Urban transportation, city appearance, sanitation, market management, old city renovation, house demolition and relocation issues, labor disputes, economic disputes, and the difficulties in the lives of employees of enterprises that have stopped production and semi-suspended production have triggered a large number of collective visits. The situation of mass petitions is becoming more and more serious, and deviant behaviors such as blocking doors and roads, demonstrations, etc., are becoming more and more intense.

In the face of an avalanche of letters and visits from the masses, the letter-writing and visiting cadres not only cannot retreat, but must rise to the occasion. People who have never done petition work, let alone receive petitions, see hundreds of petitioners shouting in mood swings, their legs and stomach cramp and tremble, and they can't walk. However, our petition cadres have to shout in front of the petitioners, report their names, and solve problems in a big way.

Li Yuliang, director of the Municipal Bureau of Letters and Visits, is a big man. In the face of the chaotic situation of many petition problems, he was shouting to strive for the first-class, and put forward the work idea of "uniting and working hard, striving for excellence, getting out of the trough, and reaching a new level", and was determined to strive for the first place in the province's assessment.

Straightforward people, manifested in the work situation, to several municipal party secretaries Wu Yedu, Liu Jiansheng, Dong Qiang, he asked for instructions at the time of work, push the door and enter. The three deputy members of the Municipal Bureau of Letters and Visits are good at their duties. Secretary General Chen of the municipal government arranged for all the rooms occupied by the investment company in the southeast corner of the municipal government to be vacated, and air conditioning was installed in each room for the Letters and Visits Bureau to receive visits. This is a very good thing to support the work of letters and visits. However, Chen proposed to keep two rooms for the secretaries-general of the city government to visit and use, but Li Yuliang did not do it, saying, "The secretary-general of your government is at the county level, and I am also at the county level. As a result, he ordered the petition cadres to bring back the tables and chairs that had been moved. What a good place to visit, I saw it lost.

Deputy Secretary-General Niu, who is in charge of letters and visits of the municipal party committee, once asked our bureau to report the situation of letters and visits directly to the city leaders and also to report to him. He has opinions on Li Yuliang's failure to report him, and often has disagreements with Li Yuliang at work. On one occasion, the city leaders decided to convene a city-wide meeting on letters and visits, and the Bureau of Letters and Visits began preparatory work. It happened that Li Yuliang's hometown of Cangzhou Xian County had an urgent matter and had to go back to his hometown to deal with it. Before leaving, he instructed me: "If I don't come back, the city's petition meeting will not be held." As soon as he left, Secretary-General Niu called me and assigned me a task: "Immediately prepare the materials for Secretary Dong's speech, and at the same time issue a notice to hold a city-wide petition meeting tomorrow." "I did it conscientiously according to Secretary General Niu's instructions, and the city's petition meeting was held as scheduled. Li Yuliang came back and lost his temper when he learned about it.

The straightforward Li Yuliang does not speak around the corner. Once, after receiving the superior leaders, he arranged to sing in the small song hall outside the east wall of the Handan Health School after dinner. In order not to reveal his identity, I introduced to the owner of the song hall that this was "our President Li and Manager Li", but he did not approve of it and immediately retorted: "Who is Manager Li? I am Director Li, or is it right!" He can't sing all five notes, but he loves to sing. The left hand grabbed the microphone and didn't let go, and the right arm swung emotionally and devotedly to sing endlessly. We asked the cabaret owner to find someone to accompany the singer, and the cabaret owner said, "I'm sorry, you're too late, and you found a girl to accompany you and she doesn't look good." Li Yuliang said indifferently: "The Letters and Visits Bureau has no money, so let's make do with it." Everyone laughed.

At that time, the Letters and Visits Bureau had tight funds and low expenses, and there were almost no decent hospitality meals. For dinner, Li Yuliang's favorite dish is peanuts; Smoking, Li Yuliang's favorite good cigarette is Shilin tobacco. After work, he gathered everyone together, ordered a few peanut-grade Lai, smoked Shilin cigarettes, drank a glass of Congtai wine, and threw the fatigue and troubles of the interview to the back of his mind, but he was also happy and happy.

I assist Director Li Yuliang in his work, and I can be regarded as a big housekeeper. There are thousands of lines on the top and a needle on the bottom, and I make arrangements and suggestions for the work assigned by the superiors one by one. I am accustomed to approving documents with clear tasks, clear responsible persons, and clear timeliness, and this has made Li Yuliang feel at ease and that everything will not fall underground.

At that time, the Municipal Bureau of Letters and Calls was in financial difficulties, and the finance department did not give any other money except for the "capitation fee" and limited normal office expenses. I worked for Li Yuliang as a staff officer and thought of several methods: Mainly with reference to the experience of other places, the Municipal Bureau of Letters and Visits issued a document (Han Xin Fa [1995] No. 7) on the implementation of the opinions on the rewards and punishments of the letter and visit deposit, stipulating that the county (city) and district letter and visit guarantee deposit is divided into two parts: the county finance and the individual. For the financial part, each county (city) and district shall pay according to the ratio of 1 yuan per 100 people of the total population, with a total of 8 or 60,000 yuan; For the individual part, the deputy in charge of the county, the director of the petition office, the deputy director, the section chief, and the petition cadre shall pay 100 yuan, 80 yuan, 60 yuan, 50 yuan, and 30 yuan respectively. Li Yuliang, a straightforward person, also boldly covered the sky, regardless of whether the city leaders were willing or not, let the city leaders take the lead in paying the deposit. He asked Liu Jiansheng, secretary of the municipal party committee, Zhao Luxiang, mayor, Dong Qiang, deputy secretary, Yang Jianguang, secretary general, and Zhang Youxiang, vice mayor, to pay 200 yuan each, and the director and deputy director of the Municipal Bureau of Letters and Visits, section-level cadres, and letters and visits cadres to pay 100 yuan, 80 yuan, 50 yuan, and 30 yuan each. If the central enterprises in Han only accept units, each of the eight large enterprises shall pay 5,000 yuan. The money is not much, but the big problem was solved at that time, and the reward and punishment measures stipulate that the top 3 counties in the comprehensive evaluation will be rewarded with 4,000 yuan, 3,000 yuan, and 2,000 yuan respectively, and the county that meets the standard will be awarded 1,000 yuan. A fine of 1,000 yuan for one failure to meet the standard will be doubled. The deposit paid by individual cadres is also linked to the evaluation, and the rewards and punishments are clear. Secondly, through hard work, the Municipal Bureau of Letters and Visits has set up a labor service company, and pays a management fee of 100,000 yuan to the bureau every year. It not only replenishes the office expenses, but also seeks some benefits for comrades. In order to alleviate the nervous feelings of the petition cadres, every year the bureau spends money to organize collective mountaineering activities, and every time Comrade Li Yuliang personally leads the team. On one occasion, when I went to Dengzhang Shiyan, I borrowed an old van from a foreign unit, and "opened the pot" on the way, and a few comrades sitting in front of me were in a hurry, and used buckets to lift the water car, lifted the engine cover, and added cold water to the engine as they walked, all the way to the destination. Climbing Zhangshi Rock, the mountain is high and the road is far away, and it takes 7 hours to go up and down the mountain. Climbed over the "big ladder", climbed the "small ladder", and then climbed the "Jade Emperor Peak" cliff, and seven warriors climbed to the top.

The combination of work and rest has enabled the petition cadres to forget the anxious impact of receiving visits. Share worries for the party and solve problems for the people. In the assessment of petition work, it has continuously ranked first in the province.

After the National Day in 1995, the building of the Handan City Family Planning Training Center, located on Fudong Street, was heard every day with the loud singing of petition cadres, "The motherland is inseparable from our line." This is a training class on the regulations on letters and visits organized by Li Yuliang to be organized by Li Yuliang for the participation of the city's petition cadres, and the music teacher invited to teach and sing this song before the class.

On 28 October 1995, Premier Li Peng issued the state's "Regulations on Letters and Visits," which was the first administrative regulation on letters and visits promulgated by the State Council in the 46 years since the founding of the People's Republic of China. Its promulgation and implementation is a major event in the history of petitions on the mainland, an important achievement in the building of socialist democracy and the legal system on the mainland, and a sign that the petitioning activities on the mainland have since embarked on the track of the rule of law. Before the promulgation of the national "Regulations on Letters and Visits", the "Regulations on Letters and Visits of Hebei Province" was implemented in the province on September 1, 1995 after being deliberated and adopted by the 15th meeting of the Standing Committee of the Eighth People's Congress of Hebei Province. The Provincial Party Committee, the Provincial People's Congress, and the Provincial Government have attached great importance to the study, publicity, and implementation of the two "Regulations on Letters and Visits," and have issued a special circular calling for the study, publicity, and implementation of the two "Regulations on Letters and Visits." Presided over by me, the Letters and Visits Bureau of our city held six training courses on the "Hebei Provincial Regulations on Letters and Visits" at the Handan Family Planning Training Center. A total of 653 people participated in the training, including cadres of letters and visits from counties (cities), districts, and units directly under the city, as well as directors of letters and visits offices of city and county departments. I am the main lecturer of this training, and the content of the lecture is mainly to introduce the background of the "Regulations": the issue of letters and visits is a comprehensive reflection of all aspects of the work of our province, but there are three main ones: first, the township and county responsibility system is not hard; Second, the construction of some grassroots organizations is weak and the work style of grassroots cadres is not correct; Third, there is a lack of legal system building. The provincial party committee demanded that in the future, the masses should only send representatives to Beijing to collectively petition the province, and that they were not allowed to form groups or even storm the organs, and that violators should be dealt with according to law. It is necessary to grasp the building of the legal system for letters and visits. The provincial "Regulations" were promulgated before the national "Regulations". The "Regulations" are divided into seven chapters and 33 articles, which clearly stipulate the rights and obligations of letter-writers and visitors, the institutions and personnel of letter-and-visit work, the scope of acceptance, the rules for handling them, and the rewards and punishments. The purpose of studying and implementing the "Regulations" is to gradually bring the petition work of governments at all levels, functional departments, and political and legal departments and the petition activities of the masses onto the track of legalization and standardization.

At the training class, I also convened a forum for the trainees, and the petition cadres who attended the meeting expressed their insights on the study and implementation of the "Regulations" and on doing a good job in the work of letters and visits. At that time, the directors of the letters and visits offices of several counties attended the forum, including Guo Hongshan of Qiu County, Guo Guifu of Wei County, Shen Fuhua of Ci County, Pei Jinmei of Handan County, and Rong Guisheng of the mining area. This training is the largest training in the history of our city's petitions. The training was both serious and lively, and enhanced the consciousness of all levels in implementing the regulations on letters and visits.

Immediately afterwards, I cooperated with Director Li to organize the largest publicity campaign in the history of the petition department. The Municipal Party Committee, the Municipal People's Congress, and the Municipal Government issued documents to make arrangements for studying, publicizing, and implementing the "Regulations on Letters and Visits." Dong Qiang, then deputy secretary of the Municipal Party Committee, Yang Jianguang, member of the Standing Committee of the Municipal Party Committee and Secretary-General, Jin Liwen, deputy mayor, and all the cadres of our bureau took to the streets to distribute more than 800 copies of the national "Regulations on Letters and Visits" and 2,000 leaflets. I drafted a briefing by Li Yuliang, director of the Municipal Bureau of Letters and Visits, to answer reporters' questions, and the newspaper and radio station officially published it. A video feature film entitled "Citizens and Petitions" was produced, which was repeatedly broadcast on city and county television stations. It has enabled the petitioning masses to know how to correctly exercise their democratic rights, how to petition in an orderly manner according to the law, and which behaviors are legitimate and which practices are wrong, thus reducing the number of indiscriminate visits, pestering petitions, troublesome petitions, and collective petitions at higher levels, standardizing the order of petitions by the masses, and maintaining social stability in our city.

From 24 May to 4 June 1996, Li Kaizhou, deputy head of Qiu County, and the director of the county Letters and Visits Office went to Henan Province with a delegation of Hebei Province to inspect the implementation of the system of petitioning by the masses step by step. In addition to listening to a comprehensive briefing by the Henan Provincial Bureau of Letters and Visits, the delegation also inspected the petition work in six cities, namely Zhengzhou, Luoyang, Nanyang, Luohe, Xuchang, and Kaifeng, and inspected the petition work in eight counties (cities) and districts, including Dengfeng City, Luoyang Old Town, Nanyang Neixiang County, Zhenping County, Luohe Linying County, Xuchang Weidu District, Yanling County, and Kaifeng Lankao County, as well as the petition work in six townships and towns of Dengfeng City, including Jiecheng Township, Ludian Town, Guanlin Town of Kaifeng City, Luohe Huangmiao Township, Xuchang Chenhuadian Township, and Malan Town. In order to do a good job in the investigation, Li Kaizhou, the deputy county magistrate of Qiu County, who usually likes to drink alcohol, restrained himself throughout the whole process, claiming that he would not drink alcohol but would not drink at all. Along the way, because he didn't drink and couldn't toast his counterparts in Henan, Wang Yongzhi, director of the Provincial Bureau of Letters and Visits, repeatedly lost his temper with him. After returning to Handan, Li Kaizhou angrily invited me to Qiu County for a drink, and he poured two large glasses in front of me to vent his anger, saying: "Director Zhang, in Henan, I am afraid of drinking and looking foreign, so I said all the way that I don't drink. Today, I'm Lulu really drinking. It's just the two of us, whoever doesn't finish drinking doesn't have a father", after speaking, he picked up the cup and drank it all, and I had to raise my glass and drink it dry when I saw this state. Since he had drunk too much alcohol somewhere else and came to meet me, he ran out and vomited that time.

Through this large-scale inspection of Henan Province, we have not only gained a relatively comprehensive understanding of the contents of the implementation of the system of petitioning by the masses step by step, but have also meticulously grasped the guiding ideology, work principles, work procedures, and supporting measures for the implementation of the system of petitioning by the masses step by step. The operating mechanism of Henan Province's step-by-step petition system can be summed up in five sentences: clear responsibilities, strict procedures, two-way promotion, mutual restraint, and systematic control. At that time, I brought back not only relevant documents, review articles, but also samples of two-way responsibility letters. Referring to the practice of Henan, I drafted the document of the Municipal Party Committee and the Municipal Government, "Trial Measures for the Implementation of Mass Petitioning by the Masses in Handan City", and issued the implementation rules and arrangements in the name of our bureau.

In order to promote the system of petitioning by the masses in the whole city, in addition to the high-standard city-wide petition conference attended by the main leaders of the municipal party committee and the municipal government, which was attended by the secretaries of the county (city) and district party committees, and the meeting of the directors of the 19 county (city) and district petition bureaus to make arrangements and arrangements, the main thing was to grasp the unique "Jingnianghu training meeting".

In late July 1997, the bureau arranged for me to hold a large-scale training course on the implementation of the system of letters and visits by the masses at the Jingnianghu Guest House in Wu'an City. The training was divided into 5 phases, with more than 100 people in each period. More than 500 full-time petition cadres and deputy township supervisors from the city's city and county party and government organs, enterprises and institutions participated in the training.

The training is given by the officers of the Bureau. Li Yuliang made a mobilization speech, and Hao Zhonghe and I talked about the system of letters and visits at each level, stressing that the six procedures of reception, acceptance, signing of the "agreement," investigation and punishment, meeting with petitioners, and issuing opinions must be carried out for initial visits. Wu Changtai talked about township-level handling, Zhao Changchun talked about materials, Li Wenlong and Huang Jinxiu talked about handling letters and handling cases respectively, and Xu Hongjian talked about civilized reception. The three counties of Linzhang, Handan, and Jize respectively talked about their experiences.

Training is not entertainment.

Jingniang Lake is located in the northwest of Handan City, 60 kilometers northwest of Wu'an City, in the territory of Jiaoxuan Water Township, the upper reaches of the Beiwei River, the eastern foot of Taihang Mountain, the whole lake is inverted "human" shape, the total area of the scenic spot is 18.5 square kilometers, the water tour area is 1.782 million square meters, the total water storage is 32.08 million cubic meters, the average water depth is 40 meters, known as the beauty of the pearl of Taihang.

When night falls, Taihang Mountain is the curtain, and the dam platform is a natural stage. The stars twinkled in the sky, and the ground was brightly lit. Song Guangyao, the director of the case, began to preside over the theatrical evening. The leisurely and humorous hosting and performance attracted the villagers from three towns and five miles to come over to see the excitement. In the next few years, the people in the Jingniang Lake area still talked about the "host fat man" with relish.

Each training period is a week, on Thursday we were organized to climb the Motianling behind Changshou Village, Huoshui Township, Wu'an City, and visit Huangya Cave in Licheng County, Shanxi Province, the holy land of the revolution, on the weekend, so that the training was both united and tense and serious and lively.

One Thursday, the students climbed the peak of Motianling, passed through the Junji Pass (a section of ancient city wall) at the junction of Shanxi and Hebei, and climbed to the top of Motianling to worship in front of the small temple on the top of the mountain. According to the villagers who led the way, this small temple is more spiritual, and there is a deputy township chief in Shanxi who kowtowed to ask for an official, and went back to be promoted to become the head of the township. One of the trainees, a female compatriot in a tax suit, believed it and kowtowed respectfully, but suddenly sprained her foot while descending the mountain. She was a big fat man, her ankle was swollen like a bun, and her feet hurt so much that she couldn't take a step.

In front of you is a cliff and a small path, and if you are not careful, you will fall off the cliff.

At this critical moment, more than a dozen students from different counties and districts stepped forward to form a rescue team. Everyone took turns to support, supporting, lifting, and carefully moving the wounded, and they forced her down the mountain step by step. The scene of the group rescue was very touching, and I praised the students who participated in the rescue at the pre-class evaluation meeting.

Later, the Municipal Bureau of Letters and Visits grasped two promotion pilots, one in Qiu County and the other in Fengfeng Mining Area, and made significant progress. In July, we held an on-site meeting on the implementation of step-by-step petitioning in Liangerzhuang Township, Qiu County, and in September, we popularized Qiu County's experience of "Strict Procedures, Standardized Management, Establishing and Improving 'Six Books, Two Books and One Volume', and Implementing the One-Step Handling of Initial Petitions" at the city's petition work conference, which achieved good results and the city's petition order began to improve.
