high-altitude fall accident of Shenzhen Biyali Cleaning Service Co., Ltd. was a general production safety liability accident caused by the illegal operation of personnel and the inadequate safety management of the production and business operation unit and the main person in charge.
The main lessons of the accident are: First, the safety awareness of employees is weak. Without ensuring their own safety, they risk working at height in violation of regulations. Second, the main responsibility of enterprise safety production is not in place.
