In accordance with the spirit of the Notice of the Beijing Municipal Commission of Housing and Urban-Rural Development on Further Strengthening the Administration of the Allocation of Public Rental Housing (Jing Jian Fa [2014] No. 21), the Administrative Measures for the Application, Review and Allocation of Public Rental Housing in Beijing (Jing Jian Fa (2011) No. 25), and the Notice of the Beijing Municipal Commission of Housing and Urban-Rural Development on Strengthening the Management of Qualification Review and Allocation of Public Rental Housing (Jing Jian Fa [2021] No. 8) and other documents. At present, 13 projects such as Yanbao Jingyuan Homes will be allocated for rent, and this time the "rapid rent allocation" method will be adopted. The relevant matters are hereby announced as follows:

Availability of rented housing
The allocation of housing involves 13 public rental housing projects, with a total of 510 units.
Special Notes:
The rent includes the property fee, excluding heating, water, electricity, gas, telephone, Internet access, cable TV installation and viewing fees, etc.

Registration of interest
(1) Allocation objects
Families who have obtained Beijing public rental housing in Shijingshan District before March 31, 2024 (inclusive) (record numbers starting with GLH and GX).
(2) Registration time
From 9:30 on April 15, 2024 to 17:00 on April 21, 2024.
Special Notes:
1. At the end of the registration period, the registration system will be automatically closed and no longer accept any applications for registration and change of registration intentions.
2. The registration result is only for the allotment work, and the registration result will automatically become invalid after the allotment work is completed.
3. The age determination date is the deadline for registration (April 21, 2024).
(3) Registration methods
The intention to register will be done online. Families can refer to the following two registration methods:
1. Self-registration: Applicant families log in to the website of Beijing Affordable Housing Center (https://www.bphc.cn/) by themselves, click the "Public Rental Housing" - "Business Handling" - "Fast Rent Allocation" - "Registration" button to enter the registration system interface, and follow the corresponding prompts to register.
2. Assist in registration: For families who are not familiar with computer operation or have difficulties in handling the intention to register online, they can bring the applicant's identity document and mobile phone (if the applicant cannot go to the window due to special difficulties such as physical difficulties, the entrusted person needs to hold a valid identity document and power of attorney) to the street housing security window where the household registration is located to assist in registration, and the staff will assist in online registration.
The opening hours of the registration assistance window are from April 15, 2024 to April 19, 2024, 9:30-11:30 a.m. and 14:00-16:00 p.m.
Special Notes:
1. When registering the intention, the applicant family shall use the name, ID number and mobile phone number of the main applicant for registration and authentication.
2. When registering and certifying intentions, the applicant family needs to fill in the "public rental housing record number". The "Public Rental Housing Record Number" can be found on the website of the Beijing Municipal Commission of Housing and Urban-Rural Development (URL:
http://zjw.beijing.gov.cn/) Query, the specific query path is to click "Housing Security" → "Review and Distribution" →"Filing Result Query").
Registered families should choose a unique set (such as a small set, a medium set, or a large set) within the standard for allocating the rental set specified in the qualification for the filing of affordable housing. The standard for the type of rental apartment is as follows:
This registration of interest is not for the specified project.
3. The registration automatically collects family qualification information through the system, and after the family logs in successfully, it should be verified that the system shows that the family information, priority type, suitable suite, etc. are inconsistent with the actual situation, please go to the housing security window of the street where the household registration is located to apply for assistance in registration within the registration time limit.
4. The sequence number displayed in the online registration process does not represent the final room selection order, and the final room selection sequence number will be confirmed according to the intention registration results and grouping rules.
5. A family can only rent one set of public rental housing, and families that have been allocated or sold other affordable housing and families who have checked out during this allocation period are not allowed to participate in this allocation activity.
(4) Grouping and collation
1. The allocation is divided into three groups, namely the first group, the second group, and the third group, and the house is selected in the order of the first group of families, the second group of families, and the third group of families.
Group 1: Families with serious illness or major surgery, families with severe disabilities, families aged 75 or above, and families with 3 or more children (minor children).
Group 2: Families of urban social rescuers (urban subsistence families, low-income families, and families with scattered support for extremely poor people), families of the elderly aged 60 or above but under 75 years old, families of preferential care recipients (including demobilized servicemen and demobilized soldiers), families of model workers at or above the provincial and ministerial level, families with 2 children (minor children), families with righteousness and courage, families with special difficulties in family planning, families with adult orphans, and families of fire and rescue.
Group 3: Except for the first group and the second group, Beijing public rental housing waiting families in Shijingshan District who have not yet been allocated for rent.
2. Families with the same grouping and set type are sorted according to the following principles:
1) Sort according to the filing time;
2) If the filing date is the same, it will be sorted according to the time of filing (the small registration number is first, and the large registration number is last).
(5) Publicity of the order of room selection
The results of this ranking will be publicized on the website of the People's Government of Shijingshan District, Beijing (website: http://www.bjsjs.gov.cn/) within 10 working days after the end of registration, and the specific query path is to click in order ("open government affairs", "open government information column→→ "district housing and urban construction committee", → "key areas").

Choose a room to move in
(1) Room selection rules
When selecting a room, select the room in the order of the first group of large suite, the second group of large suite, the third group of large suite, the first group of medium suite, the second group of medium suite, the third group of medium suite, the first group of small suite, the second group of small suite, and the third group of small suite. During the selection period, the applicant family cannot upgrade or downgrade the housing in the selection area, and the housing outside the area can be upgraded to one level to select the house.
According to Article 4 (2) of the Notice on Strengthening the Management of Public Rental Housing Qualification Review and Allocation (Jing Jian Fa [2021] No. 8), "if a family gives up choosing a house or signs a contract for a total of two times, it will no longer be provided with housing within one year." After the expiration of one year, upon the application of the family, the district housing security management department shall conduct a review of the family's qualifications in accordance with the review procedures, and if the family still meets the requirements after review, it may be included in the scope of rent allocation again. If a family with a record of public rental housing gives up choosing a house or signing a contract twice, the district housing security management department will no longer provide it with housing for three years. ”
(2) Room selection arrangement
The house selection work is organized and implemented by the property rights unit, and the specific time and place of house selection are subject to the "Notice of Room Selection" issued. All registered families are requested to keep their communication effective, accurate and unimpeded.
(3) Qualification review
Before signing the contract for the rental project, the Shijingshan District Housing Security Management Department will carry out a qualification review of the selected families. Families who have selected houses and have not participated in the review within the prescribed time limit or have not passed the qualification review will be deemed invalid and the housing will be withdrawn.
(4) Sign a contract to move in
The signing and occupancy work of the family shall be organized and implemented by the property right unit according to the situation of each project, and the specific time and place shall be subject to the notice of the property right unit.

Rent subsidy for public rental housing
(1) Rent payment method
Applicant families renting public rental housing shall pay rent in accordance with the relevant policies of public rental housing. Tenant households who are eligible for rent subsidy for public rental housing pay the rent in full and then pay the rent subsidy on a monthly basis.
(2) Relevant provisions on rent subsidies
1. If the income, housing and assets of the tenant family meet the conditions stipulated in the Notice on Improving the Rent Subsidy Policy for Public Rental Housing (Jing Jian Fa [2015] No. 14), they can apply for rent subsidy. Families applying for rent subsidy can apply to the sub-district office and fill in the "Verification Form for Families Applying for Rent Subsidy for Public Rental Housing in Beijing" and provide relevant materials.
2. Households eligible for rent subsidy for public rental housing before November 1, 2015 may apply to the sub-district office for changes if their income, housing and assets meet the conditions stipulated in the Notice on Improving the Rent Subsidy Policy for Public Rental Housing (Jing Jian Fa [2015] No. 14).
3. According to the notice on the application, review and issuance of rent subsidies for public rental housing (Jing Jian Fa [2012] No. 10), the district housing security management department conducts an annual review of the subsidy qualifications of families living in public rental housing and enjoying rent subsidies every year. For households that fail to make an annual declaration of rent subsidies in accordance with the regulations, the district housing security management department will stop issuing rent subsidies. For families who apply again beyond the specified time, the rent subsidy will be resumed from the next month after passing the audit, but the subsidy will not be repaid during the suspension period.
Special Notes:
According to the Notice on Improving the Rent Subsidy Policy for Public Rental Housing (Jing Jian Fa [2015] No. 14), the upper limit of the construction area of rent subsidy for public rental housing is 60 square meters. If the floor area of the house rented by the tenant family exceeds the upper limit of the subsidized area, the value shall be taken according to the upper limit, and if it is lower than the upper limit, the value shall be taken according to the actual rented floor area. For the portion exceeding 60 square meters, the tenant family will pay the full amount.
