Since the release of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area five years ago, Huicheng District has actively seized the opportunities of the construction of the "dual districts" and the four major platforms of Hengqin, Qianhai, Nansha and Hetao, and has achieved remarkable results in promoting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.
The overall strength of the economy has reached a new level. Over the past five years, Huicheng District has adhered to high-quality development as the road to modernization, and its GDP has increased from 77.173 billion yuan in 2018 to more than 100 billion yuan in 2022 and then to 107.177 billion yuan in 2023, an increase of 21.4% in five years. The proportion of the three industries was adjusted from 2.8: 26.6: 70.6 to 3.4: 27.9: 68.7, the proportion of the secondary industry increased by 1.3 percentage points in five years, the investment in fixed assets increased by 85.2% in five years, and the development of the real economy was more sufficient, forming a new generation of industrial clusters such as electronic information, equipment manufacturing, new energy and new materials. The total retail sales of consumer goods in the region increased from 68.587 billion yuan in 2018 to 79.853 billion yuan in 2023, an increase of 16.4% in five years.

The construction of the industrial platform has entered the fast lane. Huicheng District insists on building a "big platform", and the construction of the industrial park continues to "strengthen the muscles and bones". In the past five years, Huicheng High-tech Zone has acquired a total of 21,205 acres of land for storage, completed 91 project land supply cases, and implemented the "land pick-up and start construction"; invested 4.93 billion yuan to promote the construction of the park's transportation road network, and built 51 roads such as Dongjiangwan Avenue and Lugang Avenue; and paid close attention to the construction of public service facilities, and built a number of living facilities such as schools, comprehensive service centers and cultural blocks. In the past five years, the park has introduced a total of 81 land supply projects and 438 platform projects, with a total investment of about 48.6 billion yuan. In 2023, the total industrial output value of the park above designated size will reach 50.27 billion yuan, an increase of 332% in five years, the number of high-tech enterprises will increase to 217, the proportion of high-tech industrial enterprises above designated size will exceed 50%, and the number of specialized and special new enterprises will increase to 79. In 2022, the park was successfully declared as a provincial-level high-tech zone, in 2023, it was awarded the provincial five-star service park and the provincial data element agglomeration development zone, and in April this year, it was awarded the best economic functional zone of the year in the Guangdong-Hong Kong-Macao Greater Bay Area business environment innovation practice selection.
New progress has been made in the coordinated development of the industry. Huicheng District has continuously strengthened the industrial and spatial docking with advanced cities in the Bay Area, and deeply integrated the development of "dual districts". In the past five years, a total of 79 projects in the Guangdong-Hong Kong-Macao Greater Bay Area have been introduced, with an estimated investment of about 148.46 billion yuan and an estimated output value of about 206.45 billion yuan. Since the establishment of the Investment Promotion and Liaison Office in Shenzhen in Huicheng District in 2021, the "Iron Army" of investment promotion and capital selection has advanced to the forefront and has gone to Shenzhen and surrounding cities 140 times to carry out investment promotion activities, among which the industrial projects are all high-tech enterprise projects, and there is no shortage of "specialized, special and new" enterprises and small giant enterprises, showing the characteristics of large quantity and excellent quality.

The improvement of traffic tracks has been accelerated. Over the past five years, Huicheng District has actively participated in the creation of the "Greater Bay Area on the Track": it has made every effort to promote the opening and operation of the Ganzhou-Shenzhen high-speed railway and the Guangzhou-Shantou high-speed railway, as well as the construction of the Dongguan-Huizhou Intercity North Extension Line, the Huizhou North Station of the Ganzhou-Shenzhen High-speed Railway opened in December 2021, and the number of arrivals and departures has increased from 3,000 on the initial peak day to 21,000 on the highest day, and the Huizhou South Station of the Guangzhou-Shantou High-speed Railway will be opened in September 2023, with about 4,000 people arriving and departing in a single day, and the construction of a half-hour commuting circle in Rongshen and Rongwan has been accelerated. Over the past five years, Huicheng District has actively promoted the construction of the main framework of "Feng" transportation, and fully cooperated with the acceleration of the construction of a number of high-speed projects: the Huicheng section of the Huixia Expressway and the reconstruction and expansion project of the Huihe Expressway have all been handed over and entered the construction of the whole line; the Longmen-Huizhou section of the Shaohui Expressway has been officially opened to traffic, and the whole journey from Huicheng District to Longmen County has been shortened to about 40 minutes; and the Huizhao Expressway has completed the signing of a land acquisition agreement. In the past five years, Huicheng District has continuously improved the cross-river passage and built a new artery that links the two sides of the strait to benefit the people and prosper the industry: in cooperation with the promotion of the opening of the Longsheng Bridge and the Third Dongjiang Bridge, the Echeng Bridge is planned to be completed by the end of September 2024, and the construction of the No. 1 and No. 2 bridges in the Jinshan Lake area is planned to be completed and opened to traffic by the end of June this year.

New progress has been made in the ability of scientific and technological innovation. Over the past five years, Huicheng District has been actively cultivating scientific and technological innovation platforms and enterprises with the construction of an international science and technology innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area as the traction. The headquarters project of the "two major scientific installations" of the Chinese Academy of Sciences has been basically completed, and the delivery ceremony of the headquarters area of the Heqiao Science and Education City project has been successfully held, and the project has made phased progress. By the end of 2023, there will be 1 provincial key laboratory, 29 provincial engineering technology research centers, 2 provincial new R&D institutions, 8 national "little giant" enterprises, and 175 provincial-level specialized, special and new small and medium-sized enterprises. By the end of 2023, there will be 562 high-tech enterprises in the region, doubling compared with the end of 2018, and the added value of high-tech enterprises in the region will account for 43.6% of the added value of industries above designated size, an increase of 13.4 percentage points compared with the end of 2018.
