Since the beginning of this year, there have been a number of deaths caused by the setting of anti-theft windows (nets) in many places across the country, hindering the escape of personnel and affecting fire fighting and rescue operations.
In order to ensure the smooth passage of life and the smooth implementation of fire fighting and rescue operations, according to Article 28 of the Fire Protection Law of the People's Republic of China, "no unit or individual shall damage, embezzle, or dismantle or stop using fire-fighting facilities and equipment without authorization, and shall not bury, occupy, or block fire hydrants or occupy fire spacing, and shall not occupy, block, or close evacuation channels, safety exits, and fire truck passages." The doors and windows of crowded places shall not be equipped with obstacles that affect escape and fire fighting and rescue". The relevant matters concerning the removal of doors and windows in crowded places and the setting of obstacles that affect escape and fire fighting and rescue are hereby notified as follows:
1. Carry out fire safety inspections. Crowded places should immediately organize and carry out fire prevention inspections and inspections, and it is strictly forbidden to set up iron fences, barbed wires and other obstacles that affect escape and fire fighting and rescue in doors and windows. 2. Eliminate fire hazards in a timely manner. Where fire hazards are discovered in crowded places, effective measures shall be taken to eliminate them in a timely manner. Where obstacles that affect escape and fire fighting and rescue have been set up in doors and windows, they shall be removed on their own initiative. 3. Strengthen fire training and drills. Crowded places immediately organize fire safety training for all employees, implement fire extinguishing and emergency evacuation plans, and carry out fire drills. Employees should be aware of the fire hazard of the premises, report the fire alarm, extinguish the initial fire, and organize escape and self-rescue. Fourth, carry out fire safety tips. Crowded places shall remind the public of the safe escape routes, the location of safe exits, and how to escape and self-rescue in case of fire and other emergencies, and remind the public of the escape facilities, equipment placement locations and methods of use. The crowded places mentioned in this notice include hotels, restaurants, shopping malls, bazaars, waiting rooms of passenger stations, stadiums, halls and public entertainment venues and other public gathering places, outpatient buildings and ward buildings of hospitals, teaching buildings, libraries, canteens and collective dormitories of schools, nursing homes, welfare homes, nursery schools, kindergartens, reading rooms of public libraries, exhibition halls of public exhibition halls and museums, production and processing workshops and collective dormitories for employees of labor-intensive enterprises, places for tourism and religious activities, etc. Densely populated places should strictly abide by the "Fire Protection Law of the People's Republic of China" and other fire laws and regulations, and do a good job in fire safety. If the public finds obstacles on doors and windows that affect escape and fire fighting and rescue in crowded places, they are welcome to call 12345 to report. Where obstacles are erected on doors and windows in densely populated places that affect escape, fire extinguishing and rescue, and where corrections are refused after being ordered to make corrections, they shall be enforced in accordance with law, and the necessary expenses shall be borne by the offender; where a crime is constituted, criminal responsibility shall be pursued in accordance with law. For the safety of you, your family, relatives, friends and employees, please dismantle and modify the closed anti-theft windows (nets) as soon as possible, and take the initiative to remove the anti-theft windows (nets) by yourself, so as to "open the net" for life. The general public is requested to remind each other to dismantle and change in place as soon as possible.
