On March 28, Changning District held the 2024 Long-term Care Insurance Pilot Work Conference and the "Specification for the Formulation of Long-term Care Home Care Care Plans in Changning District, Shanghai" and the "Specification for Home Care Needs Assessment in Changning District, Shanghai" Group Standard Conference, taking the lead in releasing four group standards for long-term care insurance in the city to promote the standardization and standardization of long-term care insurance.
Changning District has always insisted on promoting the high-quality development of long-term care insurance. In 2023, the Medical Insurance Bureau of Changning District will take the lead in realizing the "one-stop service" for long-term care insurance applications to improve the efficiency of government services, carry out the "one station, one product" activity for nursing institutions for the first time to explore and improve the connotation and characteristics of each service institution, and continue to hold the "Nursing Skills Competition" to improve the service level of nursing staff. Nearly 70 parent care insurance institutions in the district have formed a joint force to conscientiously implement various tasks of long-term care insurance, so that the feelings and satisfaction of more than 13,000 elderly people who enjoy long-term care insurance in Changning have been continuously improved.
In order to further improve the standardization system and standardize the relevant procedures of long-term care insurance within its jurisdiction, Changning District has issued four group standards: "Specifications for the Establishment and Management of Designated Assessment Institutions for Long-term Care Insurance Disability Levels in Changning District, Shanghai", "Operation Specifications for Disability Level Assessment of Long-term Care Insurance in Changning District, Shanghai", "Specifications for the Assessment of Home Care Needs for Long-term Care Insurance in Changning District, Shanghai", and "Specifications for the Formulation of Home Care Plans for Long-term Care Insurance in Changning District, Shanghai".
The Code for the Establishment and Management of Long-term Care Insurance Disability Level Designated Assessment Institutions in Changning District, Shanghai standardizes the basic requirements, facilities and equipment requirements for the establishment of long-term care insurance disability level designated assessment institutions (hereinafter referred to as "designated assessment institutions"), and provides normative guidance for the establishment and management of designated assessment institutions.
The "Operational Specifications for the Assessment of Disability Level of Long-term Care Insurance in Changning District, Shanghai" standardizes the staffing requirements, assessment procedures, on-site observation, information collection methods, and evaluation methods of long-term care insurance disability level assessment, and plays an effective role in guiding and supporting the formulation and management of care plans by designated nursing service institutions of long-term care insurance in Changning District.
The "Shanghai Changning District Long-term Care Insurance Home Care Needs Assessment Specification" regulates the principles and connotations of long-term care insurance home care needs assessment, and makes normative requirements for personnel, assessment content, assessment procedures, assessment implementation, information management and quality management.
The "Specification for the Formulation of Home Care Plan for Long-term Care Insurance in Changning District, Shanghai" regulates the basic requirements, plan content, formulation basis, formulation method, plan management and quality management and other related contents, so as to provide accurate and targeted nursing services for the elderly and disabled.
As the first urban area in Shanghai to formulate standards and specifications for long-term care insurance groups, Changning District has opened a precedent for the standardization of long-term care insurance home services in Shanghai. The formulation of standards and specifications for various groups of long-term care insurance has become a powerful measure for Changning District to accurately locate the service content of long-term care insurance and continuously optimize the management of long-term care insurance, which further provides a scientific management basis for nursing service institutions to carry out standardized construction.
In addition, the Changning District Medical Security Bureau has also simultaneously built an information system for the assessment of long-term care insurance home care needs and the formulation of plans, which is the first information system in Shanghai to provide a supporting information system that is connected with the standard supporting use, realizing the integration of the whole process of needs assessment and plan formulation. In the future, the use of information system will provide scientific support for data collection and traceability, work analysis and optimization, ensure that the long-term care insurance care plan has a basis, the nursing program has a program, and the results can be traced, so as to promote the high-quality development of the long-term care insurance pilot project in Changning District.
