In order to effectively do a good job in the prevention and response to low-temperature, rain, snow and freezing disasters before and after the Spring Festival, with the consent of the Party Central Committee and the State Council, the relevant matters are hereby notified as follows.
1. Earnestly improve political standing. All localities and relevant departments should thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on disaster prevention, mitigation and relief and low-temperature rain, snow and freezing disaster prevention and response, in accordance with the decisions and deployments of the Party Central Committee and the State Council, adhere to the supremacy of the people and the supremacy of life, fully understand the characteristics of large-scale low-temperature rain, snow and freezing disasters involving many industries and departments, long chain of secondary derivative disasters, and great impact on the economy and society, and firmly establish bottom-line thinking. 5. Ensure the normal operation of production and life order.
