Xiao Zhengqiang is a retired soldier who became a "soldier secretary" in Pingyuan Village, Baiyun Town, Pingba District, in 2016. Xiao Zhengqiang gave full play to the fighting spirit of retired soldiers who can endure hardships, fight, and dedication, and led Pingyuan Village to explore the integrated development model of village collective economy and farmers' cooperatives, and cultivated vegetables, high-quality rice, pig breeding, pepper and other industries. At the same time, we will further promote the comprehensive management work of the whole village, drive the masses to participate in village-level affairs, unite the enthusiasm of the whole village, and make Pingyuan Village look new through the joint construction of grass-roots party organizations, the development of characteristic industries, the deepening of education assistance, and the cultivation of civilized rural customs.
Xiao Zhengqiang told reporters that in Baiyun Town, the five neighboring villages of Pingyuan, Xiaojia, Haoxia, Yangxi, and Linxia are all villages where the "Bingzhishu" is located. These five villages have different rural tourism endowments, including idyllic scenery, historical sites, camping homestays, and picking experiences. If the five villages can form a joint force, build a contiguous area, and fully tap the integrated industrial resources of culture and tourism, they can make scattered tourist spots into rural tourism projects that can retain guests.

Xiao Zhengqiang's development idea is the "Bingzhishu" alliance explored and established by the Organization Department of the Pingba District Party Committee and the Pingba District Veterans Affairs Bureau.
In recent years, Pingba District has taken the opportunity of the election of the 11th village "two committees" in Guizhou Province to establish a ledger of 375 outstanding rural veterans to encourage veterans to actively participate in rural revitalization. In accordance with laws and regulations, 61 retired servicemen were elected as members of the village "two committees", 19 retired servicemen were elected as the secretary of the village party organization, 23 reserve forces of the village "two committees" were reserved, and one person was promoted from the "military branch secretary" to enter the township leadership team, relying on the "three-year action plan" of Anshun City to improve the quality of party members in rural development, and many outstanding retired servicemen were recruited to devote themselves to grassroots construction and serve the development of their hometowns.

The "Bingzhishu" alliance takes Baiyun Town as the pilot and Pingyuan Village as the core, and convenes 5 "Bingzhishu" from neighboring villages to form an alliance. Integrate the adjacent resources of the five villages, build a platform for deliberation and consultation, smooth information exchange channels, and promote resource sharing, advantage sharing, shortcomings and common development.
Since the establishment of the "Bingzhishu" alliance, 16 "soil experts" and "Tian Xiucai" who dare to work hard, be good at management, and can bring wealth have been excavated, 12 planting and breeding technology exchange activities have been organized, 8 leading trainings have been held, and 12 cross-village guidance for technical personnel have been carried out. The 5 military branch secretaries jointly strive for funds of 27.09 million yuan, build and improve infrastructure, form industrial clusters, promote the flow of resources from strong villages to weak villages, realize the sharing of production and marketing resources between villages, and drive 1 village from collective debt to more than 800,000 yuan in edible fungus planting revenue in 2023, and drive 2 villages to slaughter 3,000 and 1,000 pigs annually from no forming industry to pig breeding, which effectively improves the industrial benefits of the alliance village.

The "Bingzhishu" alliance will regularly organize "Bingzhishu" to discuss and seek common development plans, explore the establishment of a linkage service mechanism, promote the flow of talents in various villages in the "Bingzhishu" alliance, and attract capable people to the industry of the alliance villages. At the same time, continue to explore the implementation of the "soldier secretary" and "soldier manager" cooperation plan, with Pingyuan Village and the leading enterprise Haoyu rice industry as a cooperation pilot, the village collective will convert the site and equipment into a shareholding enterprise, revitalize the existing resources, Haoyu rice industry for the local villagers, especially poverty alleviation households to provide jobs and technical guidance, drive the villagers to increase income and get rich. Since the cooperation of "Bing Zhishu" and "Bing Manager", a total of 1,000 acres of site have been invested, and 4 harvesters, rice transplanters and other equipment have been invested, driving 150 villagers to work, with an average annual income of more than 3,000 yuan per capita, forming a good development momentum of building an industrial brand with a party building brand.
At present, there are 30 enterprises (including individual industrial and commercial households) founded by veterans in Pingba District, and 42 veterans are employed by entrepreneurship. The establishment of the "Bingzhishu" alliance will continue to expand the experience extension of the "Bingzhishu", encourage retired soldiers to cooperate with each other, feed their hometown with their own development, and give the "Bingzhishu" brand a richer connotation.
