In order to ensure that the people of the county have a peaceful and safe festival, and encourage the masses to actively report the clues of fireworks and firecrackers, it is decided that from now until February 29, 2024, the illegal acts of fireworks and firecrackers will be reported with rewards in the county, and the illegal production, transportation, operation and storage of fireworks and firecrackers will be strictly and quickly cracked down on in accordance with the law.
1. Scope of reporting
Any unit or individual has the right to report any of the following illegal acts within the scope of Menglian County:
(A) unlicensed, unlicensed sale of fireworks, illegal storage of fireworks;
(B) in violation of the regulations on the management of fireworks and firecrackers, the sale of counterfeit and shoddy and substandard fireworks;
(3) Violating the regulations on the management of fireworks and firecrackers, storing and transporting exceeding, prohibited, professional fireworks products or illegal products;
(D) in violation of the regulations on the management of fireworks and firecrackers, resulting in fireworks and firecrackers management safety hazards;
(5) Illegally producing, transporting, operating, and storing finished and semi-finished fireworks and firecrackers and raw materials (black powder, pyrotechnic powder, ignition wire, potassium chlorate, potassium perchlorate, aluminum-magnesium alloy powder, aluminum powder, sulfur, etc.);
(6) Providing fireworks and firecrackers raw materials and production equipment to illegal producers or reselling finished fireworks and semi-finished products produced by illegal producers;
(7) Renting or lending houses or other buildings to others to engage in illegal production, operation and storage of fireworks.
(8) Other illegal production, transportation, operation and storage of fireworks and firecrackers.
2. Methods of reporting
If you find illegal production, transportation, operation and storage of fireworks and firecrackers within the scope of Menglian County, you can call "110" or the Menglian County Emergency Management Bureau 0879-8722299 to report it.
3. Reward requirements
If the following three conditions are met at the same time, it will be deemed to be a valid report and the whistleblower will be rewarded; otherwise, no reward will be given.
(1) The informant shall provide detailed information on the report, including the time and place of the illegal conduct and the specific relevant information of the person (unit) being reported, and when necessary, provide relevant pictures and videos and other supporting materials;
(2) Implement a reward system for the first report, where only the first informant is rewarded for the same reporting lead, and the order of reporting is to be determined in accordance with the time when the organ receiving the report first registers the reporting lead, and where the first informant is a joint report by two or more people, it is regarded as the same report, and only the same report is rewarded, and the bonus is to be distributed by the joint informant;
(3) The illegal conduct reported by the informant is not discovered by the public security, emergency response and other departments, and is verified to be true.
Fourth, the award standard
(1) Where the total value (calculated according to market prices) of illegally produced fireworks and firecrackers, semi-finished products, raw materials, pyrotechnics, and other items involved in the case is less than 10,000 yuan, the informant is to be rewarded with 1,000 RMB; where the total value of the items involved in the case is between 10,000 and 50,000 RMB (including 50,000 RMB), the informant is to be rewarded with 3,000 RMB; and where the total value of the items involved in the case exceeds 50,000 RMB, the informant is to be rewarded with a maximum of 5,000 RMB.
(2) If the total value of the illegal operation and storage of fireworks and firecrackers (calculated according to the market price) is less than 10,000 yuan, the whistleblower shall be rewarded with 1,000 yuan; if the total product value is between 10,000 and 50,000 yuan (including 50,000 yuan), the whistleblower shall be rewarded with 3,000 yuan; and if the total value of the product exceeds 50,000 yuan, the whistleblower shall be rewarded with a maximum of 5,000 yuan.
(3) Where the illegal transportation of fireworks and firecrackers products is reported, and the relevant departments jointly investigate and verify, the whistleblower will be rewarded with 500 yuan to 3,000 yuan depending on the situation.
5. Reward Procedures
Within 5 working days after the clues reported by the whistleblower are verified to be true and completed, the Menglian County Emergency Management Bureau shall inform the whistleblower of the reward decision and strictly keep the whistleblower confidential. The whistleblower must collect the reward at the designated place with his or her valid ID card within 15 days of receiving the reward notice. If it is not collected within the time limit, it will be deemed to be automatically abandoned.
6. Encourage the initiative to stop illegal acts
Illegal production, transportation, operation, and storage of finished products, semi-finished products and raw materials of fireworks and firecrackers, seriously endangering the safety of people's lives and property, is an illegal and criminal act. Those who take the initiative to explain the situation to the emergency and public security departments (you can also call the reporting phone to explain the situation), and immediately stop the illegal acts, hand over illegal fireworks and firecrackers finished products, semi-finished products and raw materials, and do not cause social harm, will be exempted from punishment in accordance with the law.
7. This notice shall be implemented from the date of issuance and shall be interpreted by the Menglian County Emergency Management Bureau.
