What is an "emergency responder"?
It refers to the volunteers who are established at the grassroots, the most rapid and the most direct in emergency rescue in various communities, enterprises and institutions. Before the arrival of the professional emergency rescue team, it can arrive at the scene of disasters, accidents and other emergencies as soon as possible, provide on-site emergency rescue, and carry out on-site guidance, self-rescue and mutual rescue, information reporting and other initial emergency treatment.
