Since 2021, Putuo District of Shanghai has paired up to help Ludian County, Yunnan Province, and Putuo District has always been in accordance with the principle of "what the central government requires, what Ludian needs, and what Putuo can do", helping to consolidate and expand the achievements of poverty alleviation and promote the comprehensive revitalization of rural areas. At the beginning of the pairing, Ludian County proposed that there was an urgent shortage of books in the local library, and hoped that Putuo District could support it in terms of book resources.
Xie Yi, a cadre from Putuo District and deputy director of the Ludian County Agriculture and Rural Bureau, is a cultural and tourism cadre from the Putuo District Culture and Tourism Bureau. With the timely matchmaking of cadres to aid Yunnan, shortly after the pairing of the two places in 2021, the Putuo District Culture and Tourism Bureau and the Ludian County Culture and Tourism Bureau signed a assistance agreement, and established the Yunnan Ludian County Branch of the Putuo District Library in the Ludian County Library, which is the first Shanghai district-level library branch established in the paired assistance area.
