The provincial new quality productivity index has grown at a rapid rate on the whole

According to the first "Research on New Quality Productivity Index (2012-2022)" released by the research team of the National Research Center for the Political Economy of Socialism with Chinese Characteristics of Southwestern University of Finance and Economics on March 30, the provincial new quality productivity index in mainland China showed a trend of rapid growth from 2012 to 2022. At the same time, there are differences in the level of new quality productivity in different regions.

The data shows that in 2022, the average new quality productivity level of the mainland provincial level is about 2.5 times that of 2012. In terms of stages, the growth rate from 2017 to 2022 is faster than that from 2012 to 2017, which indicates that the endogenous driving force of cultivating new quality productivity in the mainland is increasing. In terms of the growth of each component, the growth of the science and technology index is the most rapid, and the role of innovation is growing.

In terms of regions, the level of new quality productivity is the highest in the eastern region, followed by the central region, and relatively low in the western and northeastern regions. The eastern region has a geographical endowment and economic foundation, and the development of new-quality productive forces can achieve a relatively good initial rate and acceleration; the traditional industries in the central region are constantly transforming and upgrading, providing an increasingly strong industrial foundation for the development of new-quality productive forces; while the western and northeastern regions still have a relatively large space for development in all aspects. The eastern, central, western and northeastern regions have different resource endowments, so it is necessary to cultivate new quality productivity according to local conditions and accelerate the release of new momentum for high-quality development.

In terms of sub-regions, the Yangtze River Delta region is the region with the earliest, the best foundation and the highest degree of regional integration development in the mainland, and it has continuously built a foundation for the cultivation of new quality productivity with increasingly active collaborative innovation, more solid industrial cooperation, and accelerated connectivity infrastructure, so it has always maintained the highest level of new quality productivity and a high growth rate. In recent years, the Beijing-Tianjin-Hebei region has accelerated the layout of the new quality productivity industry chain, strengthened original and disruptive scientific and technological innovation, and continuously improved the resilience and safety level of the industrial chain and supply chain, and its new quality productivity has developed very rapidly. The Yangtze River Economic Belt is an important manufacturing base and innovation source in mainland China, constantly giving birth to competitive and influential modern industrial clusters, and the digital, intelligent and green development of traditional industries provides basic industrial support for the development of strategic emerging industries and future industries. Relying on the favorable conditions of coastal opening up and the strengthening of cross-regional cooperation mechanisms, the Pan-Pearl River Delta region also has a strong competitiveness in its new quality productivity growth model.

The development of new quality productivity presents regional agglomeration

On April 13, the School of Economics of Xiamen University, the Institute of Chinese Modernization of Xiamen University, the Wang Yanan Institute of Economic Research of Xiamen University, and the Zou Zhizhuang Institute of Economic Research of Xiamen University jointly held a high-end seminar on "New Quality Productivity and Digital Economy" and released the "New Quality Productivity Development Index Report (2024)" (hereinafter referred to as the "Report"). According to the report, the development of China's new quality productivity has obvious regional agglomeration. The degree of development of new quality productivity in Beijing ranks first, which is significantly higher than that of other regions, while the degree of development of new quality productivity in the economically developed southeast coastal areas is also generally high.

The development of new quality agriculture in China is relatively balanced. The central provinces have performed well, and the regions with a high new quality agricultural development index tend to achieve good results in agricultural modernization and digital transformation.

The development of China's new quality industry has the characteristics of scale effect. In addition to municipalities directly under the central government such as Shanghai and Beijing, Guangdong, Jiangsu, Anhui, Hubei, Sichuan, Hunan, Zhejiang, Fujian and other provinces are among the top in terms of the scale of their secondary industries. Relying on the advantages of industrial scale, these strong industrial provinces have gradually expanded their dominant position in new quality industries through self-strengthening and scale effects, and have become the "head provinces" of new quality industrial development.

In the development of the new quality service industry, Shanghai, Fujian and Beijing are significantly ahead of other regions, and the overall difference between other regions is not large.

According to the report, Beijing and the southeast coastal areas are ahead of the rest of the country in terms of new productivity infrastructure, and there is a large gap between the low-ranking areas and the upstream-ranked regions. The report suggests that the northeast, northwest and southwest regions can become key investment areas for infrastructure construction in the next step.

According to the report, the top provinces in the new quality productivity policy base include Jiangsu, Guangdong, Hebei, Guizhou, Heilongjiang, etc., these provinces attach great importance to the cultivation of new quality productivity, and have made remarkable achievements in policy introduction and media publicity, but based on the factors of policy transmission, the influence has not been clearly reflected in the results.

The "Report" suggests that all localities should further emancipate their minds, build new-type production relations that conform to the development of new-quality productive forces, and allow all kinds of advanced and high-quality production factors to flow smoothly to the development of new-quality productive forces, so as to promote a new leap forward in social productive forces.

Data elements are the breakthrough point for cultivating new quality productivity in areas that need to be developed urgently

The New Quality Productivity Development Research Center of the Advanced Research Institute of the University of Electronic Science and Technology of China (Shenzhen) was established on March 30 and released the "Evaluation Report on the Regional Development of China's New Quality Productivity (2024)" (hereinafter referred to as the "Report"), which for the first time evaluated the regional development of new quality productivity from the provincial, municipal and district levels.

According to the report, at the provincial level (mainland Taiwan, Hong Kong Special Administrative Region, and Macao Special Administrative Region are not included in the assessment scope), six provincial-level administrative regions of Beijing, Guangdong, Jiangsu, Shanghai, Zhejiang, and Shandong rank in the first echelon and belong to the leading development category; at the city level (including municipalities directly under the central government and prefecture-level administrative regions), three cities of Beijing, Shanghai and Shenzhen have entered the A+ grade of leading development, and Guangzhou, Hangzhou, Wuhan, Seven cities, including Chengdu, have entered the A grade of leading development, and at the district and county level (administrative districts of municipalities directly under the central government and sub-provincial cities), four administrative districts of Beijing, namely Haidian District and Chaoyang District, Shanghai Pudong New Area and Nanshan District of Shenzhen, have entered the A+ grade of leading development, and 11 administrative districts, including Guangzhou Huangpu District, Tianjin Binhai New Area and Hangzhou Shangcheng District, have entered the A grade of leading development.

The report pointed out that scientific and technological innovation is becoming the core force driving the development of new quality productivity in the mainland, and the development of science and technology enterprise clusters is an important foundation for accelerating the construction of a modern industrial system.

The development of new quality productive forces in the mainland is faced with constraints that cannot be ignored, such as unbalanced regional development, the linkage effect between the development of new technologies and the development of new industries, and the low degree of matching between the structure of innovation input and the development needs of new quality productive forces.

The report suggests that we should vigorously promote disruptive technological innovation, promote the transformation of scientific and technological innovation achievements into new quality productivity, create an industrial ecology for the coordinated development of large, medium and small science and technology enterprises, comprehensively empower industrial transformation and upgrading with digitalization, activate the green kinetic energy of the development of new quality productivity, shape a new production relationship that adapts to the development of new quality productivity, and strengthen the monitoring and evaluation of the development of new quality productivity.
