On January 22, 1949, Fu Zuoyi signed the "Agreement on the Peaceful Settlement of the Beiping Issue" and led more than 200,000 troops to accept the reorganization of our party. The peaceful liberation of Peking saved the thousand-year-old city from the flames of war, created the "Beiping model", and wrote a glorious chapter in the history of the Chinese revolution. In this process, our party's hidden front carried out political efforts against Fu Zuoyi through various channels, especially the "red agents" who went deep into the enemy camp and lurked around Fu, and made indelible historical contributions to promoting Fu Zuoyi to adhere to the national righteousness and choose the road of peace.

Yan Youwen joined the Communist Party of China in 1938 and worked in Fu Zuoyi's department for a long time, serving as Fu Zuoyi's private secretary as the deputy director of the Major General Office of the North China "Suppression General" Office. With his dedication and outstanding talent, Yan Youwen won the trust of Fu Zuoyi and was "the only person who knows his heart" in Fu's eyes.
After Beiping was surrounded by the People's Liberation Army, Fu Zuoyi was full of contradictions in his heart and it was difficult to make up his mind. In his capacity as secretary, Yan Youwen read the articles on the revolution and the current situation in the newspaper to Fu Zuoyi, explained the relevant policies of our party on "meritorious service and atonement for crimes", and expressed great righteousness to Fu Zuoyi: "If we start a war, the ancient city of Beiping will definitely be seriously damaged, and we ourselves will be crushed to pieces, and we will be scolded by the people." "We are not the descendants of the Chiang family, and we have lost the whole of North China, if we go to him, will he spare us?" Fu Zuoyi's thinking gradually loosened, accepted Yan's suggestion, and appointed him as a member of the negotiation delegation to directly participate in the peace talks.

Ji Chaoding was a well-known "economic expert" and "American expert" of the Nationalist Government, a fellow villager of Fu Zuoyi in Shanxi, and was the director of the Economic Department of the "General Suppression" in North China at that time, and was deeply relied on by Fu. His other identity is a member of the Chinese Communist Party and an intelligence officer of the Central Intelligence Department personally dispatched by Zhou Enlai.
Fu Zuoyi lost his ground in advancing and retreating under the pressure of a large army, and knew that it was not feasible to retreat to Sui in the west and Jiangnan in the south, but he still had extravagant hopes for US aid, and tried in vain to "rely on US aid to gain time and wait for the situation to evolve." Under the command of the CPC Central Committee, every time Ji Chaoding attended the core meeting of Fu Zuoyi's headquarters, he stressed to Fu and his senior generals that US aid would not come, and it was even more unlikely that the Third World War would start, thus cutting off their illusions about the United States.

Liu Houtong and Fu Zuoyi were fellow villagers, teachers and students, and they were the general counselors of North China's "General Suppression" at the time, and Fu Zuoyi regarded them as close friends, think tanks, and "people who can really talk to Fu Zuoyi". In 1948, under the mobilization of the party organization, he participated in the struggle for Fu Zuoyi.
In October 1948, Liu Houtong accepted the invitation of the underground party of the Communist Party of China and made a special trip from Tianjin to Beiping, where he lived in North China to "suppress the general government" and directly persuaded Fu Zuoyi politically. Liu Houtong actively urged Fu Zuoyi to revolt, and in his 85 days in Beiping, he interviewed Fu Zuoyi 34 times, the longest of which lasted 10 hours. From helping Fu Zuoyi to understand the situation clearly, to unloading his psychological baggage, from making up his mind to hold peace talks, to showing sincerity in peace talks, Liu Houtong facilitated three peace talks between the two sides, which directly promoted the process of peaceful liberation of Beiping.

Fu Dongju, the daughter of Fu Zuoyi, joined the Communist Party of China in 1947 and was a reporter for the Tianjin Ta Kung Pao newspaper at the time. In 1948, Fu Dongju was appointed by the party organization to return to Beiping from Tianjin, work beside Fu Zuoyi, and urge Fu Zuoyi to make up his mind to revolt early.
After Fu Dongju arrived in Beiping, he guarded Fu Zuoyi's side, introduced our party's political ideas to his father many times, and put our party's relevant policy books on Fu's desk from time to time. After some time, Fu Zuoyi asked his daughter about her true identity, and Fu Dongju said that she was "sent by Mao Zedong", and took the opportunity to convey to her father the willingness of our party to peacefully resolve the Beiping issue. Fu Zuoyi accepted the proposal for peace talks after careful consideration, and he directly entrusted Fu Dongju to contact Mao Zedong through a secret radio station to express his willingness for peace talks. In the final peace talks, Fu Dongju played an important role in threading the needle, resolving doubts, and urging determination.
