First of all, I would like to thank you for your long-term concern and support for Futian's work, and I am glad to have this opportunity to introduce to you the work of promoting high-quality development in Futian District.
In 2023, in the face of the severe and complex external environment and profoundly changing internal development conditions, we will fully implement the "1310" deployment of the Provincial Party Committee, focus on the construction of the "Five Centers" of the Municipal Party Committee and Municipal Government, concentrate our efforts, overcome difficulties, promote the "Millions and Thousands Project" with the number one project, tackle the "Ten Major Actions" for high-quality development, adhere to the "combination punch" of economic scheduling, investment promotion, and enterprise services, and introduce and implement the "three work plans" of market-oriented, law-based, and international business environment, and formulate and implement them" The "Nine New Economy" high-quality development action plans and the iteration of the "1+9+N" industrial high-quality development policy have stabilized the fundamentals of economic development and made solid steps in high-quality development.
The annual regional GDP exceeded 570 billion yuan, and the per capita GDP reached 365,000 yuan, reaching the level of the world's developed economies. First, the traditional advantageous areas continued to consolidate, achieving an added value of 245 billion yuan in the financial industry, a total retail sales of 240 billion yuan in consumer goods, ranking first in the city for 19 consecutive years, and a total import and export volume of more than 780 billion yuan, ranking first in the province's foreign trade for 24 consecutive years. Last year, the added value of industries above the designated size was 59.525 billion yuan, and the total output value of industries above the designated size was 258.691 billion yuan, which was twice that of 2019, and the proportion of industry in GDP increased from 3.9% in 2019 to 7.9% in 2023, doubling. Third, the confidence of enterprises has been continuously enhanced, and more high-quality industries, enterprises, capital, and talents have chosen Futian, and a steady stream of them have converged in Futian. There were 119 high-quality projects in the whole year, an increase of more than 92%, 2,231 new foreign-funded enterprises, accounting for nearly three percent of the city's total, an increase of 107.34%, the actual use of foreign capital was 2.581 billion US dollars, an increase of 81%, nearly four times that of 2019, and the number of newly registered commercial entities exceeded 70,000, all of which reached a record high.
In addition, the innovation vitality of Futian is also constantly stimulating, the number of "single champions", "specialized, special and new" and "unicorn" enterprises in the manufacturing industry has quadrupled in three years, and the new information technology service industry cluster has become the only innovative industrial cluster in the city selected by the Ministry of Science and Technology in 2022, forming two 100-billion-level industrial clusters of new energy and intelligent terminals and 5 10-billion-level industrial clusters such as biomedicine, semiconductors and integrated circuits, and the added value of high-tech industries is 85.5 billion yuan, an increase of 76.3% over 2019 , accounting for 10.6% of GDP in 2019 to 15% in 2023, becoming an important support for the high-quality development of our economy.
While the economy is developing with high quality, we have always adhered to the high-quality development of people's livelihood. We have solidly promoted the ecological construction of "Mountains and Seas Connecting Cities and Green Beauty Shenzhen", officially settled in the world's first international mangrove center, and connected the Meilin Mountain-Yinhu Mountain ecological breakpoint, Meilin Mountain and Yinhu Mountain after 28 years, and then "hand in hand", Meilin Mountain Park, Yinhu Mountain Park, Beacon Hill Park, Central Park, Lianhuashan Park, these five parks in the center of the city are organically connected together, realizing the "five park connection", and becoming a popular choice for many citizens to enjoy leisure and hiking. In addition, we have improved the "people's livelihood" with "small incisions", the national basic public service standardization pilot has passed the acceptance with the first result in the country, the average subsidy for inclusive private kindergarten students has been increased from 1,333 yuan to 6,000 yuan, and 10% of the compulsory education degree has been provided with 4% of the city's area, ranking first in the city in terms of the number of beds for 1,000 people, and more than 15,000 sets of affordable housing have been raised in new construction, about twice that of 2021 and 2022, and a total of 32,912 sets have been completed in three years, completing the original "14th Five-Year Plan" ahead of schedule The target of 23,000 units is planned. This year marks the 75th anniversary of the founding of the People's Republic of China and a crucial year for achieving the goals and tasks of the 14th Five-Year Plan. We will conscientiously implement the spirit of the national "two sessions" and the deployment arrangements of the provincial and municipal high-quality development conferences, comprehensively start a new journey of Futian's "second entrepreneurship", actively forge ahead in changing the mode, adjusting the structure, improving the quality and increasing the efficiency, and earnestly shoulder the political responsibility and mission of taking the lead and demonstrating in high-quality development, and make every effort to build a high-quality development highland, so as to better serve and support the overall development of the province and the city.
First of all, we will make every effort to speed up the construction of the Hetao Cooperation Zone. This year marks the 5th anniversary of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Zone, and is also the first year after the release and implementation of the Development Plan of the Hetao. On the one hand, we will resolutely shoulder our political, territorial and historical responsibilities, work with the Hetao Development Agency to earnestly implement the Development Plan of the Hetao, promote the emergence of original and strategic scientific and technological achievements, and make every effort to build an important engine for scientific and technological innovation to lead the high-quality development of the Greater Bay Area. On the other hand, we will also seize the major opportunity of the release and implementation of the Hetao Development Plan, accelerate the development of new quality productivity, promote Futian from an "open window" in the manufacturing industry to an "open hub" for scientific and technological innovation, and realize the "re-upgrading" of the strategic position of the central urban area and the "re-transformation" of urban functions.
Secondly, we will focus on accelerating the construction of a modern industrial system, building on the advantages of "a large financial region, a strong business and trade area, and a headquarters agglomeration area", mobilize all resources and forces, play a good role in the "combination punch" of stable growth policies, continue to consolidate the three major industries of finance, science and technology, and fashion, aim at artificial intelligence, new energy, low-altitude economy and other industrial outlets, expand and strengthen the "8+3" strategic emerging industrial clusters and future industries, and build momentum for high-quality development.
In addition, we will comprehensively optimize and improve the functional quality of the central urban area, further optimize and integrate the resources of the whole region, accelerate the consolidation of inefficient land and the adjustment of non-core functions of the central urban area, and will also focus on the goal of "the first good in the whole area", take the reform of "property city" as the starting point, continue to improve the level of refined management services in the urban area, and build Futian into a cleaner, neater and more beautiful first-class international central urban area.

Zhou Jiangtao: Thank you for your question. Futian is a large service industry area, and it is also a strong service industry area. We can look at it in two dimensions. In the past five years, the added value of the service industry has exceeded 400 billion yuan and 500 billion yuan, reaching 513.545 billion yuan last year, accounting for 23.8% of the city's total value and more than 90% of the region's GDP, which plays a prominent role in leading and supporting high-quality economic development. Second, from the perspective of subdivisions, the added value of Futian's financial industry accounted for 46.6% of the city's total, the added value of wholesale and retail trade accounted for nearly one-fifth of the city's total, and the added value of for-profit service industry, accommodation and catering industry accounted for one-sixth of the city's total. In addition, the number of professional service institutions such as patent agencies, asset appraisal agencies, accounting firms, law firms, and human resource service agencies ranks first in the city, and the scale of our exhibitions also ranks fourth in the country, and the role of the service industry as a strategic pillar of the core functions of the central city continues to be consolidated. On March 18, the city held a conference on accelerating the high-quality development of the service industry, requiring "every effort to build a new system of high-quality and efficient modern service industry with Shenzhen characteristics and cultivating Shenzhen's advantages". As you just mentioned, yesterday morning, we held an on-site meeting to accelerate the high-quality development of the service industry in Futian District in the form of "1 main venue + 9 sub-venues", and released the "1+10+N+N+1" service industry development strategy, including 1 overall plan, ten strong district action plans, a number of professional buildings, a number of industry policies and a service system for a virtual park, and further clarified the task book, timetable, roadmap and responsibility system for the development of the service industry in the next three years. First of all, it is necessary to clarify the goal of high-quality development of the service industry. The city's service industry high-quality development conference requires "accelerating the rapid growth of the service industry and the effective improvement of quality". In terms of "rapid growth in volume", by 2025, we must maintain an average annual growth rate of more than 6% in the service industry, exceed 600 billion yuan in added value of the service industry, cultivate more than 50 high-end buildings with characteristic brands in the service industry, and concentrate resources to build two "100 billion-level" financial and specialized professional services, in addition to several "10-billion-level" service industry clusters such as modern supply chain and fashion consumption. The second is to carry out concrete actions around the goal. We have formulated and are in the process of implementing the "Top 10 Regions" initiative. In terms of "strong financial area", we will build a new financial center in Xiangmihu with high quality and high standards, do a good job in the "five major articles" of science and technology finance, green finance, inclusive finance, pension finance and digital finance, actively participate in the competition of "striving for excellence and innovation in wealth management", and strive to exceed 270 billion yuan in added value of the financial industry this year and 290 billion yuan next year. In terms of "strong trade zones", we will build a global supply chain distribution center, enhance the level of cross-border trade between Shenzhen and Hong Kong, cultivate more than 10 trade-oriented headquarters enterprises by 2025, and gather more than 15 supply chain enterprises with import and export volumes of more than 10 billion yuan. In terms of funding, we have arranged about 800 million yuan of industrial funds, and introduced supporting policies and supporting measures for various sub-sectors to support the high-quality development of the service industry. In terms of services, we have formulated a "packaged" service policy of "one enterprise and one policy", including office space support, talent housing, and settlement through trains. Pang Qin: Thank you for your question, the new trend of a new round of industrial revolution and transformation of greening and digitalization, Futian District took the lead in implementing the strategic deployment of the Municipal Party Committee and Municipal Government to build a global digital energy pioneer city, and we helped the construction of a world-class supercharging city with the speed of "one kilometer per second" in Shenzhen, and at the same time seized the new outlet of this industry. At the International Energy Exhibition in June last year, the first batch of 600 kW fully liquid-cooled supercharging demonstration stations in China, including the Futian Convention and Exhibition Center, were the representative works of Shenzhen, which officially launched the supercharging city. In November last year, the mobilization and deployment meeting for the construction of the city's supercharging city was also held in Futian. Therefore, the supercharging construction in the central urban area has always been at the forefront of the city.
At present, the city's new energy vehicles have exceeded 1 million, we adhere to the convenience of the people, scientific layout, moderately ahead of the arrangement of charging infrastructure construction, to build, reform, expand, upgrade multiple measures at the same time, to promote in public institutions, commercial complexes, bus stations, municipal parks, etc. to accelerate the layout of overcharging standard stations, the current jurisdiction has been built close to 50 overcharging stations, is 2 times the gas station, car network interactive station has 27, accounting for 1/5 of the city. Our diversified charging facilities currently have a total of 46,000, the highest density in the city. We have also built 7 demonstration stations that integrate world-class technologies and products, such as the overcharging station in the parking lot of the Futian District Party Committee, which has built the most complete elements and the most advanced technology in China. The Supercharging Integrated Experience Center of SCPG Center has been included in the national climate investment and financing pilot demonstration project, and the integrated energy management demonstration station of Ximeilin Terminus Station is the first integrated demonstration station of perovskite charging, storage and swapping in China. At present, our investment in people's livelihood accounts for more than 80% of the total fiscal expenditure, and the total fiscal expenditure in the field of people's livelihood in the past five years has exceeded 100 billion yuan. The Hetao Cooperation Zone focuses on key core technologies in cutting-edge cross-cutting fields such as biomedicine, quantum information, artificial intelligence and digital economy, and enterprises and institutions in the park have achieved a series of major achievements, with a cumulative number of PCT international patent applications exceeding 1,700.
