1. Is it illegal to occupy or block fire escapes?
According to Article 28 of the Fire Protection Law of the People's Republic of China, no unit or individual shall occupy, block, or close evacuation channels, safety exits, or fire truck passages.
2. What will happen if it violates the law?
According to Article 60 of the "Fire Protection Law of the People's Republic of China", anyone who occupies, blocks, or closes evacuation passages, safety exits, or other behaviors that impede safe evacuation shall be ordered to make corrections and shall be fined not less than 5,000 yuan but not more than 50,000 yuan;

Case 1
At about 15:30 on January 24, 2024, a fire broke out on the basement floor of the shop along Jiale Yuan, Tiangong South Avenue, Yushui District, Xinyu City, Jiangxi Province. After receiving the alarm, emergency response, fire fighting, public security, 120 rescue, and the local government immediately rushed to the scene to carry out rescue. The fire has killed 39 people and injured nine, eight of whom are in stable condition and one is being resuscitated. It is reported that there is only one staircase exit in the place, and the fire just sealed the corridor, and there is no other fire escape.
Case 2
On February 7, 2023, a 4-story residential self-built house in Jiaxing, Zhejiang Province caught fire, and the debris piled up in the corridor on the first floor of the building caught fire. Fortunately, firefighters arrived at the scene in time to deal with it, and all the trapped people were rescued.
Case 3
On December 1, 2022, a fire broke out in a high-rise residential building in Weiyang District, Xi'an City, Shaanxi Province, and sundries in the hall, corridor, and stairwell on the first floor caught fire. Due to the accumulation of debris at the place of the incident, which led to the unfavorable escape of personnel, firefighters rescued 8 trapped people, of which 5 died after rescue failure.
