Given the ambitious policy target of achieving net-zero carbon by 2050, what role can local authorities play in the decarbonisation of housing? Local authorities have an important role to play in terms of local knowledge of housing stock and economic opportunities; However, little is known about the different energy service models employed in retrofitting or their relative effectiveness.
The models identified from empirical case studies constitute experimental innovations resulting from limited fiscal and competitive requirements in public services. They provide (1) energy-efficient upgrades to public, residential, and commercial buildings and/or (2) district heating infrastructure to ensure "upstream" resource efficiency. The results of the survey show that local initiatives offer different hybrid retrofit options with different potential for effective change. We consider the limitations of current models, as well as the policy and market changes needed to empower local authorities to systematically contribute to net-zero carbon buildings. How can local authorities in the UK organise energy-efficient retrofits for buildings?Six energy service models have been identified that provide on-site energy-efficient upgrades and/or efficient district-based heating infrastructure. The reduction in energy demand from these models tends to be lower than the fundamental changes required by the UK's 2050 net-zero target. While energy service models provide examples of local innovation and effectiveness, more ambitious policies are essential to bring about a gradual change in energy service models. Policy and regulatory reforms are needed: first, to reform the retail energy market to support energy services aimed at reducing demand, and second, to empower local authorities and their partners to expand retrofits throughout the region, including private buildings.
