1. Scope and links of project implementation

Focusing on the county's corn, potato, millet, miscellaneous grains and other grain crops such as farming, planting, prevention, harvesting, straw returning and other custodian services and economic forest (jujube, walnut) pruning, prevention and control, etc., in the county's townships and towns to arrange a good foundation, the masses are highly motivated to declare the implementation of the village.

2. Objects of support

It mainly supports agricultural machinery households, cooperative organizations voluntarily formed by farmers with a certain scale and strong service capacity, family farms, professional farmer cooperatives, rural collective economic organizations, supply and marketing cooperatives, agricultural enterprises and other custodian service organizations.

3. Registration conditions

Conditions for Participating in Agricultural Production Custody Services (Trial)

1. Basic conditions: have certain experience in socialized services, have been engaged in socialized services for more than two years, and obtain a business license in accordance with the law;

2. Fixed place: with a fixed place suitable for the service and necessary office facilities, a tool warehouse and a basic place that can meet the needs of machine parking;

3. Agricultural machinery and equipment: have or integrate and coordinate professional agricultural machinery and equipment and agricultural technical forces that match its service content and service capabilities. The fixed assets of agricultural machinery reached more than 200,000 yuan. At the same time, there are more than 5 power machinery such as tractors, combine harvesters, and plant protection machinery (at least one tractor with more than 70 horsepower), and the listing rate and inspection rate of machinery and tools reach 100%;

4. Financial system: financial management, accounting and asset management and other related systems are sound, equipped with accounting personnel or entrusted bookkeeping agencies to act as bookkeepers, implement independent accounting methods, sound financial files, timely bookkeeping, and accurate accounting;

5. Relevant systems: have relevant systems and operating procedures for agricultural production trusteeship that match their service content and service capabilities, and have standardized production and safety operation management systems, and at the same time publicize them on the wall;

6. Intelligent equipment: agricultural machinery and implements participating in the custody operation must be installed with intelligent monitoring terminals for agricultural machinery operations;

7. Credit evaluation: The service subject enjoys a good reputation among the farmers, and the services it provides are recognized and praised by the service objects in terms of quality and price, and at the same time, the credit is good, and it is not included in the list of dishonest persons in the bank;

8. Staff: The person in charge of the service subject has the basic knowledge of agricultural production and good professional ethics, and the operators have the qualifications corresponding to the job skills, and can regularly participate in relevant vocational skills training;

9. Filing situation: Filing in the county modern agricultural development service center and being able to accept the supervision of the county modern agricultural development service center;

10. Quality of work: After becoming the main body of county-level custody services, sign a standardized custody agreement with the county modern agricultural development service center, and sign a standardized custody contract with the village collective or farmers. The service subject strictly adheres to the quality standards in participating in the custody operation, does not deceive, has no bad records and complaints and reports, and has not had a safety liability accident within two years.

4. Information to be provided

1. 2 copies of the service organization's profile;

2. 2 copies of the application form for the service organization of the 2024 agricultural production trusteeship pilot project in Linxian County;

3. 2 copies of business license and account opening permit;

4. Two copies of the ID card and contact information of the legal representative;

5. The location and equipment of agricultural machinery (including 2 copies of man-machine photos of power machinery such as agricultural machinery places, types, models, quantities, and storage locations of machinery and tools);

6. 2 copies of the financial system and related systems, the agricultural production trusteeship system, the balance sheet and the income distribution statement of the previous year;

7. Agricultural machinery listing inspection certificate, 2 copies of agricultural machinery driver's license and ID card;

8. Integrate the safety production agreement of machinery;

9. 2 copies of relevant honorary certificates.

5. How to register

Service organizations that meet the above conditions need to fill in the Linxian 2024 Agricultural Production Trusteeship Pilot Project Service Organization Declaration Form (Annex 1) and bring valid documents (copies and other materials required for registration) to the Township Convenience Service Center (Agricultural Economics) to register, and then the person in charge of the township Agricultural Economics will go to the Linxian Modern Agricultural Development Service Center for review and filing (5th Floor, Linxian Xincheng Civil Affairs Building), the registration time is from April 8 to April 11, 2024, and it will not be accepted after the deadline.
