In 2023, the comprehensive law enforcement work of the ecological environment in Hantai District will focus on fighting the tough battle of pollution prevention and control, promoting green and low-carbon development, and solidly promoting the construction of ecological civilization.
Highlight the key points of environmental law enforcement, and continue to fight the three major defense battles
Strengthen the daily law enforcement and supervision of the cement, brick and tile, and commercial concrete industries, formulate the "Work Plan for the Remediation of Volatile Organic Compound Pollution in Industrial Enterprises in Hantai District", inspect more than 280 industrial enterprises and more than 170 automobile repair industries, and investigate and deal with a total of 33 problems of various kinds. More than 120 gas stations were inspected, and 7 hidden problems were found and rectified. The joint traffic police department carried out 21 road inspections and road inspections, and a total of 1,266 vehicles were inspected. More than 240 companies have improved the list of emergency emission reductions for heavily polluted days, supervised and guided 3 gas-related enterprises to implement upgrading and transformation, 7 enterprises have formulated staggered production plans, completed the demolition and transformation of 3 coal-fired boilers, and carried out 18 boiler law enforcement monitoring. A total of 110 sewage outlets of the main inflow of the Han River were investigated, and the "Work Plan for the Remediation of the Sewage Outlets of the Main Inflow of the Han River in Hantai District" was formulated, and the annual remediation tasks of 7 sewage outlets in the jurisdiction were completed. A special investigation of hidden dangers was carried out in three drinking water sources in the region. Supervise and urge the two key soil supervision units to prepare self-monitoring plans and complete soil and groundwater monitoring. Organized and carried out special law enforcement inspections of enterprises involved in cadmium and other heavy metal emissions.
Strengthen the supervision of hazardous waste radiation and improve the level of environmental standard management
The "Notice on Further Standardizing the Environmental Management of Hazardous Waste" was formulated and issued, urging 4 hazardous disposal units to complete the construction of a dual prevention mechanism, guiding more than 60 medical waste units to complete data filling in the solid waste system, and implementing the management of electronic bills for medical waste transfer on schedule. The standardized assessment compliance rate and safe disposal rate of hazardous waste generating and business units in the jurisdiction have reached 100%. The "Emergency Plan for Radiation Accidents in Hantai District" and the "Emergency Plan for Radiation Accidents in Hantai Branch" were revised and reported in a timely manner. Focus on carrying out radiation safety management law enforcement inspections on six nuclear technology utilization units, and supervise one company to timely and safely store one idle and discarded radioactive source.
Carry out the "sword to control pollution" action, and build a pattern of joint management
Jointly formulated the "2023 Sword Pollution Control Special Action Plan of Hantai District", prepared to hold a special action promotion meeting and joint meeting in the whole district, organized member units to inspect 5 environmental protection testing institutions and online facility operation and maintenance units, and issued a "Joint Law Enforcement Rectification Notice" to 4 units. The six joint departments issued the "Notice on the Work Plan for Joint Law Enforcement and Inspection of Ecological and Environmental Protection in Qinling Mountains in 2023", and took the lead in organizing and carrying out joint law enforcement inspections twice. We have carried out 4 times of "looking back" on the rectification of outstanding problems in ecological protection in the Qinling Mountains, and found 4 clues of suspected problems in the Qinling region.
Strict management of pollutant discharge permits, and the implementation of the environmental impact assessment system
Focus on the region's 95 key pollutant discharge permit and simplified management enterprises and more than 380 registered enterprises to carry out special law enforcement inspections, for the failure to record the ledger as required and other four aspects of the problem ordered to immediately rectify. Since 2020, on-site inspections have been carried out on 110 construction projects, 4 illegal acts involving environmental impact assessment have been filed and punished, and 2 enterprises have been guided to fill in and register pollutant discharge permits. More than 50 enterprises have been organized to carry out the evaluation of the effect of independent acceptance of environmental protection of construction projects, the filing of environmental impact registration forms, spot check and evaluation, and the quality audit of pollutant discharge permit implementation reports.
Strengthen environmental law enforcement and crack down on environmental violations
We have continuously deepened large-scale law enforcement training activities, and actively carried out 15 special law enforcement and cross-law enforcement inspections of various kinds. Conscientiously implement the management of the positive list of ecological environmental supervision and law enforcement, and the supervision work of "double random, one open" has been rated as excellent in the whole region for two consecutive years. Since 2023, a total of more than 3,030 law enforcement officers have been dispatched, more than 1,080 enterprises have been inspected, 74 decisions have been issued ordering corrections of illegal acts, 17 cases have been filed and punished, 4 cases have been sealed and seized, 3 cases have been transferred to the public security, and 1 person has been detained. There have been no administrative reconsideration or litigation cases. 3 typical cases were reported. The data networking rate of key pollutant discharge units, the self-monitoring information publication rate of licensed enterprises, the completion rate of self-monitoring programs, and the data networking rate have all reached 100%.
Strictly adhere to the line of defense against safety risks, and do a good job in environmental petitions and stability maintenance
Establish an environmental risk list and hidden danger investigation ledger for key units involved in hazardous chemicals and oil storage in the jurisdiction. Strengthen special inspections of hazardous chemicals transportation channels, and reserve and replenish emergency rescue materials in a timely manner. Supervise and urge 62 enterprises to complete the filing of emergency plans for environmental emergencies, and jointly carry out emergency drills for environmental emergencies and flood control with 2 units, and no sudden environmental pollution incidents and ecological damage incidents have occurred. Timely and properly handled petition matters in the field of ecology and environment, and handled a total of 372 petition complaints throughout the year, a year-on-year decrease of 19%, with a completion rate of 100%, a public satisfaction rate of more than 98%, and no mass petitioning incidents. In February 2023, the Hantai Brigade won the honorary title of Advanced Collective for the District Government Affairs Hotline Work of "Changing Work Style, Stabilizing Economic Growth, Excellent Service, and Strengthening Market Entities", and was commended and rewarded by the District Party Committee and the District Government.
