Notice on sharing public training bases to carry out actions to improve the vocational skills of employees of private enterprises

To all provinces, autonomous regions, municipalities directly under the Central Government, and the Development and Reform Commission of the Xinjiang Production and Construction Corps, the Department (Bureau) of Human Resources and Social Security, the Federation of Trade Unions, and the Federation of Industry and Commerce:

  In order to improve the level of sharing and openness of public training bases, improve the cooperation mechanism for private enterprises to use public training bases to carry out vocational skills training, strengthen the training and employment guarantee of skilled talents, better serve private enterprises, and promote the development and growth of the private economy, the National Development and Reform Commission and relevant departments have decided that from 2024 to 2027, they will make good use of public training bases and carry out actions to improve the vocational skills of millions of private enterprise employees.

  1. Share site equipment. Research and formulate plans for the expansion and quality improvement of the construction of public training bases, increase investment support in the central budget, and promote the concentration of public training resources in areas urgently needed by the market and necessary for enterprise production. Guide public training bases to sign cooperation agreements with private enterprises, jointly build "consortiums" and "sub-bases", share the venues and equipment required for training, create real scenarios of "production + training", and improve the efficiency of training resources. Support public training bases to provide services for private enterprises in the form of "sending training to the door". Explore the public training base as a bridge, coordinate and integrate the training resources of many private enterprises in the industry, build a "one base, multi-point layout" skills training system, and enhance the radiation and driving role of vocational skills training in the whole industry.

  Second, build a strong master team. Innovate the teacher evaluation and appointment system of public training bases, include the "old craftsmen" and "old masters" with rich practical experience and technical expertise of private enterprises into the teacher pool, and promote the exchange and sharing of teachers in enterprises, public training bases, industry associations, chambers of commerce, industrial parks, vocational colleges (including technical colleges), and craftsman colleges, and continuously cultivate and expand the "double-teacher" teaching team. Appropriate support will be given to private enterprise instructors who undertake the training tasks of public training bases in the evaluation, use, and incentive of high-skilled talents. Guide public training bases and private enterprises to jointly organize and carry out activities such as teacher training, research and exchanges, and teaching ability competitions, and improve the training system for master teams and the sharing mechanism of "old and new".

  3. Develop high-quality courses. Guide private enterprises to deeply participate in the design and development of training courses in public training bases, timely incorporate new technologies, new processes, new specifications, and typical production cases into training courses, build a curriculum system that meets the needs of enterprises and the growth of skilled talents, and improve the linkage adjustment mechanism between training courses and industrial development needs. Encourage public training bases and leading private enterprises, chain owner private enterprises, industry associations, chambers of commerce and other social organizations to jointly research and formulate new professional standards and training outlines, increase the development of courses in the fields of production post skills, digital skills, green skills, and safety production skills, and form teaching materials with independent intellectual property rights. Promote the digital construction of training courses, realize the combination of classroom face-to-face teaching and distance learning, and the seamless connection of online and offline training, and improve the convenience and accessibility of employees of private enterprises to participate in skills training.

  Fourth, expand pre-job training. Support public training bases to carry out large-scale practical and operational skills training for key groups such as college graduates and rural migrant laborers. Guide the public training bases in the labor export areas to actively build labor service brands, improve the degree of organization of labor export, and effectively meet the employment needs of private enterprises in the import areas in combination with the local labor resource endowment and the characteristics of transferred employment. Encourage public training bases to actively undertake new apprenticeship training for new employees and transferred employees of private enterprises, improve the coverage and quality of pre-job training, and promote employees to "be suitable for their posts when they take up their posts, and they can be able to take up their posts when they are transferred". Promote public training bases and industry associations to jointly establish a service mechanism for providing pre-job training for small, medium and micro private enterprises, and if the number of trainees in a single enterprise cannot be held independently, industry associations, chambers of commerce and other social organizations will coordinate multiple enterprises to carry out training, effectively reducing the training and labor costs of small and medium-sized private enterprises.

  5. Strengthen on-the-job training. Adhere to the combination of production and training, implement the "double teachers and apprentices" between public training bases and private enterprises, and the training model of skilled talents integrating engineering and learning, so as to promote the docking of the training process and the work process, and the connection between the training chain and the industrial chain. Guide private enterprises to formulate training plans scientifically and reasonably, and jointly carry out skill improvement training for employees in key positions in conjunction with public training bases to enhance core competitiveness, highlighting example-based operations and typical task-driven, so as to promote employees' on-the-job success. Efforts will be made to help private enterprises cultivate strategic talents and application-oriented talents who can adapt to the development of new quality productive forces, and form new competitive advantages in new industries, new formats and new tracks. Carry out practical training on safety skills for employees of private enterprises in high-risk industries. Guide private enterprises to withdraw employee education funds in accordance with regulations, and jointly carry out on-the-job training and evaluation incentives for employees with public training bases, so as to build a good ecology of gathering talents and retaining talents.

  6. Deepen the competition to promote training. Support public training bases to undertake and co-organize various vocational skills competitions, improve the working mechanism of participant training and event service guarantees, and cultivate and select outstanding private enterprise employees to participate in various vocational skills competitions. Guide private enterprises to participate in vocational skills competitions as an opportunity, introduce industry standards and high-end skills, carry out technological innovation, technical research, skill competition, post training and other activities, form a good atmosphere of learning to catch up, and stimulate the innovation vitality and creative potential of talents. Relying on public training bases, establish a vocational skills competition exchange platform, carry out horizontal exchanges and mutual learning between enterprises, and jointly promote talent discovery, technology upgrading, scientific research innovation and achievement transformation.

  7. Improve employment assistance. Promote the in-depth integration of "skills training + employment services", strengthen the connection between the employment needs of private enterprises and the skills training of workers, do a good job of employment willingness surveys before training, and set up courses and projects according to the wishes of workers; Carry out employment recommendations for post-trained personnel in various forms to promote employment as soon as possible after training. Intensify the publicity of relevant policies for skilled talents, and help private enterprises fully enjoy the dividends of the policies that have been introduced. We will continue to carry out activities such as the Service Month for Private Enterprises, focusing on low-income families, zero-employment families, poverty-stricken families, disabled and other difficult groups, and promote suitable jobs.

  8. Cohesion and joint efforts. Localities should strengthen the goal orientation of public training bases to serve enterprises, and effectively strengthen organizational leadership and overall implementation. The operation and management body of the public training base should do a good job in the management of the training ledger and the submission of data. The development and reform department should take the lead in establishing a performance evaluation system, determine the scale of pre-job training and on-the-job training for private enterprises in public training bases according to local conditions, and strive to train more than 1 million employees of private enterprises every year from 2024 to 2027, and continue to enhance the supporting and driving role of private economic development. The Federation of Trade Unions and the Federation of Industry and Commerce at all levels should strengthen the connection between labor training and the needs of enterprises, promote joint construction and sharing, and form a joint work force. Participants, relevant enterprises and public training bases can enjoy relevant financial policy support according to regulations.

  9. Promote typical experiences. Support the establishment of special areas in public training bases, display the quality and efficiency of the skills of employees of private enterprises, and widely interpret the policies and measures of cooperation and sharing of public training bases. Organize and convene on-site meetings on the construction and operation of public training bases to strengthen inter-regional experience exchanges. Summarize the effective measures of public training bases and private enterprises to jointly carry out the training of skilled talents, and timely upgrade mature experience into policy systems. A number of outstanding cases will be selected, and the development and reform department, in conjunction with relevant departments, will circulate and promote, reward and commend them, so as to create a good environment conducive to the growth of workers and the healthy development of private enterprises.
