In 1908, Pan Fusheng was born in a poor peasant family in Erma Village, Houjia Town, Wendeng County, Shandong Province.

After the "918" incident, in the face of the inaction of the Nationalist government, many students went to Nanjing to carry out petition activities, Pan Fusheng also took active action, launched a student uprising in response, due to the betrayal of the traitor, Pan Fusheng was unfortunately arrested in 1932, the Kuomintang reactionaries carried out cruel physical torture on Pan Fusheng, but Pan Fusheng never gave in, continued to fight.

The North China Bureau ordered the Pingyuan Provincial Party Committee to immediately conduct a review.

In 1952, Pingyuan Province was abolished, and Pan Fusheng was transferred to the Henan Provincial Party Committee Secretary and Political Commissar of the Military Region.

In 1962, the Central Committee convened a meeting of 7,000 people, and many cadres who had previously been branded as "rightists" were rehabilitated, including Pan Fusheng, who resumed his work in this year and became the director and party secretary of the National Federation of Supply and Marketing Cooperatives.

In January 1966, Pan Fusheng's work was transferred again, and he was appointed as the first secretary of the Heilongjiang Provincial Party Committee and the first political commissar of the Provincial Military Region.

Not long after Pan Fusheng took office, an unprecedented political storm swept across the land of China, and at first, Pan Fusheng did not understand the intentions of the Central Committee, but only conveyed the instructions of the Central Committee, on the contrary, he also tried to protect some old comrades as much as possible.

After the 11th Plenary Session of the 8th Central Committee of the Communist Party of China, Pan Fusheng's attitude changed drastically.

In August 1966, at a meeting held at the People's Building in Harbin, Pan Fusheng put on a red armband and delivered a speech in support of the Red Guard rebellion, becoming the first provincial party secretary in the country to support the Red Guard rebellion.

On March 20, 1967, the Central Committee approved the establishment of a revolutionary committee in Heilongjiang Province, with Pan Fusheng as its director.

Heilongjiang Province became the first province to establish a Revolutionary Committee during the Cultural Revolution.

In June 1971, the central government ordered Pan Fusheng to be removed from all positions and examined in isolation, and in April 1980, Pan Fusheng died of a sudden cerebral hemorrhage in Harbin at the age of 72.
