At about 22:30 on March 27, Yang Moumou, a resident of Dalat Banner District, maliciously dialed 110 to call the police in order to vent his dissatisfaction after being drunk, and insulted the police officer for no reason during the call. After that, the man still called 110 several times to insult the police officer, and the police officer told him that he would bear legal responsibility for his actions, but the man still did not agree and continued to abuse the police officer. A total of 12 calls were made to the police, occupying the time for answering the call for as long as 34 minutes, seriously disrupting the order of receiving the police. After receiving the order, the Sini Street Police Station of the Dalat Banner Public Security Bureau launched an investigation into the case and quickly locked up the offender Yang Moumou. After investigation, Yang Moumou maliciously dialed 110 to answer the police 12 times between 22:30 and 23:04 on March 27, and abused the police officer. In the face of factual evidence, Yang Moumou confessed to his illegal act of maliciously calling the police on 110 after drinking and insulting the police officer. In accordance with the provisions of Article 23, Paragraph 1 (1) of the "Law of the People's Republic of China on Public Security Administration Punishments", the Dalat Banner Public Security Bureau gave Yang Moumou an administrative punishment of eight days of administrative detention and a fine of Wu Baiyuan in accordance with the law.
