Bright in spring, driving on the rural road in Huailai County, Zhangjiakou City, Hebei Province, the road surface is clean and tidy, and the trees on both sides are sprouting new shoots, a vibrant scene.
In recent years, Huailai County has coordinated the promotion of the construction of "four good rural roads", rural revitalization, optimization of the business environment, and the development of the Beijing-Zhangjiakou sports and cultural tourism belt, giving full play to the leading role of transportation in serving rural revitalization, and realizing the prosperity of industries and the beauty of villages because of roads. Huailai County has included all the funds for rural road construction in its financial budget, and has allocated 9.2 million yuan in daily maintenance funds every year, ranking first in Zhangjiakou City; and has formulated a method for evaluating the performance of rural road management and maintenance work that rewards attendance and punishes laziness and has clear rights and responsibilities, and the county's excellent road rate has reached 80.27 percent.
In the list of the fourth batch of "Four Good Rural Roads" national demonstration counties, 12 counties (cities and districts) including Huailai County in Hebei Province are on the list. Huailai County adheres to the principle of "developing industry with roads, expanding roads with industry, and integrating road and industry", and empowers the county's entrepreneurial ecology and innovative business formats through the construction of "four good rural roads".
Focusing on building China's largest winery cluster, Huailai County has invested 70 million yuan to promote the construction of Guantinghu Village Rural Road, Sangyuan Town Grape Industrial Park Road, wetland and grape industry tourism and sightseeing road, and linked 41 international wineries in Sangyuan, Guanting, Xiaonan Xinbao Town and other places. In 2023, the grape-related industry alone will attract 500,000 tourists, with tourism revenue reaching 550 million yuan, driving nearly 100,000 farmers to increase their income and become rich.
Huailai has famous and high-quality specialties such as Guanting aquatic products, Guoguang apples, and eight-sided begonias, as well as two major brands: "Huailai Taste" and "Guanting Lake Fish". In recent years, the local government has invested in a number of new projects such as the fruit freeze-drying workshop and the Portuguese Paradise Ecological Park, and the agricultural and sideline products have been transported and sold well through the "Four Good Rural Roads", driving the annual per capita disposable income of farmers in the core area to increase by 13.7%.
Huailai County has actively promoted the "separation of fields and roads" and "separation of homes and roads", guided farmers to build 2,184 beautiful courtyards and 750 high-quality courtyards, accelerated the construction of the Beijing-Zhangjiakou sports and cultural tourism belt, and carried out events such as the Red Wine Marathon and the Beijing-Zhangjiakou Bicycle Invitational Race. In April 2023, Huailai opened the first inter-provincial tourism line in the Beijing-Tianjin-Hebei region, and the county received 7.5 million tourists last year, achieving tourism revenue of 9.8 billion yuan.
