In May 012019, during the application for the first batch of demonstration zones for the construction of rule of law government in the country, Zhong Jing and other colleagues set up a special class for demonstration and creation. After more than a year of field investigations and visits, the efforts of Zhong Jing and his colleagues paid off, and in July 2020, Nansha District was awarded the first batch of national demonstration zones for the construction of a rule of law government. In March 022024, Zhong Jing also led the team of the department to undertake the "two centers and one branch", namely Guangzhou Foreign-related Legal Service Center (Nansha), Guangzhou Nansha District Foreign-related Legal Service Center, and Guangzhou Lawyers Association Foreign-related Legal Service Branch.
