To commemorate the 31st anniversary of the promulgation of the Basic Law of the Macao Special Administrative Region of the People's Republic of China and the 25th anniversary of Macao's return to the motherland, the Macao Basic Law Promotion Association, the Legal Affairs Bureau, the Municipal Affairs Bureau and the Education and Youth Development Bureau jointly organised the "Legal Popularization and Celebration Carnival" at Tap Seac Square today (6 October), attracting more than 5,000 participants.
The opening ceremony of the carnival was held at 3 p.m. and officiated by the Deputy Director of the Liaison Office of the Central People's Government in the Macao Special Administrative Region, Huang Liuquan, the Secretary for Administration and Justice Zhang Yongchun, the President of the Macao Basic Law Promotion Association, Chui Sai Cheong, the Vice-President of the Macao Basic Law Promotion Association, Ho Ting-yi, the Secretary for Legal Affairs, Leong Wing-yin, the Chairman of the Municipal Administration Committee of the Municipal Affairs Bureau, and the Secretary for Education and Youth Development, Gong Zhiming.

In his speech, Chui Sai Cheong said that the practice of the Macao Special Administrative Region (SAR) since its establishment 25 years ago has proved that the scientific concept of "one country, two systems" has strong vitality and is not only the best solution to the problems left over from Macao's history, but also the best institutional arrangement for maintaining long-term peace and stability after Macao's return to the motherland. All sectors of society should continue to unswervingly and comprehensively and accurately implement "One Country, Two Systems", act in strict accordance with the Constitution and the Basic Law, love the motherland and Macao, actively integrate into the overall development of the country, and actively participate in the development of the Guangdong-Hong Kong-Macao Greater Bay Area, especially the In-depth Cooperation Zone.
