Policy interpretation of the "Guidelines for the Construction of Intelligent Standard System for Coal Mines".

In order to thoroughly implement the new energy security strategy of "four revolutions and one cooperation", implement the requirements of the "National Standardization Development Outline" and the "Guiding Opinions on Accelerating the Intelligent Development of Coal Mines" and "Several Opinions on Accelerating the Development of Energy Digitalization and Intelligence", accelerate the construction of an intelligent standard system for coal mines, and cultivate and develop new quality productivity, the National Energy Administration recently drafted and issued the "Guidelines for the Construction of Intelligent Standard System for Coal Mines" (hereinafter referred to as the "Construction Guidelines"). The relevant situation is interpreted as follows.

1. Drafting background

Coal mine intelligence is the technical support and urgent need for the high-quality development of the coal industry, and the coal mine intelligent standard system plays a fundamental and leading role in promoting the intelligent development of coal mines. The "National Standardization Development Outline" issued by the Party Central Committee and the State Council clearly states that it is necessary to accelerate the improvement of relevant standards around the needs of intelligent transformation in energy and other fields. The "Guiding Opinions on Accelerating the Intelligent Development of Coal Mines" (Fagai Energy [2020] No. 283) and the "Several Opinions on Accelerating the Development of Digital and Intelligent Energy Mining" (Guoneng Fa Science and Technology [2023] No. 27) and other documents have clarified the key tasks in the construction of intelligent standard system for coal mines. In order to further improve the level of intelligent coal mine construction and strengthen the top-level design of the intelligent coal mine standard system, the National Energy Administration has organized the drafting of the "Construction Guide" after extensive research and on the basis of fully listening to the opinions and suggestions of relevant parties, clarifying the framework and key construction content of the intelligent coal mine standard system, guiding the formulation and revision of relevant standards, and promoting the implementation of standards.

Second, the general requirements

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the new energy security strategy of "four revolutions and one cooperation", and follow the principles of overall planning, orderly implementation, solid foundation, innovation-driven, urgent use first, dynamic improvement, international integration, and open cooperation, so as to promote the deep integration of the new generation of information technology and the coal industry as the main line, formulate and improve relevant standards and specifications, and promote the establishment of a complete system, reasonable structure, cohesion and support, scientific and rigorous coal mine intelligent standard system.

The "Construction Guide" proposes that by 2025, a reasonable structure, clear level, clear classification, scientific and open coal mine intelligent standard system will be initially established to meet the basic needs of intelligent coal mine construction, and by 2030, the intelligent coal mine standard system will be basically perfected, and a relatively complete series of standards will be formed in the design, construction, production, management, operation and maintenance, evaluation and other links of intelligent coal mines.

Third, the main content

The "Construction Guide" focuses on building an intelligent coal mine standard system that adapts to the development trend of the industry, meets the requirements of technology iteration, and leads the industrial transformation and upgrading, comprehensively improves the level of intelligent coal mine construction, and comprehensively considers the construction cycle and system level of intelligent coal mines, mainly including five standard subsystems: basic general, information foundation, platform and software, production system and technical equipment, and operation and maintenance guarantee and management.

The basic general subsystem is the basis of other subsystems of the intelligent standard system of coal mines, and stipulates the basic common requirements in the field of intelligent coal mines, including four parts: basic standards, general standards, design standards and evaluation standards.

The information infrastructure subsystem stipulates the infrastructure required for information transmission and processing of the intelligent system of coal mines, including four parts: information network, data standard, data center and information security.

The platform and software subsystem stipulates the architecture, functional requirements, development and management involved in the carrier of the intelligent platform and application software of coal mines, including five parts: geographic information platform, intelligent management and control platform and coal industry software, data intelligent platform, algorithm intelligent platform and intelligent video system, and digital twin system.

The production system and technical equipment subsystem stipulates the design, manufacturing, functional requirements and testing of intelligent technical equipment and systems in coal mines, including three parts: intelligent systems and equipment for underground coal mines, intelligent systems and equipment for open-pit coal mines, and intelligent washing systems and equipment.

The operation and maintenance guarantee and management subsystem serves the key technical standards of intelligent coal mine construction, provides guarantee for the normal operation of equipment and systems, and stipulates the production, operation and management of intelligent coal mines, including operation and maintenance, equipment status maintenance, production management, and intelligent parks.

Fourth, organization and implementation

The National Energy Administration will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee of the Communist Party of China, thoroughly implement the decision-making and deployment of the Party Central Committee and the State Council on actively and steadily promoting carbon peak and carbon neutrality, promote the integrated development of intelligent technology and the coal industry, and solidly promote the construction of intelligent standard system for coal mines. The second is to strengthen professional support, organize the relevant standardization management institutions and standard committees of the coal industry to study and promote the formulation and revision of national standards, industry standards and group standards for intelligent coal mines; Scientific research institutions should speed up the collaborative innovation of intelligent technology in coal mines, promote the transformation and application of important scientific and technological achievements, and accelerate the two-way transformation of domestic and international standards; Fourth, increase publicity and implementation, combined with the construction of intelligent coal mine demonstration projects, strengthen the publicity and implementation of relevant standards, increase the publicity and training of relevant technical standards for intelligent coal mines, and support coal enterprises to promote the application of advanced technology standards according to local conditions.
