After the trial of the court, it was ascertained that Yang Moumou, the actual controller of Xinxing Electromechanical Industry and Trade Co., Ltd. and Xinjia Hotel, violated the relevant national regulations on urban and rural planning, construction and safety production, and in order to seek improper economic benefits, in the absence of legal construction procedures, hired unqualified personnel, built and rebuilt steel structure buildings in violation of laws and regulations, and obtained administrative licenses by fraud, and the safety responsibility was not implemented for a long time, which was the main reason for the accident.
