1. Implement a deposit-free reader card
From January 1, 2024, Haidian District Library will launch the "Beijing Public Library Network Joint Reader Card" (hereinafter referred to as the "All-in-One Card" Reader Card) deposit-free card application service. Readers can apply for it free of charge with a valid ID. The card can be used at the Capital Library, Beijing City Library, Daxing Airport Branch, as well as 19 district-level public libraries in Beijing and their affiliated networked street, town and community libraries. Readers can also apply for an electronic reader card by searching for "Haitu Yue Reading" through Alipay, and the electronic reader card can enjoy the same service as the physical card.
According to the original registration of the public library, the registered readers can make an appointment to apply for a refund of the deposit within 3 days on the WeChat public account of Haidian District Library and Haidian District Library (North Branch) respectively. For details of the new reader's application process and the deposit refund method for old readers, please refer to the end of the article.
2. Activate the literature renewal service
In response to readers' requests to extend the borrowing time of literature, from January 1, 2024, the literature renewal service will be opened, and readers can renew the literature once within 14 days before the expiration date for 28 days.
3. Optimize the loan service
In order to meet the needs of readers for the borrowing of returned literature, optimize the circulation process of returned books, and improve the efficiency of literature services, the local lending service of returned books will be launched from January 1, 2024.
4. Increase the number of reserved book pick-up points
In order to increase the convenience of readers to make appointments to pick up books, from January 1, 2024, 4 book pick-up points will be added to the "all-in-one card" library branches in towns and towns (Xisanqi Street Library Branch, Shangdi Street Book Branch, Sijiqing Town Book Branch, and Xueyuan Road Street Library Branch) to improve readers' book borrowing experience.
5. Support electronic payment services
In order to comply with the development of the digital society and meet the needs of readers for electronic payment, from January 1, 2024, Haidian District Library will officially open WeChat and Alipay electronic payment channels to provide readers with convenient payment channels for paying overdue fees and other fees for books.

1. New readers can bring valid identity documents (ID card, medical insurance card, household registration book, passport, Hong Kong and Macao ID card, Taiwan compatriot card, etc.) to Haidian District Library to apply for a physical reader card.
2. Readers who apply for the preferential reading card need to bring the corresponding certificates (disability certificate, old age certificate, military officer certificate, firefighter certificate, etc.) to the library to apply for the library reading card.
3. Readers can also apply for an electronic reader card through Alipay's "Chart Reading" applet. The process is as follows:
Open the Alipay APP and search for the "Haitu Yue Reading" applet
Click on "Mine" and select "Library Card"
Click "Real-name Authentication Certificate"
Fill in your name and ID number, confirm to read the Online Lending Agreement, and authorize verification.

The deposit refund service for regular readers will be carried out by appointment on January 2, 2024. The refund of the deposit must be made at the public library where the library card was originally registered.
The deposit refund service is a long-term business, and before the deposit is refunded, the original card can enjoy the same borrowing authority as the deposit-free reader card, and all old readers can avoid peak hours and make an appointment at a staggered peak. The specific arrangements are as follows:

There are no overdue books in the card and no arrears record.

Haidian District Library card readers can make an appointment on the official account of "Beijing Haidian District Library", and Haidian District Library (North Branch) card readers can make an appointment on the official account of "Haidian District Library North Branch".
Open daily at 20:00 for the next 3 days.
Annotation:
1. Each person can only make a reservation once, if you need to change the date, please cancel and make a reservation again.
2. One reservation code can only be used for the deposit refund service for one library card.
3. Readers who fail to sign in as scheduled and do not cancel their appointments will not be able to make another appointment in the past 7 days.
4. Seniors over the age of 60 (inclusive) can apply on-site without appointment.
5. Precautions for refunding deposits
1. Deposit refunds can only be made at the original library.
2. When returning the deposit, you must bring your physical library card and the ID documents used to apply for the card, such as ID card, household registration booklet, passport, etc.
3. If the deposit is refunded, in addition to the cardholder's ID card, physical library card and reservation code, the agent's ID card must also be provided.
