The latest anti-corruption circular is here! Another cadre of a CITIC Group's enterprise has been investigated.
On April 9, the official website of the Central Commission for Discipline Inspection and the State Supervision Commission reported that Li Yajun, former secretary of the Party Committee and chairman of Xinli Energy Development Co., Ltd., is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision investigation by the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the State Supervision Commission in CITIC Group and the Tianjin Municipal Supervision Commission.
At the same time, the official website of CITIC Group also forwarded the news that Li Yajun was under review and investigation.
It is reported that Li Yajun has been at the helm of Xinli Energy for many years, and he also publicly attended relevant activities in February this year. On April 2, Xinli Energy held a cadre meeting, and Li Guozhong was newly appointed as a member of the Party Committee and Vice President of CITIC Pacific and Secretary of the Party Committee and Chairman of Xinli Energy.
Before Li Yajun, Xinli Energy had cadres investigated. In December 2023, Han Jie, former deputy secretary of the Party Committee and president of Xinli Energy, was "double-opened". According to the information on the official website, Xinli Energy was launched in September 1987 and is an energy investment company registered in Beijing using foreign capital to jointly run electricity, which is funded by China International Trust and Investment Corporation and the Ministry of Water Resources and Electric Power at 65% and 35% respectively. Subsequently, CITIC Group transferred 65% of its equity interest to CITIC Pacific.
In February 2011, due to strategic development needs, CITIC Pacific transferred 35% of the equity held by the former Ministry of Water Resources and Electric Power to SDI, and thus Sinic Energy became a wholly-owned subsidiary of CITIC Pacific Limited, responsible for the operation and management of CITIC Pacific Energy business. The circular pointed out that Han Jie was an uncorrupt official, borrowed money from enterprise partners without compensation, ran businesses in violation of regulations, engaged in paid intermediary activities, and used public funds to reimburse expenses that should be paid by individuals; improperly performed his duties and failed to deal with employees sentenced to criminal punishment in accordance with regulations for a long time; lived a corrupt life and had bad morals; abused power for personal gain, relied on enterprises to eat enterprises, and took advantage of his position to seek benefits for others and accept huge sums of money.

On January 12, the website of the Central Commission for Discipline Inspection and the State Supervision Commission announced that Xu Xiang, former director of the Office of the Board of Supervisors of CITIC Group Co., Ltd., was suspected of serious violations of discipline and law, and voluntarily surrendered to accept disciplinary review and supervision investigation.
On January 19, the Central Commission for Discipline Inspection and the State Supervision Commission in CITIC Group Discipline Inspection and Supervision Group, Tianjin Municipal Commission for Discipline Inspection and Supervision News: Zhang Xu, former member of the Party Committee and vice chairman of CITIC Investment Holdings Co., Ltd. (full rank), is suspected of serious violations of discipline and law, and is subject to disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the State Supervision Commission in CITIC Group and Tianjin Jizhou District Supervision Commission.
The official website of the Central Commission for Discipline Inspection previously issued a document stating that the discipline inspection and supervision team in CITIC Group strictly investigated the problem of "relying on enterprises to eat enterprises" and strengthened the supervision and discipline of the "key minority". In 2023, the group will seriously investigate and deal with Liu Ming, former Secretary of the Party Committee and Chairman of CITIC Zhengye Holding Group Co., Ltd., Li Geping, former Deputy Secretary of the Party Committee and General Manager of China Securities Co., Ltd., and Han Jie, former Deputy Secretary of the Party Committee and President of Xinli Energy Development Co., Ltd., and other "top leaders", deeply analyze the problems and weak links exposed, reveal the characteristics and specific manifestations of the "top leaders" who are arbitrarily exercising power, and put forward suggestions for systematic rectification.
