Recently, the Zhejiang Provincial People's Government approved the delineation plan for the management and protection scope of three large-scale reservoirs managed by the energy industry, including Jinshuitan, Beachkeng and Hunan Town, marking that the delineation plan for the management and protection scope of all large-scale reservoirs in our province has been approved by the provincial government 100%.

Tankeng Reservoir

There are 34 large-scale reservoirs in our province, including 29 large-scale reservoirs managed by the water conservancy industry and 5 large-scale reservoirs managed by the energy industry. Large reservoirs have played a huge social, economic and ecological role in flood control, water supply, irrigation, power generation, ecology and other aspects, and have strongly supported the high-quality and sustainable development of our province's economy and society. By the end of 2020, the Zhejiang Provincial People's Government had approved the plan for the delineation of the management and protection scope of 29 large reservoirs managed by the water conservancy industry, including Qingshan, Hangzhou.

Qingshan Reservoir

On the basis of satisfying the tasks issued by the Ministry of Water Resources, the Provincial Department of Water Resources has successively issued the Notice on Effectively Doing a Good Job in the Management and Protection Scope of Large Power Station Reservoirs and Large and Medium-sized Reservoirs in Districted Cities (Zhejiang Water Pipe [2018] 34) and the Implementation Plan and Annual Plan for the Delineation of the Management and Protection Scope of Water Conservancy Projects in Zhejiang Province (2022-2024) (Zhejiang Water Transport Management [2022] No. 8), which is the management of the energy industry in Xin'an River, Fuchun River, Hunan Town, Jinshuitan, Five large reservoirs, including beach pits, have been managed and their protection areas have been delineated. Up to now, the Zhejiang Provincial People's Government has approved the plan for the management and protection of five large-scale reservoirs managed by the energy industry, including Xin'anjiang.

Xin'an River Reservoir

The delineation of the scope of reservoir management and protection is conducive to the establishment of a reservoir management and protection responsibility system with clear ownership and responsibility implementation, is conducive to promoting the registration of real estate ownership, and is conducive to strengthening the integration and openness of reservoir functions, which is of great significance for ensuring the safe operation of reservoirs and giving full play to their benefits.

The "Zhejiang Provincial Regulations on the Safety Management of Water Conservancy Projects" stipulates that the management scope of large reservoir areas shall be the area below the check flood level or the resettlement line of the reservoir area, and the management scope of large reservoir dams shall be the zone beyond the two ends of the dam (or bounded by the ridge line of the hill and the hill), and the zone within 100 to 300 meters outside the foot of the dam backwater; and the protection scope of large reservoirs shall be the zone within 50 to 100 meters outside the management area.

Hunan Town Reservoir

Within the scope of the management of large reservoirs, it is forbidden to pile up materials and dump soil, stone, slag, garbage, and other substances; it is forbidden to engage in land reclamation and fish explosion in reservoir areas; it is forbidden to engage in blasting, drilling wells, quarrying, extracting soil, digging sand, building kilns, digging ditches, and digging gaps, blocking water, and digging holes in water transmission channels or pipelines; it is forbidden to engage in the construction of buildings, structures, and other facilities that affect the operation of reservoirs and endanger reservoir safety; and it is forbidden to engage in other acts that affect the operation of reservoirs and endanger reservoir safety. Within the scope of reservoir protection, it is forbidden to engage in activities such as blasting, drilling wells, quarrying, taking soil, digging sand, and mining that affect the operation of water conservancy projects and endanger the safety of water conservancy projects.
