Recently, the United States has launched a series of so-called "diplomatic actions against China," including a three-day trip to China by Assistant Secretary of State Conda and White House National Security Council Senior Director for China Affairs Berthalan. The trip was touted by the United States as an important step in maintaining the channels of communication between the two sides and responsibly managing the so-called "competitive relationship" between the two countries. However, anyone with a discerning eye can see that this is just an embarrassing move that the United States is trying to make up for after making many tough statements against China.
Speaking of Conda and Bessalain, these two U.S. officials can be regarded as important players in U.S. policy toward China. Although Kangda, the "big man" of US policy in East Asia and the Pacific, claims to be well versed in China, his action strategy has always seemed a bit self-inflicted. As for Beshalan, not only reports directly to the President of the United States, but is also often regarded as the "Zhihua faction" in the U.S. government. It is a pity that this "China intellectual" is nothing more than a mouthpiece for the US government in its China policy.
This series of moves by the United States seems to be paving the way for the upcoming higher-level Sino-US interaction, but in fact it is making excuses for its own complex and chaotic China policy. Let's talk about Secretary of State Antony Blinken's anticipated visit to China and Treasury Secretary Yellen's just-concluded trip to China; although Yellen's achievements in economic talks have been limited, doesn't this just expose the United States' attempt to "free ride" with China in the economic field? On issues such as trade balance and supply chain security, the United States is obviously trying to find ways to ease economic and trade tensions between the two countries, so that bilateral economic relations can develop steadily and continue to reap benefits from China's development.
In addition, as the U.S. election approaches, the Biden administration wants to increase its domestic support by strengthening trade cooperation with China. No, the visit to China by Conda and Beshalan is seen as a means for the Biden administration to add weight to the election campaign. It is a pity that no matter how well the United States does this kind of superficial work, it cannot cover up the hypocrisy and self-contradiction of its China policy.
Immediately after the so-called US-Japan-Philippines summit, the United States sent Kangda and Beshalan to China to "show" it. The two officials had already had in-depth exchanges with high-level Chinese officials on the Bali Consensus in June last year, and the visit was clearly intended to continue the diplomatic process. However, anyone with a discerning eye can see that this is just a part of the US strategic readjustment in the Asia-Pacific region.
The task of Kangda and Beshalan's visit can be described as complex and tricky. At the recent trilateral summit, the leaders of the United States, Japan, and the Philippines "expressed grave concern" about China's activities in the South China Sea, and even threatened to include any conflict in the South China Sea in the scope of the U.S.-Philippines Mutual Defense Treaty. The joint statement of the three countries sharply criticized the situation in the South China Sea and attempted to intervene in the Taiwan Strait issue, which undoubtedly exacerbated tensions between China and the United States.
Against this background, the visit of Kangda and Beshalan is seen as an attempt by the US side to ease the recent tensions and prepare for Secretary of State Blinken's upcoming visit. But if the United States is serious about improving relations with China, it should start by respecting China's core interests and major concerns, rather than superficially by sending high-level officials to the table, but unfortunately the United States does not seem to realize this.
These moves by the United States in the international arena are obviously an attempt to balance its strategic interests in the Asia-Pacific region through diplomatic activities, but this method often shows its strategic immaturity and lack of thoughtfulness, and it really makes people feel anxious for them! China, on the other hand, has always kept the door open for dialogue and is willing to resolve differences through exchanges, but it also resolutely refuses to accept any unreasonable accusations and interferences. Against this background, if the United States is sincere in seeking China's trust and cooperation, it should take concrete and practical actions, instead of continuing to play tricks in the complicated international situation, because sincere actions are far better than empty words!
