In accordance with the spirit of the notice of "Several Measures for Chifeng City to Promote a Strong City with Talents" (Chi Dang Fa [2024] No. 3), approved by the Editorial Board of Songshan District, combined with the needs of teachers in our district, it is planned to introduce a group of graduates to colleges and universities through the "green channel", and the introduction plan is now announced.
First, the principle of introduction
(1) Adhere to the principles of openness, equality, competition, and merit;
(2) Adhere to the principle of morality first and pay attention to actual performance.
Second, the introduction plan
The introduction plan is 31 people, including 23 junior high schools and 8 primary schools, and the specific introduction plan is detailed in the annex: "2024 Chifeng City Songshan District "Green Channel" Introduction of College Graduates Job Plan".
Third, the introduction of conditions
(1) Basic conditions
1. Have the nationality of the People's Republic of China;
2. Abide by the Constitution and laws, have good ideological and moral qualities, love education, and have a strong sense of professionalism and responsibility.
3. Have the physical conditions to perform their duties normally, and have the excellent quality and ability to engage in education and teaching.
(2) Qualifications
College graduates who meet the following conditions can apply, under the age of 35 (from the date of the announcement, that is, born after April 12, 1989).
1. Academic qualifications
(1) Fresh graduates with full-time bachelor's degree or above from domestic "double first-class" universities.
(2) Graduates of full-time bachelor's degree or above from key provincial normal colleges in China.
(3) Full-time bachelor's degree or above in music and physical arts from domestic professional colleges and universities.
2. Professional conditions
The disciplines applied for by the applicants are the same or similar to the majors they have studied, and the master's degree students are required to be full-time and the bachelor's and master's majors are the same or similar, and the candidates of the provincial key normal colleges must be majoring in the normal major.
3. Other Eligibility
Applicants should have the corresponding type or above of the level of teacher qualification certificate, the teacher qualification certificate of the teaching subject is consistent with the position reported. Graduates of the previous year must apply with a qualified teacher qualification certificate, and 2024 fresh graduates who have not yet obtained a teacher qualification certificate must obtain a corresponding type or above of the teacher qualification certificate before July 31, 2024 and the teaching subject is consistent with the position reported, otherwise they will not be hired.
Putonghua proficiency has reached Level 2 B and above, of which applicants for language discipline positions should have Level 2 A and above certificates.
(3) The following persons are not allowed to participate in the introduction
1. Active-duty military personnel.
2. Full-time students (excluding 2024 graduates).
3. Persons who have been criminally punished for crimes or have been dismissed from public office.
4. Persons who have been found to have committed fraud or other serious violations of recruitment and employment discipline in the recruitment of civil servants or public recruitment by public institutions, and who are within the period of prohibition from taking examinations.
5. Persons expelled from the Communist Party of China.
6. Persons lawfully listed as targets of joint disciplinary action for untrustworthiness.
7. Personnel in the administrative area of Chifeng City.
8. Employees of public institutions (listed recruitment) or civil servants who are within the probationary period outside the city and have not yet completed the minimum service period.
9. There are personnel who violate the admission qualifications of primary and secondary school teachers.
10. Persons in other circumstances that laws and regulations provide must not be hired as staff of public institutions.
Fourth, the introduction of procedures
(1) Publish an announcement on the introduction
The official website of the Chifeng Municipal Education Bureau issued an announcement on the introduction of disciplines, announcing the plan and conditions for the introduction of disciplines.
(2) Registration and qualification review
On-site registration is adopted, and the qualification review will be carried out at the same time. The qualification review team is composed of the District Education Bureau, the District Human Resources and Social Security Bureau, and the District Preparation Office, and the specific matters of qualification review are as follows:
1. Registration and qualification review time: April 25, 2024 (8:30-11:30 a.m., 14:30-17:30 p.m.).
2. Place of registration and qualification review: Education Bureau of Songshan District, Chifeng City (third floor on the west side).
3. Materials to be submitted for registration and qualification review:
(1) 1 copy of the "2024 Registration Form for the Introduction of Teachers in Songshan District, Chifeng City";
(2) The original and photocopy of the ID card;
(3) Original and photocopy of graduation certificate and degree certificate. Graduates of colleges and universities in 2024 shall provide the certificate of graduates of their colleges and universities and the Online Verification Report of Student Status of the Ministry of Education", the graduates of provincial key normal colleges in 2024 shall provide the certificate of normal majors issued by the institutions, and the graduates of the provincial key normal colleges shall provide the certificates of normal majors or other professional certification materials issued by the institutions.
(4) Electronic academic registration and filing form of the academic information network (both bachelor's and master's degrees must be provided and within the validity period), and the degree online certification report (both bachelor's and master's degrees must be provided and within the validity period);
(5) Original and photocopy of teacher qualification certificate;
(6) Original and photocopy of Putonghua level certificate.
Those who pass the qualification review will issue the "Interview Notice" on the spot.
(3) Interview
1. Time and place: Please refer to the "Interview Notice" for details.
2. Interview content
The interview is conducted in a unified way of combining trial lectures and comprehensive interviews, and experts are hired by the leading group for the introduction of talents to set up an interview team. The judges are composed of 7 people, and the interview score is divided into 1 highest score and 1 lowest score, and the average score of the remaining valid scores is taken as the total score of the interview. The total score of the interview is 100 points, including 70 trial lectures, 30 points for the comprehensive interview, and 80 points for the minimum passing score line.
(1) Trial lecture (70 points)
Trial lecture form: on-site class drawing, class preparation, and lecture method, the preparation time is 30 minutes, and the class preparation time is poor. The same content is taught on the same day, in the same section, and in the same subject.
Lecture order: Determined by drawing lots.
Scope and content of the trial lecture: The current textbooks used in primary and secondary schools in Songshan District. Approximate scope: 4th grade textbooks for primary school (including physical education 3-4 grades "physical education and health" compulsory education teachers' books), junior high school 8th grade textbooks. The content of the lectures every day will be determined by the candidates who are drawn to the first place in each section and each discipline to give lectures on the spot. If you draw a lesson that cannot provide teaching aids, is limited by space, or is not suitable for teaching, it will naturally be postponed to the next session.
Trial lecture time and score: 8 minutes of lecture, full score of 70 points.
(2) Comprehensive interview (30 points)
At the end of the lecture, a comprehensive interview will be conducted directly and will last for 5 minutes.
Personal information cannot be disclosed during lectures and comprehensive interviews, and those who disclose personal information will be disqualified.
3. Interview requirements
(1) Candidates must report at the specified time and place with the second-generation resident ID card (or temporary ID card, passport) and interview notice, and accept unified closed management (confiscation of communication tools). Those who fail to report at the specified time or have other violations will be disqualified from the interview. During the interview, you must strictly abide by the discipline of the examination room, and take the test in a civilized and safe manner.
(2) Multimedia courseware shall not be used during lectures, only traditional writing media shall be provided, and writing board books shall be required. English subjects require English lectures, other subjects require Chinese lectures, and all subjects are indoors. The physical education group prepares basketball, volleyball, football, skipping rope, mats, and other required teaching aids.
(3) Except for the staff in the preparation room, personal information shall not be disclosed to others during the interview, otherwise the interview qualification will be cancelled.
(4) Sign an agreement of intent
At the end of the interview, all candidates will choose the intended school according to the introduction plan according to the total score of the interview from high to low, and if the total score of the personnel applying for the same position is tied, they will be sorted by the trial lecture score; The employer signs the agreement of intent on the spot, and the candidates who sign the agreement of intent are determined to enter the physical examination and comprehensive inspection personnel, and the total results and the list of personnel entering the physical examination and inspection will be publicized on the official website of the Chifeng Municipal Education Bureau. If there is a vacancy in the planned number of introduced posts, it can be adjusted to other disciplines, but the adjusted number shall not exceed the total number of posts. The personnel who signed an agreement of intent with Songshan No. 8 Middle School will be sent for centralized training after the completion of the physical examination and inspection.
(5) Physical examination and inspection
1. Personnel who enter the physical examination link shall go to the designated hospital to participate in the physical examination at the specified time. The items and standards of physical examination shall be carried out in accordance with the physical examination standards for civil servants recruited by the state and autonomous regions, and the physical examination shall be conducted in designated medical institutions. The chief examiner shall review the results of the physical examination, make a "qualified" or "unqualified" conclusion and sign it, and affix the official seal of the medical institution. The cost of the physical examination shall be borne by the applicant, and if a re-examination is required, the re-examination shall be carried out in a timely manner after receiving the notice. Those who fail to attend the physical examination at the designated place on time will be deemed to have given up their qualifications for this introduction. The results of the physical examination are publicized on the official website of the Chifeng Municipal Education Bureau.
2. The inspection work will be carried out after the results of the physical examination are announced. The inspection work shall be organized and implemented by the leading group for the introduction of talents. In accordance with the standard of both ability and political integrity, and according to the requirements of the position to be hired, the inspection has a comprehensive understanding of the political ideology, moral character, law-abiding, ability and quality, work or actual performance, and the need to avoid, and forms written inspection materials. Personnel entering the inspection should submit the personnel files and related materials required for the assessment within 12 working days (2024 fresh graduates should be before July 31, 2024). Those who have not obtained the graduation certificate and degree certificate required at the time of application before July 31, 2024, and the corresponding teacher qualification certificate and whose teaching subject is inconsistent with the position they have applied for will not be introduced.
Those who abstain from the right to do so during the physical examination and inspection or fail to pass the physical examination or inspection shall be disqualified from employment. If there is a vacant position, it can be filled in order from high to low interview score, within the minimum passing score control line.
(6) Publicity
The results of the personnel to be introduced will be publicized on the official website of the Chifeng Municipal Education Bureau, and the publicity time will be 5 working days. If the problems that affect the introduction are reflected during the publicity period and there is evidence, the introduction qualification shall be cancelled; if the problems reflected are difficult to verify for a while, the introduction shall be postponed, and the decision on whether to introduce them will be made after the problems are clarified. Publicize the personnel to be introduced without objection, and go through the introduction procedures for them in accordance with the relevant regulations.
(7) 聘用
1. After the expiration of the publicity period and no objection, the employment approval procedures shall be handled in accordance with the cadre management authority. According to the provisions of the state, the probationary period system is 12 months, and the assessment will be carried out after the probationary period, and the unqualified ones will be cancelled.
2. The personnel to be introduced should report within the specified time, otherwise they will be deemed to have given up automatically and will be disqualified from the introduction.
3. For the personnel to be introduced who have signed an employment contract with the original unit, if the original unit does not agree to terminate the employment contract with them, they will not be introduced.
4. The personnel to be introduced give up the introduction or are disqualified from the introduction, and the minimum passing score of the interview will be supplemented in order from high to low.
5. The minimum service period of the introduced talents is 5 years, and the service agreement is signed. If the agreement is terminated before the service period expires, its status and related benefits shall be cancelled, and a penalty of 50,000 yuan shall be paid.
5. Other matters
(1) During the introduction of work, the relevant results, physical examination results, candidates to be introduced and other information will be published on the official website of the Chifeng Municipal Education Bureau (website: http://jyj.chifeng.gov.cn), please log in to the website in time to inquire.
(2) The information provided by the applicant should be detailed and true, and if the information is not detailed or true and affects the introduction, he shall be responsible for it. During the introduction period, it is necessary to keep the communication unimpeded, and if the information is not communicated smoothly due to personal reasons, the introduction is affected, and the person is responsible for it.
