The purpose of the conversation and correspondence is to let the party members and cadres who are interviewed and questioned clarify the problem in an attitude of loyalty and honesty to the party, which is conducive to the organization to conduct accurate research and judgment, and timely and effectively grasp the symptoms and tendencies of the problem, and prevent the problem before it happens. In the face of interviews and inquiries, some party members and cadres deliberately concealed the facts and even provided false information

In the end, Cai's disciplinary gains were all confiscated and will face serious treatment.

"Conversation and correspondence are not ordinary heart-to-heart conversations, they are the trust and care of the organization, and they are also warnings and reminders of discipline. Zhao Liang, director of the Third Supervision and Inspection Office of the Luoyang Municipal Commission for Discipline Inspection and Supervision, who handled the case, analyzed that some party members and cadres who violated discipline and law failed to truly believe in the organization and rely on the organization, and had a fluke mentality, which eventually caused irreparable consequences.

Combing through relevant cases found that party members and cadres did not truthfully explain the problem when they were interviewed by the organization. Some of the explanatory materials provided were incomplete or of low quality, and they did not reply to the questions raised in the conversation or letter; some had a perfunctory attitude and simply replied to the people and things involved in the conversation and inquiry as "not existing" or "did not know," or did not reply in detail on the grounds that they had not been impressed by the long time; some had the mentality of taking chances, avoiding the important and trivializing, and trying to say small problems and let go of the big ones; and even worse, they deliberately concealed them by carefully designing "scripts" and "scripts," colluding with relevant parties, and passing on relevant problems to relatives, friends, and specific related persons.

"Party members and cadres do not truthfully explain the problems when they are interviewed by the organization, and there are mainly the following two situations: one is that there is no problem of violation of discipline and law, and out of insufficient understanding of the seriousness of the conversation and inquiry, or out of negligence and negligence, they give an incomplete or wrong reply; the other is that they themselves have problems of violating discipline and law, and out of the psychology of coping, luck, fear, confrontation, etc., they deliberately conceal the facts and even provide false information in order to evade accountability. At the same time, the "Regulations" pay attention to education and guidance, adhere to the balance of leniency and severity, and precise disposal. Article 17 of the "Regulations" adds that "in the process of organizing conversations and inquiries", being able to cooperate with the verification and review work and truthfully explain the facts of one's violation of discipline and law is a circumstance where "the punishment may be mitigated or commuted".

Make good use of conversations and inquiries, and earnestly improve the quality of conversations and inquiries

Conversations and inquiries are serious intra-party supervision work, and it is necessary not only to dare to use them in a common way, to grasp the small problems as early as possible, to prevent the slightest problems, and to maximize the function of treating diseases and saving people, but also to use them accurately and well, so as to effectively improve the quality of conversations and inquiries.

Persist in earnestly studying and judging based on the actual situation of the person being reflected. If the problem is of a general nature, an interview is usually conducted. Methods such as searching for public information, reading relevant materials, and learning about the situation from the real-name informant, the relevant discipline inspection and supervision organs, or the unit to which the person being reported belongs, may be used to learn about the personal circumstances of the subject of the proposed conversation or inquiry. "We should peel back the relevant information, carefully study and judge the problems reflected, and formulate a plan accurately. The conversation and correspondence fully reflect the care and trust of the party organization for party members and cadres, but care is not doting, and trust cannot be laissez-faire. Party members and cadres should draw lessons from the reported cases, further improve their ideological understanding, truthfully answer and explain when accepting organizational conversations and inquiries, take the initiative to admit and seriously rectify problems, and treat them correctly if there are no problems in the attitude of "if there is a change, if there is none, then encouragement", and truly take precautions and stop doing things.
