On January 19, at the home of Xia Yupo, a resident of Cuiyinting Community, Luohe Community, Rongdong District, Xiong'an New District, he pointed to the fan silencing pipe on the roof of the opposite building and said, "If you have something to do with the community, it works!"

Behind the "effectiveness" is the efficient operation of the working mechanism of the "One Call and Joint Response" joint conference. The mechanism focuses on the problems and demands reflected by the masses, and builds a grassroots governance system with multi-channel demand expression, multi-subject participation, and multi-department linkage, so as to respond to the demands of the masses in a timely manner and jointly solve the problems of the masses.

Rongdong Area is the first concentrated built-up area in Xiong'an New Area, and the residents of the area are mainly returnees, and the northern resettlement area involves 19 communities, 95 communities, and 64,000 people. "In the early days of moving in, the relocated people were not familiar with the new environment, and they did not know who to find to solve problems such as water outages and heating supply in their lives. The person in charge of the Community Construction Department of the Rongdong Management Committee said that for this reason, they took the lead and tried to implement this working mechanism to listen to the voices of the people, solve the people's worries, and warm the hearts of the people.

After the problem was reflected, in less than 10 days, the project management unit installed the fan silencing pipe in place, and I was no longer afraid of being woken up by the noise when I went to bed in the morning. Xia Yupo is very satisfied with the speed and effectiveness of the problem solving in the Luohe community.

Strengthen the leadership of party building, integrate the comprehensive law enforcement department, Xiong'an Group, project management units and other parties to participate in the grassroots modern governance, and set up 19 community party branches, 65 grid party branches, and 4 industry temporary party branches, realizing the integration of resources, sorting and linkage, and gathering the joint force of linkage to solve problems.

Give full play to the role of the three-level grid governance system of "community-community (building)-building", give priority to the selection of building door chiefs from the party member team, and select the best among the building door chiefs to serve as people's mediators, give full play to the joint force of mass prevention and treatment, and vigorously promote the problem to be solved "at the time" and "locally".

In order to understand the demands of the masses in a timely manner, the communities in Rongdong District carried out in-depth "big visits" activities, in which community workers, building door chiefs, and property stewards collected residents' opinions and suggestions, established a list of problems and needs, and solved them one by one, so as to promote the transformation from "responding to calls" to "responding before calling".

It turned out that Ma Chunlin, a resident of Cuixiuting Building 1, needed a wheelchair for daily travel, but the threshold from the unit building to the underground garage was too high to make it inconvenient to travel. After learning about this situation during the "big visit", the community staff included his appeal in the list of problems and needs, and coordinated with the property management company to install a mobile threshold ramp mat for him.

"In the past, when my mother was in the car to the hospital for follow-up appointments, I had to find someone to carry her to the car with me. Now, I can push her straight to the underground garage to get in the car. Ma Chunlin said that when there are difficulties to tell the community, they always think of solutions, not perfunctory or procrastinating.

In the view of the secretary of the general party branch of Luohe community, the "big visit" activity is not only conducive to discovering and solving problems, but also shortening the distance between the community and residents.

"They won't pay for electricity, they help pay for it, and if the heating is not hot, they help solve it...... I have no children and no daughters, and the comrades in the community are my family. Huai Tongshui, a resident of Yueboting, said that living "upstairs" is more convenient and reassuring than living in the village.

Huaitong's peace of mind comes from the "cloud guard" of Rongdong District. Each community uses the smart community platform to carry out "cloud guarding" for the elderly living alone in the jurisdiction, and once they receive the reminder of abnormal water use for the elderly living alone pushed by the platform, they will immediately send staff to contact the elderly by phone or door-to-door visit to protect the safety of the elderly.

"In the next step, we will further optimize the 'one-call joint response' joint meeting system, create a new model of 'grid + digital' community governance, accurately solve the problems of the masses, and make residents' lives here more comfortable.
