Zhao Zhiguo, spokesman and chief engineer of the Ministry of Industry and Information Technology, said at the meeting that the development of new quality productivity is an inherent requirement and an important focus to promote high-quality development. From January to February this year, the added value of the high-tech manufacturing industry above designated size increased by 7.5% year-on-year, accelerating growth for three consecutive months, and new momentum and new advantages were continuously cultivated and expanded, injecting strong impetus into economic development. In the next step, the Ministry of Industry and Information Technology will make efforts in three aspects to promote the acceleration of the formation of new quality productivity:
The first is to accelerate the construction of a modern industrial system supported by advanced manufacturing. The first is to transform and upgrade traditional industries. We will continue to promote the implementation of technological transformation and upgrading projects in traditional industries, and promote the transformation of traditional industries to high-end, intelligent and green. The second is to consolidate and upgrade advantageous industries. Carry out quality improvement and brand building, and improve the quality and efficiency of industrial development with high-quality supply. From January to February this year, the output of smart phones, EMUs and other products achieved rapid growth. The third is to cultivate and expand emerging industries. Promote the healthy and orderly development of emerging industries such as the new generation of information technology, intelligent networked vehicles, aerospace, and biomanufacturing, and accelerate the development and large-scale application of the Beidou industry. At the same time, we will build future industries ahead of time.
The second is to focus on improving the ability of industrial scientific and technological innovation. Accelerate the development of artificial intelligence-enabled manufacturing represented by large models. This year, the "Artificial Intelligence +" action will be launched to promote the deep integration of artificial intelligence and the real economy, and promote artificial intelligence to empower new industrialization. Continuously optimize the innovation platform network. Accelerate the construction of modern pilot test capacity, and build a number of national manufacturing innovation centers and test verification platforms. Build a world-leading science and technology park and innovation highland. On the basis of the existing 178 national high-tech zones and 45 national advanced manufacturing clusters, this year will start the creation of a national new industrialization demonstration zone, carry out the cultivation and upgrading of advanced manufacturing clusters, and promote the national high-tech zone to play a greater role in the development of high technology, the realization of industrialization, and the acceleration of the formation of new quality productivity.
The third is to promote the deep integration of informatization and industrialization. At present, 5G applications are being promoted in the industrial field, and we will build infrastructure such as 5G and computing power moderately ahead of time to promote the large-scale application of the industrial Internet. At the same time, we will continue to promote the digital transformation of the manufacturing industry, actively build smart factories, implement special actions for digital empowerment of small and medium-sized enterprises, accelerate the empowerment of digital technology, and promote the development of the manufacturing industry towards digitalization, networking and intelligence.
In terms of promoting the sustained and steady growth of manufacturing investment, Zhao Zhiguo said that since the beginning of this year, the support for the development of the manufacturing industry has been increasing, the development trend of industrial upgrading is obvious, and the growth rate of manufacturing investment has accelerated, from January to February, manufacturing investment increased by 9.4% year-on-year, and the growth rate increased by 2.9 percentage points compared with last year. Among them, the investment in high-tech manufacturing increased by 10%, and the investment in technological transformation of manufacturing increased by 15.1% year-on-year.
In the next step, we will focus on a new round of large-scale equipment renewal to promote the sustained and stable growth of manufacturing investment, and accelerate the high-quality development of the manufacturing industry and promote new industrialization.
First, in accordance with the deployment of the State Council, focusing on promoting new industrialization, taking large-scale equipment renewal as the starting point, implementing technological transformation and upgrading projects in the manufacturing industry, focusing on digital transformation and green upgrading, and promoting the high-end, intelligent and green development of the manufacturing industry.
The second is to speed up the implementation of the major projects of the "14th Five-Year Plan" of the manufacturing industry, make every effort to promote the high-quality development of the key industrial chain of the manufacturing industry, carry out major technical equipment research projects in depth, focus on key areas, and break through a number of landmark equipment in three aspects: scientific research, industrialization and promotion and application;
The third is to accelerate the construction and development of new information infrastructure such as 5G, gigabit optical networks, and computing power. We will continue to improve the quality of network coverage in key regions and scenarios, optimize the backbone network architecture around national computing hub nodes, build high-speed computing power networks, deepen the enabling and supporting role of new information infrastructure in the digital transformation of the economy and society, and further consolidate and enhance the competitive advantage and leading position of the information and communication industry.
Fourth, guide financial institutions to increase capital investment in the manufacturing industry. Deepen the cooperation between industry and finance, strengthen cooperation with the financial management department, explore the linkage of "stocks, loans, debts and guarantees", and increase financial support for major strategies, key areas and weak links in the manufacturing industry. Expand the implementation of the "financial integration of science and technology industry" project, focus on biomanufacturing, artificial intelligence, digital technology, commercial aerospace, inland waterway vessels, low-altitude economy and other fields to explore early-stage hard science and technology projects, and guide financial capital, social capital, and industrial capital to continue to invest.
Regarding the operation of the mainland's industrial economy in the first two months, Zhao Zhiguo said that from January to February this year, the industrial economy continued to improve in the fourth quarter of last year, and the added value of industries above designated size increased by 7% year-on-year, achieving a good start.
From the perspective of industry, more than ninety percent of the industrial categories maintained growth. Among the 41 major industrial sectors, 39 added value increased year-on-year. The added value of the equipment manufacturing industry increased by 8.6% year-on-year, which played a significant role. The added value of the consumer goods manufacturing industry increased by 4.7% year-on-year, reversing the sluggish trend since April 2022. From a regional point of view, the leading role of large industrial provinces is obvious. Twenty-nine of the 31 provinces saw year-on-year growth. The 10 major industrial provinces all maintained growth, with Zhejiang, Guangdong and Jiangsu growing at more than 9.6%. Among the 20 major industrial cities, 15 have a growth rate exceeding the national average, and Dongguan and Shenzhen have achieved rapid growth driven by enterprises in the electronics industry, with growth rates of 20.2% and 13.5% respectively. From the perspective of products, the advantages in the field of new kinetic energy are outstanding. Nearly seventy percent of the output of major industrial products increased year-on-year. Some products in emerging industries maintained rapid growth, such as charging piles and monocrystalline silicon, with year-on-year increases of 41.8% and 65.5% respectively.
In the next step, the Ministry of Industry and Information Technology will continue to consolidate and strengthen the upward trend of the industrial economy, focusing on the following tasks:
First, steady growth. We will continue to do a good job in leading the growth of the ten key industries, and give full play to the role of major industrial provinces and cities as "pillars". Guide all localities to intensify efforts to stabilize growth, encourage the development of characteristic and advantageous industries in accordance with local conditions, and strengthen the basic plate of the industrial economy.
The second is to expand demand. In terms of investment, we will speed up the implementation of policies such as large-scale equipment renewal and implement technological transformation and upgrading projects in the manufacturing industry. In terms of consumption, we will continue to implement the "three products" action in the manufacturing industry to promote consumption upgrading through supply optimization, and actively explore new consumption growth points such as smart homes and domestic "trendy products". In terms of exports, we will seize opportunities such as the recovery of the global electronics industry and the rising demand for equipment, open up overseas markets, and expand the trade of intermediate goods.
The third is to cultivate kinetic energy. Accelerate the development of new quality productivity, promote the quality and upgrading of traditional industries, consolidate and enhance the competitiveness of key industries such as new energy vehicles and nuclear power equipment, promote technological innovation and large-scale development of emerging industries such as intelligent networked vehicles and new materials, and make forward-looking arrangements for future industries such as artificial intelligence and quantum technology.
Fourth, the environment is excellent. Promote the implementation of various preferential policies for enterprises, continue to promote the work of reducing the burden on enterprises, and help enterprises reduce costs and increase efficiency. Promote the high-level opening up of the manufacturing industry, and strive to create a market-oriented, law-based, and international first-class business environment.
