Case 1
On April 1, the Shijingshan District Fire and Rescue Detachment, together with the local streets and police stations, found Ma Mou, a worker who was working on a fire at the entrance of Unit 5, Building 34, Laoshan Xili, Shijingshan District.
Upon inquiry, Ma's hot work was not approved and reported, the hot work permit was not issued, the special industry operation certificate was not reviewed within the time limit, and no caretaker and fire-fighting equipment were set up on the site, which was an illegal use of open flame operations.
According to relevant regulations, Ma was sentenced to three days of administrative detention by the public security organs.
Case 2
On April 2, the Shijingshan District Fire and Rescue Detachment and the local police station found that the worker Liu used electric welding at the door of the street bottom business in Tianyu Market, Shijingshan District. After on-site investigation and evidence collection, Liu's special operation certificate has expired.
In accordance with relevant provisions, the public security organs decided to impose a penalty of three days of administrative detention on Liu.
Case 3
On April 2, when the fire prevention supervisor of the Tongzhou District Fire and Rescue Detachment conducted a fire inspection in Hengtai Homestead, Taihu Town, he found a worker Duan who was cutting operations. Upon inquiry, it was learned that Duan did not have a special operation certificate, and carried out electric welding and cutting without authorization, which was an illegal hot operation.
In the end, Duan was sentenced to three days of administrative detention by the public security organs.

On November 21, 2022, a fire broke out in Kaixinda Trading Co., Ltd., Anyang City, Henan Province. A total of 42 people died as a result of the accident. After investigation, the accident was caused by the fire caused by the unlicensed and illegal welding operation of the company's personnel.

At 11:11 on December 31, 2021, a fire broke out on the second basement floor of a market on Anshan Road, Dalian City, Liaoning Province, resulting in a total of 8 deaths and 1 firefighter died in the line of duty. The investigation showed that the accident enterprise illegally built cold storage, used flammable insulation materials in violation of regulations, and used electric welding to start hot operations, causing insulation materials to catch fire and produce a large amount of toxic gases, resulting in 8 people suffocating and 1 firefighter dying heroically.

Article 21 It is forbidden to smoke or use open flames in places with fire and explosion hazards. If it is necessary to use open flame for operation due to special circumstances such as construction, the examination and approval procedures shall be completed in advance in accordance with the regulations, and corresponding fire safety measures shall be taken, and the operators shall comply with the fire safety regulations.
Personnel who carry out fire hazard operations such as electric welding and gas welding and operators of automatic fire protection systems must be certified to work and abide by fire safety operating procedures.
Article 63: Whoever violates the provisions of this Law by committing any of the following acts shall be given a warning or a fine of up to 500 RMB, and if the circumstances are serious, shall be detained for up to 5 days:
(1) Entering places where flammable and explosive dangerous goods are produced or stored in violation of fire safety regulations;
(2) Using open flames in violation of regulations, or smoking or using open flames in places with fire or explosion hazards.
Article 64: Where the provisions of this Law are violated by any of the following conduct, which does not constitute a crime, they are to be detained for between 10 and 15 days and may be concurrently fined up to 500 RMB;
(1) Instigating or forcing others to violate fire safety regulations and take risks;
(2) Negligence causes a fire;
(3) Obstructing the alarm after the fire has occurred, or failing to report to the police in a timely manner;
(4) Disrupting the order of the fire scene, or refusing to carry out the command of the fire scene commander, affecting fire fighting and rescue;
(5) Intentionally destroying or falsifying the scene of a fire;
(6) Unauthorized unpacking or use of places or parts that have been sealed by fire and rescue agencies.
