The site of the Shichao incident is located in Shichao Village, Yangxing Township, Yangqu County, covering an area of 200 square meters. In March 1942, in order to implement the instructions of the county party committee on the work against the enemy, Zhao Fengyuan, secretary of the 2nd district party committee of the Yu (county) Yangqu) committee, Meng Peiyuan, deputy secretary of the district party committee, and Gao Shan, the head of the district, and other 7 comrades moved from Pangjiazhuang to Shichao Village for a meeting. Zhao Fengyuan, Meng Peiyuan, Gao Shan and other district and county cadres died heroically when they broke through.
After the Shichao Incident, Shichao Village became a key village for the Japanese army to implement the Sanguang Policy. In about a year, the Japanese troops stationed in Wenchuan carried out more than 10 "sweeps" in Shichao Village, killing 33 anti-Japanese soldiers and civilians. In April 1943, the anti-Japanese democratic government of the Yuyang County Party Committee held a memorial meeting for the martyrs in Shichao Village, in order to commemorate the revolutionary martyrs and the victims, the Shichao Village Office erected a stone tablet at the entrance of the village that "the martyrs of the dead are immortal", and engraved the names of the 33 victims on the stone tablet.
