In order to thoroughly implement the national innovation-driven development strategy, enhance the province's scientific and technological innovation capabilities, and promote the formation of new quality productivity in our province, in accordance with the "Measures for the Management of Funds for Local Science and Technology Development Guided by the Central Government" (Caijiao [2023] No. 276) and other regulations, the relevant matters concerning the collection of local science and technology development fund reserves guided by the central government in 2024 and the establishment of project reserves are hereby notified as follows.
1. Overall goals and directions
The central government should guide the special projects of local science and technology development funds to adhere to the combination of national needs and Gansu's capabilities, focus on the implementation of major national strategies and the decisions and deployments of the Central Science and Technology Commission in Gansu, closely focus on the key tasks of the "Gansu Provincial Strong Science and Technology Action Implementation Plan (2022-2025)", pay attention to important key technical issues that support the high-quality development of various places, focus on cultivating new quality productivity, and strive to give full play to the Lanbai Self-created Zone, Lanbai Experimental Zone, High-tech zones and other innovation subject gathering areas to encourage project leaders to strengthen cooperation with the central government in Gansu, outside the province, the use of a combination of targeted solicitation and open solicitation, focusing on supporting major scientific and technological tasks, regional scientific and technological innovation system construction, scientific and technological innovation base construction, scientific and technological achievements transfer and transformation, free exploration of basic research and other five aspects of the project storage reserves.
Second, the key direction of the reserve project collection
(1) The direction of targeted solicitation
1. Reconstruction after the earthquake in Jishishan
Direction and content: Focusing on the post-disaster recovery and reconstruction of the 6.2 magnitude earthquake in Jishishan County, carry out research on key technologies for earthquake disaster prevention and ecological restoration.
Application requirements: 1 project in the key technology research of earthquake disaster prevention and ecological restoration recommended by Lanzhou University (Linxia Prefecture, Jishishan County and other related professional teams participated).
2. The provincial and ministerial departments jointly build the State Key Laboratory
(1) Research and development of key materials for nuclear-grade nickel-based superalloys
Direction and content: In view of the urgent demand of the mainland nuclear industry for high-performance nickel-based alloys, joint research is carried out on the design, preparation and application of nuclear-grade GH4169 materials urgently needed for additive manufacturing of new nuclear fuel assemblies, and the internal correlation mechanism between material alloy elements and printing properties, the microscopic texture and mechanical properties evolution law of materials undergoing complex thermal cycling under strong non-equilibrium conditions, A series of key scientific and technical issues, such as the mapping relationship between material composition and printing process and service performance, have formed key technologies and equipment for the design and preparation of high-performance nuclear-grade nickel-based superalloy materials and additive manufacturing, and provided theoretical and technical support for the domestic manufacturing and demonstration application of nuclear fuel assemblies in continental pressurized water reactors.
Application requirements: 1 project in the research and development of key materials of nuclear-grade nickel-based superalloys undertaken by the State Key Laboratory of Advanced Processing and Reutilization of Non-ferrous Metals jointly established by Lanzhou University of Technology is recommended by Lanzhou University of Technology.
(2) Research and development of key technologies for high-water efficiency precision agricultural production in Hexi Oasis irrigation area
Direction and content: In order to solve the problems of uneven spatial distribution of soil moisture content and low water use efficiency of agricultural production at the regional scale in the Oasis irrigation area of Hexi, the research and development of key technologies for high-water efficiency precision agricultural production were carried out in the aspects of large-scale and high-precision spatial soil moisture remote sensing image data acquisition, the construction of a collaborative mechanism model between soil moisture and remote sensing information, and the research and development of digital twin system and intelligent control platform for air-space-ground collaborative high-water-efficiency precision agricultural production.
Application requirements: Gansu Provincial Agricultural University recommended 1 project on the research and development of key technologies for high-water efficiency precision agricultural production in Hexi Oasis Irrigation Area undertaken by the State Key Laboratory of Arid Habitat Crop Science jointly established by the province and the ministry.
(2) The direction of public solicitation
1. Major scientific and technological tasks
Support the Central Science and Technology Commission's decision-making and deployment of major scientific and technological tasks that are mainly implemented by our province and require the support of the central government. Such projects shall be declared and reserved through targeted organization or free declaration immediately after the relevant work arrangements of the Central Science and Technology Commission are deployed.
2. Construction of regional scientific and technological innovation system
(1) Focus on supporting Lanzhou Baiyin National Independent Innovation Demonstration Zone, Lanbai Science and Technology Innovation and Reform Pilot Zone, National Innovation Cities (Counties, Districts), National University Science and Technology Park, National Science and Technology Business Incubator, National Record Maker Space, and various scientific and technological innovation entities in science and technology innovation areas and science and technology parks such as high-tech industrial development zones and agricultural science and technology parks at or above the provincial level, focusing on R&D activities in the fields of biomedicine, new energy, new materials, digital economy, green chemical industry, green metallurgy, and artificial intelligence.
(2) Focus on supporting scientific research projects led by high-quality R&D institutions, key laboratories, functional headquarters, leading enterprises, and innovation platforms at home and abroad that are newly introduced and landed in science and technology investment.
(3) Focus on supporting the implementation of the relevant plans for the construction of the Lanxi urban agglomeration and the Guanzhong Plain urban agglomeration, as well as the cross-regional scientific research cooperation projects carried out by the economic and social development cooperation strategic framework agreements (action plans) signed between our province and Sichuan, Chongqing, Hainan, Guangxi, Inner Mongolia, Zhejiang, Shaanxi, Xinjiang and Guangdong.
3. Construction of scientific and technological innovation bases
Focus on supporting provincial laboratories, provincial research centers, key laboratories, technology innovation centers, clinical medical research centers (including national central sub-centers), new R&D institutions and other scientific and technological innovation bases at or above the provincial level that have been newly identified (recorded) since 2021, and focus on the scientific and technological research and development projects carried out in the main research directions of the innovation base.
4. Transfer and transformation of scientific and technological achievements
(1) Industrial field: focus on science and technology to support the development of key industries, focus on supporting the development of new energy and new material industry technology, improve the level of high-end equipment manufacturing technology, and apply major key technology integration demonstration and transformation application projects in digital information technology.
(2) Agriculture: Focus on supporting major key technology integration demonstration and transformation and application projects in food security, germplasm resource innovation and new variety breeding, cultivated land quality improvement, comprehensive management of saline-alkali land, research and development of agricultural machinery and equipment, efficient germplasm management and standardized production innovation of crops, and intensive processing of agricultural products.
(3) In the field of social development: focus on supporting the integration demonstration and transformation and application projects of major key technologies in the transformation and development of preparations in traditional Chinese medicine hospitals, ecological planting of Chinese herbal medicines, protection and development and utilization of cultural relics, resource utilization and evaluation and testing of "three wastes".
5. Free exploration of basic research
Adhere to demand-oriented basic research, focus on supporting basic research and applied basic research that have a leading role in the economic and social development of our province, have obvious disciplinary advantages, and have distinctive disciplinary characteristics, so as to provide support for promoting the formation of new quality productivity in our province.
3. The amount of reserve project funds
The central government's guidance funds should fully reflect the guiding nature, and build a diversified capital investment system such as financial investment, unit self-raising, risk investment, and bank credit. In 2024, the central government will guide the local science and technology development funds issued to our province to support them in the form of prior subsidies.
(1) Targeted solicitation of projects
The declared funds for the targeted declaration and warehousing projects are 200-3 million yuan.
(2) Open solicitation of projects
The project support funds that are publicly declared and stored in the warehouse shall be declared with reference to the average support intensity of 2.12 million yuan in 2023 (the range of support intensity in 2023: 1 million yuan - 4 million yuan).
The ratio of the total amount of supporting self-raised funds to the total financial funds of the projects declared by enterprises shall not be less than 1:1, and the supporting materials of self-raised funds shall be provided, and the proportion of the total research and development expenses in the most recent fiscal year to the total income of the main business in the same period shall not be less than 3%; Each reporting unit must clarify the source of funds and provide a corresponding supporting fund commitment.
Fourth, the declaration conditions and requirements
The project leader, cooperating unit, project leader and project team members shall meet the following basic conditions:
(1) The lead unit of the project shall be a legal entity such as colleges and universities, scientific research institutions, enterprises and institutions with independent legal personality and registered in the province for one year (established before January 1, 2023). Administrative organs must not be the project undertaking unit or cooperative unit.
(2) Units undertaking research (unfinished) central guidance local science and technology development fund projects or major science and technology special projects in Gansu Province, and the proportion of completed acceptance of the expired projects is less than 75% shall not be declared.
(3) The same project can only be declared through a single recommendation unit, and multiple nominations are not allowed. The R&D personnel of the project undertaking unit, cooperative unit and project team have no record of bad social credit and scientific research dishonesty. The project undertaking unit should have a sound scientific and technological management system and a sound scientific and technological management system, and have the ability to support the implementation of the project and the ability to support supporting funds.
(4) The project leader should have a high academic level in the relevant technical field, be familiar with the domestic and foreign technology and market dynamics and development trends in the field, and have the organization, management and coordination skills required to complete the project. The person in charge of the project shall not apply for the local science and technology development fund project under the guidance of the central government, and shall not declare if he has reached the statutory retirement age during the project implementation period. Employees of administrative organs must not make declarations.
(5) For projects jointly declared by various units such as industry-university-research cooperation, a joint declaration agreement must be provided. For projects that belong to key support, relying on scientific and technological innovation bases at or above the provincial level (industrial technology research institutes, new R&D institutions) and various innovation carriers, corresponding corroborating materials must be provided. The above materials are submitted together with the application materials in the form of attachments.
5. Application and recommendation
(1) The method of declaration of reserve projects
The project declaration reserve shall be declared according to the existing provincial science and technology planning system application channel, and shall be filled in through the "Gansu Provincial Science and Technology Management Information System" (website is https://xm.gskeju.cn). In accordance with the prescribed format and requirements, the reporting unit shall fill in the project materials, budget arrangements and performance objectives in a realistic and reasonable manner, and shall be responsible for the authenticity of the data. Confidential projects must not be declared online.
(2) Recommendation of reserve projects
The project is recommended to be declared through the current provincial science and technology plan application channel according to the administrative affiliation or territorial relationship of the applicant unit. The project declared by the county (city, district) and city (state) subordinate units shall be preliminarily reviewed and recommended by the science and technology bureau of the county (city, district) and city (state) after soliciting the opinions of the financial department at the same level. Provincial units should be recommended to the Provincial Department of Science and Technology after the consent of the competent department. Other units shall apply for channels in accordance with the current provincial science and technology planning system.
After the deadline for recommendation, other types of project applications will not be accepted, except for targeted organization projects involving major investment promotion projects (science and technology investment), major scientific and technological tasks, and national platform construction projects.
(3) Review of the form of reserve projects
The reserve project will be reviewed in accordance with the "Gansu Provincial Science and Technology Plan Project Management Measures" and the implementation rules and basic conditions for declaration, and will enter the reserve project library after passing. If the formal review is not passed, the project recommendation unit and the reporting unit shall supplement the application materials within 5 working days, and if the application materials are not supplemented in time or the application materials are still not qualified after supplementing the application materials, they will not be put into the warehouse.
(4) The use of reserve items
The projects recommended by the recommending units and approved by the formal review shall be included in the reserve of special projects for the central government to guide local science and technology development funds. In 2024, the projects supported by the central government's guidance for local science and technology development funds will be selected from the project reserve, and will be arranged after the central guidance funds are issued, and no separate declaration notice will be issued.
(5) Time limit for warehousing declaration and business consultation telephone
The recommended time for project warehousing is until April 5, 2024. After the project recommended by each project recommendation unit is approved by the system, please print the paper declaration form (in duplicate) online before the recommendation deadline, and submit it to the Gansu Provincial Science and Technology Development Promotion Center (address: No. 533, Pingliang Road, Lanzhou City, contact: Su Qian, contact number: 15693050408). After the deadline for project warehousing recommendation, the application form will not be modified.

6. Other matters
The project refers to the project management of the Gansu Provincial Science and Technology Major Special Program. The project implementation period is 2 years, of which the performance completion rate in the first year is not less than 70%. Encourage provincial units, municipal and state science and technology bureaus and Lanzhou New Area Science and Technology Development Bureau and other recommended units to provide matching funds for the project, encourage cities and states to collaborate with innovative subjects inside and outside the province to tackle scientific and technological problems, and encourage joint research of industry, academia, research and application.
