The "Government Work Report" not only mentions "artificial intelligence" three times, but also puts forward the "artificial intelligence +" action for the first time, proposing to "deepen the research and development applications of big data and artificial intelligence, carry out the 'artificial intelligence +' action, and build a digital industrial cluster with international competitiveness". Not long ago, the State-owned Assets Supervision and Administration Commission of the State Council held a special meeting on the promotion of artificial intelligence for central enterprises, requiring central enterprises to take the initiative to embrace the profound changes brought about by artificial intelligence, put the acceleration of the development of a new generation of artificial intelligence in a more prominent position, take the lead in seizing artificial intelligence to empower traditional industries, and accelerate the construction of a data-driven, human-machine collaboration, cross-border integration, and co-creation and sharing of intelligent economic forms. This shows that the country will strengthen the top-level design of artificial intelligence and accelerate the formation of new qualitative productivity with artificial intelligence as the engine.

The "artificial intelligence +" proposed in this year's "Government Work Report" means unlimited opportunities and possibilities for enterprises.
Artificial intelligence + manufacturing will prompt manufacturing enterprises to change the production mode and economic form, improve production efficiency, reduce production costs, achieve personalized customization, and enhance the international competitiveness of the industry; artificial intelligence + transportation, will open up a new world of intelligent transportation for enterprises with logistics and transportation needs, and provide a more agile, efficient, green and safe travel environment; artificial intelligence + education will form a new model for enterprises to cultivate high-quality talents, effectively improve the quality of education, and greatly improve training efficiency. The deep integration of artificial intelligence and large models is bound to provide new opportunities for enterprises to accelerate transformation and upgrading.
The second is to focus on the new direction of artificial intelligence and strive to recreate advantages. The new generation of artificial intelligence is the core engine of scientific and technological revolution and industrial transformation, and the large model is the technical direction of artificial intelligence, and the general large model is the technical forerunner of various industry models and artificial intelligence applications, and is the hard-core technology that plays a super role, which determines the future of the development of the digital economy of enterprises and even the country.
At present, the domestic large-scale model industry is blooming, and with the successive release and continuous iteration of large-scale models and products, industry applications are achieving more results, but there is still a certain gap compared with the world's top cognitive intelligence models. Enterprises can only face up to the gap, make full use of the unique advantages of the mainland, and strive to achieve independent breakthroughs in large-scale model hard-core technology. Although there is still a big gap between the mainland and advanced enterprises in a number of areas of core chips and underlying technologies, the mainland has a complete industrial system, a rich application market, and huge scientific and technological resources, and as long as the national strategic scientific and technological forces are combined with the scientific and technological forces of enterprises and society, and with unremitting perseverance, it may take the lead in forming breakthroughs in some areas of application innovation.
Enterprises should give full play to the unique advantages of the Chinese road, and the government and the market should work together to promote the development of data, algorithms and computing power as a whole, not only in the development of industry models and application scenarios, but also in the development of general large models, aiming at the world's advanced level, continuing to invest and collaborate in tackling key problems, and strive to make independent breakthroughs in core technologies as soon as possible, and cultivate and form a new advantage in the field of a new round of general artificial intelligence models in the world.
The third is to focus on the new characteristics of artificial intelligence and focus on integrated development. In recent years, technological innovation achievements in the field of artificial intelligence in mainland China have gradually moved from the laboratory to industrial practice, and the industrialization process of "artificial intelligence +" has been accelerating, and has been well applied in the fields of manufacturing, energy, transportation, medical care, agriculture, life services, etc., and many previously unimaginable innovations and improvements have been realized.
According to data released by the China Academy of Information and Communications Technology and CCID Research Institute, the scale of the mainland's artificial intelligence core industry will reach 578.4 billion yuan in 2023, with a growth rate of 13.9%. The enterprise adoption rate of generative AI in mainland China has reached 15%, and the market size is about 14.4 trillion yuan.
According to incomplete statistics, as of October 2023, the mainland has released more than 200 artificial intelligence models, and scientific research institutes and enterprises have become the main force in development. The vigorous development of artificial intelligence is empowering all walks of life, bringing new opportunities for the development of enterprises and individuals.
On March 13, Premier Li Qiang pointed out in Beijing that artificial intelligence is an important engine for the development of new quality productivity. It is necessary to grasp the key links such as computing power, data, and algorithms, make breakthroughs, lay out cutting-edge technologies in multiple paths, and strive to achieve overtaking in corners and lane changes. For the majority of manufacturing enterprises, it is necessary to fully understand the strategic value and significance of application scenarios, take application scenarios as the carrier, cooperate deeply with artificial intelligence service enterprises, collaborate and innovate, accelerate the iterative cultivation of application models that adapt to the characteristics of the industry, expand new space for enterprise development, and strive to achieve the deep integration of artificial intelligence technology and industry.
Fourth, focus on the new model of artificial intelligence and strive to forge ahead together. The construction of artificial intelligence technology and large models requires the collaborative efforts of government, industry, academia, research and application, and finance. At present, local governments at multiple levels, including Guangdong Province, have not only issued relevant planning and support policies for the development of artificial intelligence, and established relevant institutions, but also focused on creating an institutional and institutional environment that encourages innovation and tolerates failure, so that a group of powerful enterprises and aspiring entrepreneurs dare to take risks and innovate, and the prospects are promising.
In the face of severe challenges, it is necessary to continue to use institutional advantages to promote artificial intelligence innovation to form a new institutional mechanism, give full play to the role of enterprises as the main body of innovation, organize innovation resources with government guidance and market mechanisms, and give full play to the synergistic power of government, industry, academia and research funds to create a complete innovation chain of artificial intelligence technology;
In addition, enterprises should also be aware that the development of artificial intelligence large models is still in the exploration stage, and the technological progress and iteration speed are very fast, and there is still a way to go before large-scale commercial application, and they will face many unexpected difficulties and challenges in the process, such as data security, privacy protection, ethics, etc.
Therefore, on the one hand, enterprises should keep up with the development trend, establish the innovation and application of artificial intelligence technology as a strategic action, and invest and layout strategically and forward-looking in key areas; on the other hand, they should make good use of the existing platforms and communication channels, follow the scientific laws and value creation orientation, do not rush forward, do not follow the trend, step by step, pragmatic innovation, and strive to form a virtuous circle of innovation investment and innovation returns, and work together.
