According to the notice, in accordance with the "Product Quality Law of the People's Republic of China", "Interim Measures for the Administration of Product Quality Supervision and Random Inspection", "Guangdong Provincial Product Quality Supervision Regulations" and other relevant provisions, the Guangdong Provincial Market Supervision and Administration Bureau carried out the 2020 Guangdong Provincial Building Materials Product Quality Supervision and Random Inspection, sampling and inspection technical services by the Guangzhou Institute of Quality Supervision and Testing, Guangdong Meizhou Quality Measurement Supervision and Testing Institute, Guangdong Qingyuan Quality Measurement Supervision and Testing Institute, Guangdong Guangye Testing Co., Ltd., Guangdong Product Quality Supervision and Inspection Research Institute and Foshan Quality Measurement Supervision and Testing Center undertake. The relevant information is as follows:

According to the "Guangdong Province Building Materials Product Quality Supervision and Spot Check Implementation Rules", a total of 568 enterprises produced building waterproofing membranes, hot-rolled ribbed steel bars for reinforced concrete, hot-rolled round steel bars, cold-rolled ribbed steel bars, autoclaved aerated concrete blocks, cement, welded steel pipes (including steel pipes for construction, stainless steel welded steel pipes), adhesives, wood-based panels, plastic pipe fittings and other 10 categories of 864 building materials product quality supervision and random inspection, involving Dongguan, Foshan, Guangzhou, Heyuan, Huizhou, Jiangmen, Guangdong Province, Dongguan, Foshan, Guangzhou, Heyuan, Huizhou, Jiangmen, Jieyang, Maoming, Meizhou, Qingyuan, Shantou, Shanwei, Shaoguan, Shenzhen, Yangjiang, Yunfu, Zhanjiang, Zhaoqing, Zhongshan, Zhuhai and other 20 prefectures and cities and Shanghai, Guangxi, Zhejiang and other 3 provinces (autonomous regions, municipalities directly under the central government).

This spot check focuses on soluble content, tensile properties, nail rod tear strength, impact resistance, high cross ribs, rib spacing, weight deviation, metallographic, surface marking, diameter allowable deviation, non-roundness, carbon, silicon, manganese, phosphorus, sulfur, compressive strength, dry density, thermal conductivity (dry state), frost resistance, radionuclide limit, sulfur trioxide, magnesium oxide, burn loss, total volatile organic compounds, non-volatile content, viscosity, tensile shear strength, light fastness, formaldehyde release, longitudinal retraction, 123 items, including the impact of the simple support beam, were inspected. After inspection, it was found that 69 products produced by 60 enterprises were unqualified. The unqualified items mainly include: "low tenderness", "heat aging (low tenderness)", "surface marking", "radionuclide limit", "dry density", "thermal conductivity", "compressive strength", "frost resistance", "chloride ion", "tensile strength", "outer diameter", "tensile modulus", "compressive shear strength", "total volatile organic compounds", "formaldehyde release", "gluing strength", "static curvature strength", "impregnation stripping performance", "gluing strength", "water absorption thickness expansion rate", "light fastness", "rhabdomy elastic modulus", "compressive performance". Impact performance", "density", "tensile yield strength", "falling hammer impact test", "hydrostatic strength", etc. The list of non-conforming products is shown in the annex.

For the producers and sellers of unqualified products found in this spot check, the Guangdong Provincial Market Supervision and Administration Bureau will instruct the relevant prefecture and municipal market supervision and administration bureaus to do a good job in post-processing in accordance with the provisions of the "Product Quality Law of the People's Republic of China", the "Interim Measures for the Administration of Product Quality Supervision and Random Inspection" and other provisions, as well as the relevant provisions of the State Administration for Market Supervision and Administration and the Guangdong Provincial Market Supervision and Administration Bureau on supervision and spot checks. The first is to order producers to stop producing and selling the same supervision of the overall product, to comprehensively clean up the inventory products, to correct the products that have been sold within a time limit and to take the initiative to publish relevant information; the second is to notify the sellers of the same product in the province to stop selling or dispose of the same supervision of the overall product according to law; the third is that the products to be re-listed and sold after rectification need to be replaced by product packaging or make product qualification commitment labels; fourth, the market supervision and management departments carry out regular tracking and spot checks on products that are promised to rectify and pass Fifth, supervise and spot check unqualified products and their producers and sellers into the quality supervision credit archives, and implement classified credit supervision. The nominal production units and relevant sellers of the unqualified products involved in the notice shall implement the main responsibility for product quality and safety in accordance with the law within 15 days from the date of the issuance of this notice, organize production in strict accordance with the standards, take the initiative to remove the shelves or other measures to dispose of the unqualified products in accordance with the law, maintain product quality and safety, protect the legitimate rights and interests of consumers, and report the disposal to the market supervision department.
