5. Categories of funded projects

1. Social assistance. For the urban and rural subsistence allowance and the extremely poor people, we will carry out basic work such as the promotion of relief policies and the investigation of needs, and provide services such as daily visits, assistance and condolences, life care, and psychological comfort, provide professional services such as social integration, capacity improvement, and psychological counseling, and integrate units and social resources in the jurisdiction to carry out employment training, material assistance, health care and rehabilitation, and other public welfare service projects.

2. Pension services. For the elderly and the elderly living alone, we will provide daily visits, spiritual comfort, home safety, life care, health care, social participation and other services, promote the participation of social forces in elderly care services, and strengthen the construction of the elderly care service system.

3. Child care. For left-behind children in rural areas, children in difficulty, migrant children, children of prisoners, and children from poor families with disabilities, carry out care services such as visits and care, quality development, psychological counseling, capacity improvement, health care and rehabilitation, academic counseling, and guardian capacity improvement.

4. Care for veterans. Provide public welfare services such as life care, spiritual comfort, and social integration to veterans in difficulty, and cultivate various types of volunteer service groups or organizations for veterans in communities (villages) where conditions permit.

5. Care for the disabled. For disabled children, the elderly and other disabled people, we will carry out services such as visits and condolences, purchasing agents, life care, spiritual comfort, and social integration.

6. Community consultation. Carry out actions such as community inspections, community consultations, grid management, and building autonomy, and give play to the role of community social organizations in information collection, diversion and feedback, participation in consultations, supervision and follow-up, publicity and advocacy, and so forth.

7. Community governance. Carry out grassroots governance work such as community public atmosphere creation, neighborhood watch, and conflict mediation, and create a social governance pattern of co-construction, co-governance and sharing.

8. Rural revitalization. Carry out activities such as cultural inheritance, poverty alleviation, and employment assistance for all villages, promote the development of rural industries such as agricultural science and technology, and projects, and improve the level of rural revitalization governance.

6. Support methods

1. Financial support

According to the results of the selection of micro-venture capital, the amount of a single micro-venture public welfare project shall not exceed 10,000 yuan, and one community social organization can apply for multiple projects.

2. Resource guarantee

According to the needs of project implementation, provide assistance such as site coordination, resource linkage, and recruitment of volunteers to help the project be implemented smoothly.

3. Follow up and empower

During the project solicitation and implementation, "one-to-one" project support will be provided to the applicant organizations and individuals, and capacity improvement training will be carried out according to the common and individual needs of the project implementation organizations, such as project design, application writing, financial reimbursement specifications, community activity design, and visit element skills. Carry out on-site supervision of problems arising during the implementation of the project and assist in the implementation of the project.

4. Publicity and promotion

Through provincial and municipal media, official accounts, excellent case collections, etc., publicize project results and service effectiveness, and promote work experience with reference significance.

7. Declaration requirements

1. The design content of the project should be public welfare, operable, clear target and meet the needs of the community (excluding infrastructure projects).

2. The project should have a clear, complete and scientific budget, in line with the management measures for minimally invasive investment funds.

3. The service period of the project is 8 months, from April 2024 to December 2024, and the service arrangement will be reasonably designed to ensure that the service is completed on time within the cycle.
