EAC Certification or CU-TR Certification, also known as the EAEU/Customs Union Certificate of Conformity, is a mandatory certification certificate for which products that have obtained an EAC Certificate can circulate freely within the unified territory of the EAEU Member States of the Eurasian Economic Union. EAEU Certification, EAC Certification, CU-TR Certification, CUTR Certification, TR CU Certification, TR CU Certificate, EAEU TR Certificate, Customs Union Conformity Certificate, Eurasian Economic Union Conformity Certificate all mean the same thing.

What is EAC Certification CU-TR Certification?

CU-TR Certificate of Conformity and EAC Certificate of Conformity, EAEU Certificate of Conformity, TR CU Certificate of Conformity all refer to the same mandatory Customs Union Certificate of Conformity. It's just called differently.

The different names of the Customs Union Certificate of Conformity (CU-TR Certification or EAC Certification) reflect the current international organization of regional economic integration of the Eurasian Economic Union (EAEU) Unified Product Technical Regulation Certification.

The idea of post-CIS rapprochement was born in 1995. Already then, Russia and Belarus adopted the Agreement on the Establishment of a Customs Union and the Construction of a Common Market. In 1999, Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan signed a preliminary agreement on the harmony and reunification of their countries in the economic and humanitarian spheres. The desire for productive cooperation among the neighboring countries of the Commonwealth of Independent States led to the creation of the Eurasian Economic Community in 2001. After 2007, within the framework of the Eurasian Economic Community, Russia, Belarus and Kazakhstan concluded the Treaty on the Establishment of a Common Customs Area, re-establishing the Customs Union (CU) and later the Common Economic Space (EAEU).

The merger of the local markets of the member states of the Customs Union required the development and adoption of a fundamentally new, unified supranational technical regulation – the Technical Regulations of the Customs Union (TR CU), which was born. Technical Regulations of the Customs Union (TR CU), which replaces many national GOST standards and technical regulations.

What is EAC Certification CU-TR Certification?

The technical regulations of the Eurasian Union TR CU/EAEU allow for three forms of product certification:

At the same time, each individual Technical Regulations of the Customs Union (TR CU) prescribe its own form of conformity assessment (certification or declaration) and certification scheme for its specific products, according to which certification assessments are conducted. At the same time, the Technical Regulations also publish a list of products that require confirmation of conformity in the form of an EAC Certificate of Conformity/EAC Declaration of Conformity.

Under each of the EAEU/Customs Union Technical Regulations, there is no comprehensive (harmonized) classified list of product certification types.

In March 2022, the Russian Federal Law No. 46-FZ "On Amendments to Certain Legislative Acts of the Russian Federation" entered into force in Russia, which in some cases allows the replacement of the EAC Declaration of Conformity for the certification of goods carried out by the EAC Hazard Declaration with the EAC Certificate of Conformity.

The CU-TR Certificate of Conformity is a guarantee of unhindered circulation and use of accompanying goods throughout the customs territory of the Eurasian Economic Union.

Therefore, the CU-TR Certificate of Conformity is often because the Eurasian Economic Union (EAEU) has been renamed the TR EAEU Certificate of Conformity.

At the same time, the "old" Technical Regulations (TR CU) retain their relevance, while the new technical regulations issued after 2015 are known as the TR EAEU.

Obtaining the Unified EAC Certificate of Conformity from the TR EAEU eliminates the need to obtain several different Certificates of Conformity for the national regulations of some individual countries.

For example, the goods received EAC Certification in the Russian Federation is sufficient for them to be sold in any of the EAEU member states and vice versa. This will significantly save the owner of the goods time and money.

The creation of a Eurasian common market with common rules, regulations and standards facilitates business and documentation, accelerates trade turnover, increases sales volumes, improves the development of individual companies and the economy of the region as a whole.

The harmonized supranational Eurasian Union technical regulations are higher in rank than the national standards and regulations of the individual member states.

A unified Technical Regulations of the Customs Union/Eurasian Economic Union (EAEU) simultaneously replace the corresponding domestic Technical Regulations and dozens of separate GOST and SanPiNs systems.

Thus, after obtaining the EAC Certificate of Certification of the Eurasian Union, it is no longer necessary to additionally obtain a mandatory GOST R certificate, a fire safety certificate or a Rostekhnadzor license.

To date, 52 Eurasian Union Technical Regulations (TR CU/EAEU) have been issued.

Who is obliged to obtain a Certificate of CU-TR Certification (EAC) of the Customs Union?

Legal entities or individual enterprises that produce certain new (non-old) products on the EAEU market of the Eurasian Economic Union must obtain a certificate of conformity of the Eurasian Union Technical Regulations CU-TR:

Manufacturer (producer);

Authorized representative of the manufacturer (producer) in Eurasia

Suppliers in the Eurasian Union (importers, exporters)

Seller

Only residents of the member states of the Eurasian Economic Union (EAEU) (enterprises registered in the territory of the EAEU member states) can submit an application for CU-TR certification of goods in accordance with the TR CU/EAEU Technical Regulations.
