A one-time enlistment bonus is granted

College students who should be conscripted for compulsory military service (referring to students with full-time student status information of ordinary colleges and universities, including full-time freshmen admitted by ordinary colleges and universities in the current year, and the academic qualifications of college freshmen are subject to the political assessment, the same below), according to the standard of not less than 20,000 yuan for undergraduate freshmen and current students, not less than 50,000 yuan for graduates, not less than 10,000 yuan for college freshmen and current students, and not less than 40,000 yuan for graduates.

Graduates of full-time preparatory technician (technician) class and senior engineering class of technical colleges and universities who have obtained a nationally recognized senior or above vocational qualification certificate or vocational skill level certificate shall implement the relevant enlistment treatment according to the bachelor's degree and junior college graduation respectively, and enjoy the preferential policy of one-time enlistment reward for college students.

Financial subsidies will be given to college students who have returned to their hometowns and returned to school

During the conscription period (subject to the time determined by the Municipal Military Recruitment Office), the military service organs at all levels in Chengdu City determine the pre-conscription targets and meet one of the following conditions, the military service organs shall give a subsidy for travel expenses with reference to the standard of travel expenses for military compulsory soldiers (hard seats on trains, second-class seats on high-speed rail, and fourth-class cabins on ships), and give a living allowance of 300 yuan per person per day:

1. College students who have obtained a local residence permit in Chengdu for more than 3 years and have been registered in Chengdu or other provinces, and have returned to Chengdu from other places (places of study, internship, and work) to apply for recruitment;

Opinions on further encouraging college students to enlist in the military

All district (city) and county governments (management committees), the Ministry of People's Armed Forces, all departments of the municipal government, and relevant units:

In order to effectively mobilize the enthusiasm of college students and young people to enlist in the army, continuously improve the quality of recruitment in Chengdu, and promote the sustained and healthy development of the city's conscription work, in accordance with the "Military Service Law of the People's Republic of China", "Regulations on Conscription Work", "Regulations on the Placement of Retired Soldiers", "General Office of the Sichuan Provincial Party Committee of the Communist Party of China, General Office of the Sichuan Provincial People's Government, and Sichuan Military Region Office issued <> Notice on Measures to Further Encourage College Students and School-age Youth in Plateau Areas to Enlist in the Army" (Sichuan Committee Office [2021] No. 64) relevant provisions, combined with the actual situation of our city, the following opinions are hereby put forward on further encouraging college students to join the army.

1. Strengthen organizational leadership

All localities and departments concerned should fully understand the great significance of doing a good job in the recruitment of college students, earnestly regard the recruitment of college students as an important way to improve the quality of soldiers, raise the standard of work, intensify the work, make careful plans, and advance it in an orderly manner.

Education departments and municipal colleges and universities should designate one responsible comrade to be specifically responsible for the recruitment of college students, and the relevant departments of colleges and universities, such as propaganda, employment, teaching affairs, and enrollment, should clearly define the main responsible persons for the recruitment of college students in their respective departments.

The Municipal Conscription Office will issue a guidance ratio for the recruitment task according to the population of each district (city) and county and the number of school-age college students in the jurisdiction, and take the completion of the situation as an important basis for selecting the advanced annual conscription work.

2. In-depth propaganda and mobilization

Press, culture, radio, television, and other departments should actively undertake the social responsibility of public-interest propaganda on conscription, cooperate with military service organs in carrying out all propaganda work, actively improve propaganda methods and methods, and make full use of the Internet, WeChat, Weibo, and other media to carry out propaganda on conscription.

The education departments and colleges and universities should give full play to the role of the main channel and the main front for carrying out the recruitment and propaganda work of college students, and the conscription offices of all districts (cities) and counties should jointly carry out a policy consultation, a typical report, a centralized propaganda class, a party and caucus activity, and a conscription propaganda text message to effectively enhance the coverage and appeal of the conscription propaganda.

3. Improve incentive policies

(1) A one-time enlistment bonus will be issued.

The municipal finance department will give 40 percent subsidies to Sichuan Tianfu New District, Chengdu High-tech Zone, Jinjiang District, Qingyang District, Jinniu District, Wuhou District, Chenghua District, Longquanyi District, Xindu District, Wenjiang District, Shuangliu District, and Pidu District, and 60 percent subsidy to Chengdu Eastern New District, Qingbaijiang District, Xinjin District, Jianyang City, Dujiangyan City, Pengzhou City, Qionglai City, Chongzhou City, Jintang County, Dayi County, and Pujiang County. The incentive money shall be issued by the veterans bureau of each district (city) and county at the same time as the first issuance of preferential payment for the families of conscripts.

(2) Provide financial subsidies to college students who return to their hometowns and return to school.

The required funds shall be arranged by the district (city) and county finances, and the district (city) and county conscription offices shall be responsible for disbursement of the funds, and the pre-conscription subjects may apply for them at the conscription offices of the conscription areas (cities) and counties within 30 days after the completion of the physical examination with their bus and ferry tickets and other documents.

(3) Arrange special settlement.

Full-time college students (including current students) who are conscripted into the army from Chengdu City, who have completed their service in the army and performed well, and who have been employed and signed a formal labor contract after retiring from military service (including returning to school and graduating), shall go through the settlement procedures in accordance with the current household registration and relocation policy of Chengdu City, and enjoy other preferential resettlement policies for local college students enlistment.

(4) Broaden the employment channels for retired college graduates.

Intensify the targeted examination and recruitment of civil servants.

Retired college graduate soldiers (including college students who have returned to school after retirement, the same below) who have served for 5 years or more may apply for positions for targeted recruitment of service grassroots project personnel after retirement, and share the targeted recruitment plan for civil servants and people's police with service grassroots project personnel. When organizing and carrying out the selection and recruitment of students, the experience of joining the army can be used as one of the conditions for applying for the examination, and priority will be given to outstanding college students who have the experience of joining the army, and the age can be relaxed by 2 years accordingly.

Increase the recruitment and employment of enterprises and institutions.

When applying for public institutions in our city, retired college graduates who meet the recruitment requirements will be given 4 points to the total score of the written test before the written test of public subjects and professional knowledge and before the conversion of the interview score, and 2 points will be added to those who have been rated as "four haves" outstanding individuals (soldiers, students) by organs at or above the regimental level (inclusive), and who have been awarded third-class meritorious service or fourth-class meritorious service (if otherwise provided by the state and Sichuan Province, the provisions shall prevail), and the cumulative bonus points shall not exceed 6 points. According to the needs of the work, public institutions can arrange certain positions for retired college graduate soldiers to carry out special recruitment, and the retired college graduate soldiers who are conscripted from Chengdu City to serve on active duty are regarded as grass-roots work experience, and the "three branches and one support", "volunteer service in the west plan" and other grass-roots service projects have completed their service period and have passed the assessment of college students enjoy the same treatment, and are jointly included in the special recruitment scope of management positions in public institutions in our city.

State-owned, state-controlled and state-owned capital dominant enterprises in principle set aside 15 percent of the jobs when recruiting new workers, and give priority to the recruitment of retired university graduates under the same conditions, and the recruitment information is simultaneously publicly released on the website of the human resources and social security department at the same level, and the competent department of the enterprise and the retired servicemen's affairs department at the same level are responsible for supervising and guiding.

Intensify the placement of professional counterparts.

Retired non-commissioned officers who meet the working conditions arranged by the government and have a full-time college degree or above may be arranged to grass-roots management positions or professional and technical positions in accordance with relevant state regulations as needed.

Strengthen the overall planning and deployment of full-time people's armed forces cadres, strive to have at least one person in each grassroots people's armed forces department or people's armed forces committee have active service experience, and the new head of the town (neighborhood) armed forces department should pay attention to selecting from among the qualified retired college students; and the new full-time armed forces officers at the grass-roots level should pay attention to selecting from among the retired college graduates and soldiers who meet the requirements.

(5) Provide financial guarantees for military recruitment in colleges and universities.

In order to ensure the normal development of conscription work in colleges and universities, the funds for conscription work (including military service registration) of the people's armed forces departments (departments responsible for conscription work) of colleges and universities shall be guaranteed according to the standard of 20,000 yuan/year.

According to the conscripts (college students who sign up for conscription from colleges and universities), the conscription subsidy will be given to colleges and universities according to the standard of not less than 1,000 yuan/person for current students and not less than 3,000 yuan/person for fresh graduates (including those who have obtained graduation certificates within the year); Those who are conscripted into the army from Chengdu City shall be given subsidies to technical colleges and universities with reference to the standards for recruiting university graduates; the subsidies are mainly used to ensure the expenses related to the conscription work and to implement commendations and awards for conscription workers.

The required funds shall be arranged by the financial departments of each district (city) and county, and shall be allocated to colleges and universities and technical colleges before the end of October each year. District (city) and county conscription offices should strengthen the management of funds, improve the performance of the use of funds, and ensure that special funds are earmarked. Each conscription workstation shall report the use of funds to the conscription office of the district (city) and county before the end of November of each year, and the district (city) and county conscription office shall report to the financial department at the same level before the end of December of the same year after summary review. All districts (cities) and counties may, in light of actual conditions, formulate measures for subsidizing local grassroots conscription workers, actively carry out targeted propaganda and mobilization work, and increase the enlistment rate of college graduates.

In addition to the above incentive policies, college students who are conscripted into the army also enjoy other preferential policies in the places where they are approved for enlistment, and bear the legal responsibilities stipulated by national laws and regulations.

If a conscripted citizen refuses or evades conscription for active service, the district (city) and county government (management committee) shall order him to make corrections within a set period of time; if he fails to make corrections within the time limit, the district (city) and county government (management committee) shall compel him to perform his military service obligations and impose a fine, which shall be handed over to the district (city) and county finance.

If a conscripted citizen refuses or evades conscription for active duty and refuses to make corrections, the district (city) and county military service organs must inform the town (neighborhood) where he or she is located and the relevant departments of education, public security, human resources and social security, public health, retired servicemen's affairs, and state-owned assets of the relevant departments; the competent departments for civil servants shall not employ them as civil servants or staff members managed with reference to the Civil Servants Law; state-owned enterprises and public institutions at all levels shall not recruit or employ them as staff members; public security organs shall not go through exit formalities for them within two years; and the education administrative departments shall not Schools must not handle formalities for their advancement or resumption of studies for two years, and the departments in charge of credit reporting are to include them in the list of seriously untrustworthy entities performing national defense obligations, and carry out joint disciplinary action.

If a conscripted citizen refuses to serve on active duty after enlisting in the army and does not change his mind after education, and is removed from the army, the retired servicemen's affairs department shall cancel the treatment of his family members as military dependents, stop the payment of incentives and preferential treatment, and punish them in accordance with the relevant laws and regulations, so as to safeguard the solemnity of the military service regulations.

Fourth, strengthen the sense of service

All localities and departments concerned should conscientiously change their work style, improve their work methods, actively meet the needs of the reform of "two conscriptions and two retirements," further enrich the strength of conscription offices at all levels, and strictly implement the centralized work system of conscription offices.

As needed, in accordance with relevant state regulations, government procurement of services and other methods are to be used to carry out conscription auxiliary work. Accelerate the construction of informatization for conscription, and comprehensively improve the standardization, precision, and scientific level of physical examinations, political assessments, and examination and approval of military recruitment. Set up a work column on the government website, and set up a service window in the government service center or convenient service center, and continuously improve the level of convenient service for conscription.

Military service organs should take the initiative to strictly enforce the provisions of the conscription policy and ensure that college graduates are given priority in applying for conscription, in physical examinations, in political evaluations, and in approval for enlistment. The enlistment offices of the regions (cities) and counties that approve enlistment shall cooperate with colleges and universities to do a good job in retaining college students' student status (admission qualifications), tuition subsidies, and returning to school after retirement. Within 30 days after the end of the quarantine review period, send a notification letter of enlistment to the enlistment office of the area (city) or county where the college student's household registration is located, and the military recruitment office of the district (city) or county where the household registration is located shall promptly notify the relevant situation to the veterans' affairs department at the same level. The education department should guide the municipal colleges and universities to promptly handle the formalities such as tuition compensation and retention of student status (admission qualifications) for enlisted college students. During the conscription period, the information office of the city government should coordinate with the major media to publish conscription information free of charge. The financial departments should allocate the relevant funds in full and in a timely manner. The departments of veterans' affairs should properly implement the work of rewarding college students for enlisting in the military and giving preferential treatment to the families of conscripts, resettling retired college students and soldiers, visiting and condolences, hanging glorious plaques, and sending good news. The departments of human resources and social security and state-owned assets should make overall plans and coordinate enterprises, public institutions, and other posts to do a good job in recruiting retired college students and soldiers.

These Opinions shall take effect on February 25, 2024, and shall be valid until December 31, 2026, with the Municipal Military Recruitment Office undertaking specific interpretation work.
