Upgrading traction equipment renewal and consumer goods trade-in action plan with standard

　　This action plan is formulated in order to thoroughly implement the spirit of the fourth meeting of the Central Financial and Economic Commission, implement the deployment of the State Council's "Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in", implement a new round of standard improvement actions, and better support equipment renewal and consumer goods trade-in.

Focus on the key areas of high-quality industrial development and people's needs for a better life, select key standards to accelerate the formulation and revision work, and accurately provide services to support the upgrading of equipment and consumer goods.

　　——Adhere to gradual and orderly improvement. Taking into account the affordability of enterprises and consumer acceptance, we will promote the improvement of the standard level in a planned and step-by-step manner, accelerate the improvement of supporting policies for the implementation of standards, and effectively and orderly promote the implementation of standards.

　　——Adhere to international benchmarking and normative guidance. Aiming at the international advanced, promote a number of key standards to reach the international advanced level, and realize the mandatory standards involving the safety of life and property to achieve "should be as strong as possible, and strong as possible", and effectively play the normative and leading role of standards.

　　By 2025, 294 key national standards will be formulated and revised, and 129 and 165 will be completed in 2024 and 2025 respectively, and the standard system will be further optimized and improved. In key areas, the consistency between national standards and international standards for consumer goods has reached more than 96%. Policies and standards have been promoted to be more coordinated, the quality of goods and services has been continuously improved, the proportion of advanced production capacity has continued to increase, and high-quality durable consumer goods have entered more people's lives, and standards have achieved remarkable results in helping high-quality economic development.

　　2. Accelerate the upgrading of energy consumption and emission technical standards, and continue to lead the equipment update

　　(1) Accelerate the improvement of energy consumption and energy efficiency standards. Coordinate the promotion of the optimization and upgrading of the energy-saving standard system, pay close attention to the revision of a number of energy consumption limits, mandatory national standards for energy efficiency of household appliances and industrial equipment, accelerate the revision of energy consumption quota standards for thermal power, refining, coal chemical, steel, coke, polysilicon and other industries, focus on improving the energy efficiency standards of key energy-using equipment such as charging piles, boilers, motors, transformers, pumps, chillers, cold storage, etc., and pay close attention to the formulation of lithium battery cathode and anode materials. Energy consumption quota standards such as photovoltaic crystal pulling products and energy efficiency standards such as communication base stations, improve supporting testing methods, and promote energy efficiency indicators to reach the international advanced level. Revise the discharge standards for water pollutants in pesticides, liquor and other industries, upgrade the air pollutant emission standards for coking, lead and zinc, coal mines and other industries, improve pollution control standards for domestic garbage and solid waste, and lead relevant industries to improve technology and technology and update pollution control facilities. Revise the emission standards for construction noise pollution to minimize the disturbance of construction noise. Improve the radiation protection standards of uranium mining and metallurgical industries, improve the standards for the disposal of radioactive solid waste, and ensure the safety of the whole chain of radioactive materials. 　　(3) Strengthen research on low-carbon technology standards. In line with the needs of carbon market construction, accelerate the formulation of carbon emission accounting standards for non-ferrous metals, building materials, chemicals, light industries and other enterprises, and achieve full coverage of carbon emission accounting in key industries as soon as possible. Issued national standards for the quantification of product carbon footprint, unified the carbon footprint accounting principles, methods and data quality of specific products, and formulated carbon labels and carbon footprint standards for key products. Promote the formulation of technical standards for carbon emission reduction and carbon removal, accelerate the introduction of carbon capture, utilization and storage standards, and help the low-carbon transformation of the industry. Develop large-scale, high-precision, high-complexity CNC machine tool standards, and compile a map of the construction of high-quality standard system for industrial machine tool industry chain. Improve the standards for high-speed blowers and biomass boilers, and improve the efficiency and reliability of general production equipment. Formulate and revise standards for high-voltage transmission equipment and low-voltage distribution equipment to support the green development of new power systems. Improve the agricultural machinery standard system, focus on high-horsepower tractors, large combine harvesters and small agricultural machinery standards, to meet the needs of large-scale centralized land circulation and hilly and mountainous areas. Formulate standards for the electrification of construction machinery such as excavators, loaders, and dump trucks, formulate and revise standards for primary processing equipment for natural rubber, promote the formulation of Beidou high-precision application standards in agricultural machinery and other fields, and formulate standards for digital management of industrial equipment, so as to improve the high-end, intelligent and green level of equipment. Promote the conversion of recommended standards for gas appliances such as gas hoses and shut-off valves into mandatory standards, accelerate the upgrading of safety standards for key products such as explosion-proof electrical and wire ropes, improve safety standards for high-risk industries such as mines, hazardous chemicals, and fireworks, revise fire product standards such as fire detection and alarm, fire separation, and automatic fire extinguishing equipment, and establish and improve the standards for fire protection products that adapt to "big safety and big emergency" The required standard system for emergency shelters, formulate and revise product standards such as household emergency kits, strengthen the construction of a standard system for household emergency products, and effectively ensure the safety of people's lives and property. Revise the safety standards for power batteries for electric vehicles, increase the supply of new energy vehicle safety, charging and swapping standards, strengthen the development of intelligent network technology standards such as autonomous driving and lidar, accelerate the integration and iteration of advanced technologies, and improve the level of network security and data security protection. Improve the after-sales service and maintenance standards of automobiles, and create a consumption environment conducive to the development of new energy vehicles. Accelerate the upgrade of energy consumption limit standards for passenger cars and heavy-duty commercial vehicles. Formulate and revise mandatory standards for the quality and safety of traditional household appliances, revise recommended standards for safe service life, develop standards for integrated household appliances, maternal and infant household appliances, pet household appliances, DC household appliances, and low-noise household appliances, formulate standards for the integration of new information technology materials and household appliances such as human-computer interaction, nanomaterials, and DC technology, promote the optimization and upgrading of the standard system of green and intelligent household appliances, and create new consumer demand for household appliances. Accelerate the upgrading of mandatory standards such as furniture structural safety and flame retardant performance, improve product standards containing volatile organic compounds (VOCs), tighten the formaldehyde emission indicators of wood-based panels, improve the standards of decorative products such as architectural coatings and wooden floors, formulate and revise the evaluation standards for green building materials, formulate quality grading standards for kitchen and bathroom hardware, sanitary ware, ceramic tiles, etc., develop smart home interconnection and risk identification standards, and help improve the consumption grade of household products. Carry out UAV flight tests, logistics UAVs, UAV airworthiness and other standards, and develop low-altitude economy. Introduce national standards for information removal methods in second-hand transactions of electronic products such as mobile phones and tablets, study and formulate grading standards for the availability of second-hand electronic and electrical products, and guide second-hand electronic product distribution enterprises to establish information security management systems and information technology service management systems. Integrate and optimize the standard system for the recycling of renewable resources, study and formulate general standards for recycling sites, sorting centers, trading platforms, etc., accelerate the improvement of standards for the recycling, sorting, dismantling and recycling of household appliances, automobile tires, textiles and garments, furniture, agricultural machinery and other products, formulate recycling specifications for waste electrical and electronic products, and continuously improve the level of recycling of waste products. Improve and improve the standards for the recycling and utilization of new energy vehicle batteries, and develop green dismantling and recycling standards for retired wind power and photovoltaic equipment. Strengthen the research on remanufacturing standards for heavy machinery, and accelerate the improvement of the remanufacturing standard system for important equipment and equipment. Explore the use of recycled plastics and recycled metals in the standards of home appliances, automobiles, and electronic products, and help form a closed loop in the use of materials. Improve the standards and policies for the import of renewable resources, and expand the types and scale of imports as much as possible. 　　5. Safeguard measures

　　(14) Strengthen organizational leadership. The State Administration for Market Regulation (National Standards Committee) should strengthen the overall planning of work and strengthen supervision and implementation. The relevant departments of the State Council should speed up the development of standards and introduce supporting policies and measures for the implementation of standards. Local market regulation departments should work with relevant departments to formulate detailed work plans in light of actual conditions, support the formulation and revision of national standards, improve supporting measures, and effectively promote the implementation of standards.

　　(15) Coordinate domestic and international. We will continue to carry out comparative analysis of standards in the fields of automobiles, home appliances, and carbon emissions, actively transform advanced and applicable international standards, and steadily promote the convergence of domestic and international standards. Promote the overseas application of Chinese standards and the mutual recognition of Chinese and foreign standards, and introduce a number of "new three" Chinese standards in foreign languages. Accelerate the construction of international standardization innovation teams, and promote the formulation of a number of international standards in key areas. Strengthen domestic and international connections such as inspection and quarantine, certification and accreditation.

　　(16) Strengthen policy support. Strengthen the coordination of policy measures such as standards and financial support, and promote the overall layout and coordinated implementation of standards and policies. Promote the implementation of green product certification and labeling system, study and formulate government procurement policies to support green products, and vigorously promote high-end quality certification such as smart home appliances. Give full play to the demonstration and leading role of industry leaders, and vigorously cultivate standard innovative enterprises.

　　(17) Supervise the implementation of standards. Normalize the monitoring and evaluation of the effectiveness and problems of the implementation of standards, and implement a statistical analysis and reporting system for the implementation of mandatory standards. Establish a catalogue of consumer product quality and safety supervision, and strengthen product quality supervision and spot checks. Focusing on key consumer goods such as new energy vehicles, electronic appliances, and children's products, we will increase defect investigation and recall. For new technologies and products such as intelligent driving, explore the establishment of a "sandbox supervision" system for product quality and safety.
