According to the China Emergency Management News, the boat involved in the incident was an illegally modified "black pleasure boat", at about 14:30 pm on the 13th, it overturned in the downstream river of Taolinkou Reservoir due to windy weather, and the people who fell into the water were tourists, most of whom were elderly and did not wear life jackets.

At 14:30, while eating, Lin Jie suddenly heard a shout, "Look over there and see the boat capsized."
